Communes and wards have focused on building and operating the Public Administration Service Center (PASC) to handle administrative procedures for people smoothly and without interruption. The implementation of the 2-level local government model is a major turning point in administrative reform and state apparatus organization.
Despite initial difficulties, with political determination, careful preparation and consensus from the grassroots, the new model is creating positive changes, moving towards a modern, open, transparent public administration that better serves the people.
FLEXIBLE SOLVING
Immediately after the ceremony to announce the merger of Dong Thap and Tien Giang provinces into the new Dong Thap province, to operate the 2-level local government apparatus, on July 2, the People's Council of Dong Thap province held its first session.

At the meeting, the Provincial People's Council passed 5 resolutions, including the Resolution on organization and personnel, which is the basis for perfecting the organizational apparatus, ensuring continuous, effective and efficient leadership and management right from the first days of the provincial-level local government after the merger.
102 communes and wards in the province have organized meetings of the Party Committee Standing Committee and Party Executive Committee; organized the first session of the People's Council immediately after the merger and announced decisions on personnel work. All of these create an important basis for the timely implementation of tasks of the two-level local government apparatus to ensure smooth, effective and uninterrupted operation.
In localities, when implementing a two-level local government, there are still certain difficulties in terms of infrastructure. However, many localities have been flexible in overcoming difficulties, ensuring smooth operations. Comrade Truong Thi Thanh Thuy, Vice Chairwoman of the Commune People's Committee, Director of the Center for Public Administration of Binh Ninh Commune, shared that the commune was merged from 3 communes, has a large area and a large population.
In the first days of operating the new commune government, the number of people coming to do transactions at the commune's Center for Public Administration was very large, about 50 files/day. To quickly resolve files and bring satisfaction to the people, the Commune People's Committee mobilized many non-professional staff to support, guide the people and write the files on their behalf to avoid congestion.
Regarding facilities, comrade Truong Thi Thanh Thuy said that the commune's professional departments currently meet the needs of their activities. Currently, there are quite a lot of people coming to carry out administrative procedures, mainly related to land and household registration, policies for the elderly, etc. With a team of enthusiastic and dedicated staff, the processing of documents is always guaranteed to be on time, bringing satisfaction to the people. Specifically, after more than 2 weeks of official operation, the rate of handling administrative procedures on time and before the deadline in some areas is high.
Besides, to promptly remove difficulties and obstacles for the grassroots, recently, the province has organized delegations to directly go to the grassroots to grasp the operational situation and promptly find solutions to difficulties and obstacles.
Directly inspecting the communes and wards, the provincial leaders all highly appreciated the proactive spirit of the localities in operating the 2-level local government model. At the same time, they acknowledged the efforts and high consensus of the Party Executive Committee and all local cadres, especially in arranging the apparatus and assigning appropriate tasks; as well as acknowledging the difficulties that the communes and wards encountered in the process of operating the new commune and ward governments.
At the same time, provincial leaders requested that relevant departments and branches review the set of administrative procedures and make adjustments soon to ensure consistency among localities in the province regarding the time for implementing administrative procedures. SERVING FOR THE PEOPLE
Innovation in working style, openness and friendliness, improving the quality of administrative procedure settlement, creating satisfaction for organizations and citizens... are the top priorities of the TTPVHCC of communes and wards since its inception. Not only changing the boundaries, this merger opens a new development stage with the consistent goal of "being close to the people, serving the people".
Intermediary steps have been shortened and the grassroots level has been given more power, bringing many practical benefits to the people. With a proactive mindset, the TTPVHCC of communes and wards have prepared well for the new journey.
In order for the TTPVHCC to operate smoothly from the very beginning, communes and wards have arranged civil servants in charge of various fields to receive and resolve administrative procedures for people and businesses. Along with that, communes and wards have been fully equipped with facilities, Internet connection, and specialized software, ensuring that all activities of the center are interconnected, and administrative procedures are resolved quickly, conveniently, and effectively.
According to the leaders of Cho Gao commune, in order to standardize the process of handling administrative procedures and ensure smooth operation of public services, the commune has invested synchronously in the online network system and LAN. The staff and civil servants of the commune's TTPVHCC have been trained in new contents and procedures for handling administrative procedures, especially regulations on handling administrative procedures without administrative boundaries according to Decree 118/2025/ND-CP of the Government. During the implementation process, VNPT staff are always on duty to handle issues related to network infrastructure, ensuring that administrative procedures are not interrupted during implementation.
According to the assessment of people who came to contact and resolve administrative procedures at the Commune and Ward Public Service Centers since the first days of official operation, the work of supporting people to carry out administrative procedures here was carried out quickly and enthusiastically. Mr. Le Van Phu (Cho Gao Commune) shared: "I came to make a copy of the Birth Certificate for my child. The staff supported enthusiastically, the procedures were simpler."
Directly recorded at the Binh Ninh Commune Public Administration Center, although it was in the afternoon, there were quite a lot of people coming to carry out administrative procedures. Every day, handling 3-5 households registering for business, Ms. Pham Thi Thuy An, an official of the Commune Public Administration Center, shared: “Previously, I was in charge of the one-stop department of the old Hoa Dinh Commune. Therefore, when I was assigned this job in the new commune, I found it quite convenient.
In the past few days, in the field of business registration, people have been quite satisfied; because within just 3 days, people have had their Business License. That is also the motivation for all officers and employees at the Commune Cultural and Administrative Center to wholeheartedly, wholeheartedly, and wholeheartedly carry out their work, and wholeheartedly resolve administrative procedures without causing trouble to people and businesses.
Mr. Cao Van Nam (Binh Ninh commune) excitedly said that in the past, to complete documents on land use rights transfer, he had to travel back and forth between the commune and district levels, which cost a lot of money and time. Now, he only needs to go to the commune's Center for Public Administration and the staff will give him enthusiastic guidance. Regarding the implementation of a two-level local government, Mr. Nam expressed his high consensus; because he no longer has to spend a lot of time and travel expenses on completing documents and administrative procedures like before.
Up to now, local authorities in 102 communes and wards in the province have been operating smoothly. To contribute to the smooth and effective implementation of the two-level local government model, the commune and ward Public Administration Centers have publicized their headquarters addresses, hotline information, etc. to support and promptly answer all questions, feedback, and recommendations related to administrative procedures of organizations and individuals. Youth volunteer teams supporting the operation of the two-level local government model have been deployed in communes and wards throughout the province.
Not to let the reform stop at the resolution, not to let the apparatus change only in form, but to operate truly effectively, 102 communes and wards of Dong Thap province have been proactive in implementing the task of resolving administrative procedures. This shows the readiness not only in terms of institutions, but also in thinking and action of the political system from the province to the communes and wards with the consistent goal of serving the people.
