(VLO) According to the agricultural sector, natural disasters, especially riverbank landslides, are occurring at an increasingly serious level. Landslides have affected people's lives and caused great damage to their property. The authorities have also strengthened response measures and promptly repaired the damage so that people can stabilize their lives.

Natural disasters cause damage of about 800 billion VND

According to the Irrigation Department (Department of Agriculture and Rural Development), in the past 10 years, Vinh Long province has been affected by several types of natural disasters such as storms, heavy rains, droughts, saltwater intrusion, riverbank erosion, high tides, etc., causing damage to people's housing and production, with an estimated loss of about 800 billion VND.

Most notably, riverbank erosion occurred at over 810 landslide points, causing the loss of over 24,300m of river and canal banks, directly affecting 817 households.

According to Mr. Luu Nhuan - Head of the Irrigation Sub-Department, recently, riverbank landslides have occurred in many places, but there is a lack of preventive measures, only focusing on overcoming the consequences.

Due to lack of funding, the number of points and routes that have been treated and repaired is very small, only accounting for about 20-30% of the demand. The work of handling and overcoming the consequences of riverbank erosion in the districts is not yet self-sufficient, still depending on the province.

Mobilizing households living in landslide and landslide-prone areas to relocate to new places still has many obstacles because households no longer have land to build on; entering residential areas changes daily habits, affecting current jobs and income of people.

In Tra On district, Mr. Nguyen Van Tam - Head of the Department of Agriculture and Rural Development of Tra On district, said: Natural disasters, especially riverbank landslides, are occurring more and more frequently, and the level of landslides is becoming more and more serious.

The cause of the landslide is the impact of climate change and changes in the flow of river branches. Since the end of 2023, the whole district has had more than 70 landslide embankment sections, with a landslide length of nearly 1,600m on major rivers.

Mr. Nguyen Van Liem - Deputy Director of the Provincial Department of Agriculture and Rural Development, said: In the coming time, the agricultural sector will continue to closely monitor the developments of meteorology, hydrology, and natural disasters; coordinate to respond to and overcome the consequences of natural disasters. At the same time, prepare plans to prevent storms and tornadoes, evacuate people in landslide areas, and landslide risks in the rainy season; promptly organize and implement solutions to prevent, combat, and minimize damage caused by natural disasters; coordinate and implement support for damage caused by natural disasters. Recently, the Provincial People's Committee also decided to declare an emergency landslide situation on La Ghi canal in Vinh Trinh hamlet, Vinh Xuan commune, Tra On district. The landslide level is dangerous.

Specifically, the landslide occurred at 2:00 a.m. on July 19, 2024. The landslide and landslide-prone area is located on La Ghi canal (from the water storage pond of the Vinh Xuan commune's centralized water supply system to the end of the concrete embankment in front of the Provincial Party Committee's Traditional House) 220m long.

Of which, the landslide and subsidence section is 25m long, 4-5m deep into the mainland. The landslide did not cause any human damage, however, it caused a landslide of 25m of the concrete embankment and landslide and subsidence of part of the traffic road in front of the Provincial Party Traditional House (a provincial historical relic), the section is at risk of landslide of about 195m more, directly affecting the production and daily life of 15 households with 51 people and about 50 hectares of agricultural land.

In Long Ho district, Mr. Ho The Nhu - Head of the district's Department of Agriculture and Rural Development, said: Long Ho has a dense river system with 914 rivers, canals, and streams, 740km long, interwoven and interconnected.

In addition to the benefits, the district also faces many difficulties, the impact of climate change, the impact of water flow makes riverbank erosion increasingly serious and unpredictable, especially during the rainy season, erosion occurs with faster cycles, stronger intensity and longer duration, causing much damage.

"Regarding the cause, in addition to natural factors (such as flow, climate change), recently human impact has also been significant, increasing erosion, lowering the unstable ground surface, making landslides more likely to occur" - Mr. Ho The Nhu added.

Damage recovery efforts

After the landslide, the local disaster prevention and search and rescue command committees coordinated to mobilize forces and people to support affected households in dismantling structures and moving assets to safety.

At the same time, inform people in the area about the landslide situation and regularly monitor the landslide situation in this area to have timely response measures; mobilize households in the landslide area to move their assets to a safe place to avoid damage if landslides continue to occur; install danger warning signs and stretch warning ropes for people to avoid.

Mr. Ho The Nhu said: The locality always implements two solutions to prevent riverbank erosion: non-structural and structural.

However, due to limited funding, in addition to structural solutions, non-structural solutions are considered one of the effective solutions for landslide prevention such as: communication, education to raise public awareness of natural disaster prevention, taking preventive measures to reduce damage caused by natural disasters; monitoring landslide developments, organizing the installation of warning signs in areas at high risk of landslides; organizing the evacuation of people from areas where dangerous landslides are occurring; using plants and local materials to block waves and prevent bank erosion...

In Tra On district, Mr. Nguyen Van Tam also said: The district has continued to monitor the progress of irrigation projects invested by the province.

Coordinated survey and calculation to prepare investment for 9 projects from the 2024 irrigation fee compensation fund with a length of 43,150m, total investment capital of 7.1 billion VND such as: Project to overcome landslides in Tich Thien, Thien My, Luc Si Thanh dykes; Project to overcome landslides in Thuan Thoi, Nhon Binh, Xuan Hiep, Tan My, Tra Con dykes...

At the same time, continue to urge communes to dredge intra-field canals, clear water flows, and reinforce dykes and embankments at risk of landslides to ensure the safety of agricultural production and people's lives.

From the beginning of 2024 to now, natural disasters in the province have caused an estimated property damage of over 14.5 billion VND. Of which, storms, heavy rains, and strong winds damaged 27 houses, rice mills, and livestock farms, causing more than 1,795 hectares of summer-autumn rice to collapse, causing property damage of over 9.7 billion VND. The whole province has had 76 landslides, causing the loss of 2,039m of riverbanks along with rural roads, dykes, etc., directly affecting 166 households, causing property damage of over 4.7 billion VND. Up to now, the provincial authorities and the local authorities where natural disasters occurred have supported affected households to restore production, repair damaged houses, and stabilize their housing with a budget of nearly 600 million VND from the natural disaster prevention and control fund and socialized sources.
