To do this, Mr. Putin directed the government to focus on the production of domestic game consoles, operating systems and cloud gaming services. The move is aimed at reducing dependence on foreign technology, especially in the context of international sanctions.
Currently, two main projects are underway. The first is developing a stationary gaming console using Elbrus processors, while the second focuses on a cloud gaming platform led by the telecommunications company MTS.

The Russian government’s proposed stationary console faces a number of hardware challenges. The Elbrus chip, produced by the Moscow-based SPARC Technology Center (MCST), is designed primarily for defense and security purposes. However, it cannot compete with modern products from leading brands like Intel, AMD, and ARM, making it underpowered to compete with consoles like Sony’s PS5 or Microsoft’s Xbox.
Furthermore, Russian console operating systems are still in development, with options like Aurora and Alt Linux yet to be finalized. The Russian government acknowledges these limitations and argues that its current consoles are no match for international competitors. Anton Gorelkin, deputy chairman of the State Duma Committee on Information Policy, said new ideas are needed to improve the capabilities of consoles, which are currently only suitable for older and simpler games.
MTS's cloud gaming project, called Fog Play, allows users to play top games on less advanced devices via powerful data center servers. However, the Russian version still lags far behind global services.
Both projects highlight the difficulties Russia faces in achieving technological autonomy in the gaming industry. Despite the government’s determination, the gap in chips and software remains large. For now, domestic consoles may find some suitable applications, but they are still far from being able to truly compete with giants like Sony and Microsoft.
