Efforts to address local shortages of construction materials

Currently, many infrastructure projects are accelerating progress to complete by the end of 2025. Meanwhile, some mineral mines have not been able to increase their mining capacity according to special mechanisms, so there has been a local shortage of some types of construction materials.

Dong Nai is making efforts to resolve existing problems to ensure sufficient material sources for key national projects in the province and the southern provinces.

High demand in a short period of time

Dong Nai is a province with rich mineral resources, not only meeting the construction needs of the province but also supplying many key projects in the South.

Recently, large projects in the province such as airports, highways, beltways, urban areas, and resettlement areas have all entered the peak of "3-shift construction" so the demand for construction materials has increased. For the group of filling materials and construction stones alone, the consumption output has increased 2-3 times compared to the same period of previous years.

Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, said: Dong Nai still has abundant mineral resources, but due to the acceleration of construction progress of many infrastructure projects at the same time, exploitation cannot keep up. Also according to Mr. Toan, from mid-2025 until now, the province has organized weekly meetings with investors, management boards and mining enterprises to promote the removal of legal obstacles, grasp the needs in a timely manner to make reasonable adjustments to allocation. Currently, most of the construction material needs for key projects in the area have been licensed by the Provincial People's Committee or allocated to each mine, except in cases of arising problems.

Although the rate of allocation and contracted volume are both high, the progress of implementation is still limited. The main reason is that some mines are slow to complete legal procedures for exploitation and capacity increase according to special mechanisms; the source of materials does not meet the requirements of types and quality; at the same time, the planning adjustment in some localities is not timely, causing investors to not have a site for exploitation.

A representative of the Vietnam Airports Corporation (ACV) said: In 2025, the Long Thanh Airport Project will need nearly 5 million m³ of construction stone, with 600-700 thousand m³/month needed in the last months of the year. In the past, Dong Nai province has allocated 100% of the required volume to each quarry, but so far only nearly 3.8 million m³ have been signed and only about 3 million m³ have been brought to the construction site. The reason is that some of the allocated quarries have not been exploited according to the project's schedule, the products have not met technical requirements, and some quarries have been slow to complete legal procedures to adjust the license. In addition, there is also a subjective reason that the progress of receiving materials by some contractors is still slow, while contractors lack construction materials but the investor has not regulated them in time.

Currently, some projects have additional demands for soil and rock beyond the volume previously allocated by the province, such as: Bien Hoa - Vung Tau Expressway, Ring Road 3 - Ho Chi Minh City... In this situation, the Department of Agriculture and Environment has coordinated with relevant units to propose designating qualified mines to participate in supplying materials for the project.

Ensure supply according to project needs

In recent times, the Provincial People's Committee has implemented many solutions to ensure the supply of construction materials for key national and provincial projects. This is one of the important factors contributing to bringing projects to completion on schedule. From there, creating a positive chain effect on economic growth, state budget revenue, and public investment disbursement.

At the thematic conference on some key tasks and solutions in the last months of the year to achieve the economic growth target in 2025 organized by the Provincial Party Committee on November 8, Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave instructions related to construction materials. Accordingly, regarding the lack of construction materials, investors must send documents to the Department of Agriculture and Environment. The Department is responsible for reviewing the volume, type, and quality according to the needs of each project; making a list of construction material mines being exploited in the province, considering the mechanism to supply directly to the construction unit to speed up the project implementation progress; and at the same time, considering the allocation of materials for non-key projects.

Provincial Party Committee member, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said: Throughout the past time, the province has had many directives and management related to ensuring the supply of construction materials for key projects. At present, the province still assigns departments, branches and localities to urgently review and adjust mineral planning; remove legal obstacles for mines; announce the list of projects allowed to use materials under special mechanisms, helping mine owners and contractors to be proactive in exploitation and supply. The police, construction, and industry and trade sectors have strengthened inspection and supervision of exploitation and transportation activities to prevent speculation, hoarding, or selling minerals mined under special mechanisms to the outside.

“The province strives to ensure adequate supply of construction materials according to project progress, but does not ignore legal and environmental factors. Mining sites must fully meet requirements on planning, investment procedures, land, while ensuring labor safety and environmental sanitation during operation,” said Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang.

With the province's flexible solutions, the problem of construction material supply for key projects has been gradually resolved, and new sources of materials have also been handled. This will contribute to ensuring the progress of key projects, ensuring compliance with legal regulations in mineral mines; at the same time, creating a driving force to promote infrastructure development and sustainable economic growth for the province and the southern provinces.
