Ninh Binh is about to build D3 road axis worth more than 693 billion in old Kim Bang

Route D3 is more than 5km long, with a cross-section of 36m, expected to start construction in the fourth quarter of 2025, and is part of the plan to synchronously connect with Beltway 5 - Capital Region.

New arterial traffic project

According to information from the Ha Nam Construction Investment Project Management Board (under the Ninh Binh Provincial People's Committee), the D3 road construction investment project, from the intersection connecting with N2 road to the parallel road of Ring Road 5, is about to be implemented. This project belongs to the general urban planning of Kim Bang and was approved for investment by the People's Committee of the former Ha Nam province in May 2025.

The total investment for the project is more than 693 billion VND , using capital from the provincial budget. The construction phase is expected to last 36 months, from the fourth quarter of 2025 to the fourth quarter of 2027.

Technical specifications of route D3

Route D3 is identified as the main traffic axis of Kim Bang town (old), with a total length of about 8.5 km. The section invested in this phase is more than 5 km long, passing through the wards of Le Ho, Kim Bang and Kim Thanh of Ninh Binh .

Key project parameters include:

• Cross section: 36 m.
• Road width: 21 m.
• Route direction: From the starting point at the intersection with N2 road, the route goes in the North - South direction, intersects with provincial road DT.498, T3 trunk road at Cau Den and ends at the left parallel road of Ring Road 5.
• Land acquisition: The project will permanently acquire more than 21 hectares of land, including about 3,467 square meters of residential land, mainly in Le Ho commune.

Other infrastructure projects connecting Beltway 5

Besides the D3 route, another important project is also being prepared to strengthen the connection with Ring Road 5. In the period of 2026 - 2028, Ninh Binh plans to implement the project to build a connecting road from Ring Road 5 to Ha Nam High-Tech Park with a total investment of VND 2,200 billion .

This project has a total length of nearly 11 km, starting at the intersection with Ring Road 5 at Km26+255.24 (in Nam Xang commune, Ninh Binh) and ending at the intersection between route N3 and route DT.M1 (in Nhan Ha commune, Ninh Binh province). The roadbed width ranges from 56.5 m to 70.5 m.

Overview of Ring Road 5 through old Ha Nam

According to the plan, the Ring Road 5 - Capital Region section passing through the old Ha Nam province has a length of more than 35 km. The route is designed with a scale of 6 expressway lanes and parallel roads on both sides, 2 lanes on each side. The route coincides with National Highway 21B, Cho Dau - Ba Da section and the section connecting Hanoi - Hai Phong and Cau Gie - Ninh Binh expressways. In particular, the section from Song Day bridge to Tien Tan bridge (about 3 km long) is planned to be elevated.
