Ninh Hoa town is also famous for its cultural and artistic movements at the grassroots level. In the town, there are still regular activities of amateur music clubs, opera troupes, Ninh Hoa ancient bai choi clubs, and traditional musical instrument performance teams of the Ede and Raglai people.

For example, in 2020, the Town People's Committee implemented activities to preserve and promote the value of national historical relics for the C235 Ship Memorial Site. In 2022, the town organized a survey and assessment of the potential of tourism resources, the current status of tourism product development in the direction of encouraging the development of sea and island tourism, eco-tourism, and cultural tourism of revolutionary historical relics. In 2024, the locality will deploy the construction and development of community tourism in Ninh Van commune associated with promoting the value of the C235 Ship Memorial Site. Associated with sustainable tourism development
According to Mr. Nguyen Thanh Hung - Head of the Department of Culture and Information of Ninh Hoa town, the locality is implementing a plan to encourage socialization of the work of preserving and promoting the value of relics; attracting investment in tourism projects associated with relic sites, routes, and tourist spots connecting with relics. The town hopes that the provincial authorities will soon carry out the restoration, preservation, repair, and restoration of relics ranked by competent authorities. Every year, the locality organizes cultural and artistic performances for EMs and mountainous areas; reenacting traditional festival activities of EMs... From there, contributing to making cultural tourism one of the main tourism products of Ninh Hoa town.
To implement the above orientations, in the coming time, Ninh Hoa town needs to encourage the local community to proactively participate in heritage management, linking community interests with the conservation and promotion of heritage values, developing community tourism, ensuring a harmonious relationship between cultural development and socio-economic development; selecting typical and unique cultural heritage values to preserve and promote in association with sustainable tourism development. Along with that, diversifying the forms of introducing and promoting local cultural identity to tourists in association with festivals and art festivals; regularly organizing source tours for union members, students and people in the town to visit historical sites, "red addresses" to introduce the glorious revolutionary fighting tradition of the army and people of Ninh Hoa. At the same time, integrate capital sources from national target programs and central budget target programs to support the task of preserving and promoting the values of cultural heritages approved according to current regulations...
