Implementing the 2-level local government model, the initial phase still revealed many difficulties. The commune area expanded, the workload was large, while the specialized departments in the commune had to take on many fields, leading to overload and affecting the progress of work processing.
On October 21, the Provincial People's Committee issued a decision to second and strengthen 97 civil servants and public employees to the grassroots level. Of which, 52 people were seconded from the provincial level; 45 health station chiefs were assigned to help communes in the health sector and 17 school officials were seconded to work as commune-level civil servants. This is considered a solution to overcome professional gaps and create changes in the implementation of public duties by grassroots authorities.
Tua Thang commune received 2 professional officers from provincial agencies and units to work in the locality. After only a short time of receiving the assignment, the 2 officers assigned to the commune quickly integrated, grasped the actual situation, deployed work according to their professional positions and initially made a positive impression.
Mr. Nong Huy Thiem, an official of the Professional Department (Employment Service Center, Department of Home Affairs) was assigned to be in charge of the home affairs section at the Culture - Social Department of Tua Thang commune. With a high sense of responsibility, Mr. Thiem quickly approached, classified tasks, reviewed documents, and advised timely reports and plans for the commune government.
Mr. Nong Huy Thiem shared: “I want to connect more with companies and businesses inside and outside the province, aiming to create stable job opportunities for local workers. Furthermore, I want to advise and support people to work abroad under contracts in traditional labor markets such as Taiwan, Japan, and Korea so that people can have a stable income and contribute to the transformation of the local labor structure.”
Also working in Tua Thang commune, Mr. Vu Duc Viet, a civil servant of the Trade Management Department (Department of Industry and Trade) was assigned to be in charge of the industry and trade sector at the Commune Economic Department. After a month, Mr. Viet completed the review of the entire current status of industrial and trade development in the commune. According to his preliminary assessment, Tua Thang commune has a large potential for trade, especially market activities.
Mr. Vu Duc Viet said: “The commune is planning to organize a Huoi Long market. In the coming time, I will work with the Economic Department to advise and develop a plan to organize and maintain this market. We plan to open another market at Huoi Trang wharf to create a space for trading goods and support the consumption of local agricultural products.”
Assessing the initial effectiveness of the seconded staff, Mr. Pham Hoang Long, Chairman of the People's Committee of Tua Thang Commune, commented: "The seconded staff quickly caught up with the work and actively advised the specialized departments to handle the remaining work. This timely addition helps the commune government apparatus operate more effectively."
In Muong Lan commune, two seconded officers were assigned to the Department of Culture - Society and the Department of Economy to help the locality promptly resolve many outstanding tasks. Thanks to the additional human resources, tasks related to digital transformation, receiving citizens, and guiding people to carry out administrative procedures have been carried out more smoothly. According to Mr. Dao Duy Thach, Vice Chairman of Muong Lan Commune People's Committee, the seconded officers are in the right profession and quickly approach the work. Currently, both seconded officers are confident in their work and show a high sense of responsibility.
After 1 month of implementation, the policy of seconding cadres from the provincial level to the grassroots level has shown its correctness and effectiveness, helping communes solve professional “bottlenecks”, contributing to improving the quality of service to the people. Thereby, enhancing the effectiveness and efficiency of local government operations, meeting the development requirements in the new period.
