Over the years, the Vietnam Cryptography sector has played a core role in performing the task of ensuring confidentiality, safety, accuracy and timeliness of information serving the leadership of the Party, the management of the State, and the direction and command of the armed forces, making an important contribution to the cause of national liberation struggle, building and defending the Fatherland.
On September 12, 1945, immediately after the success of the August Revolution, implementing the Directive of the Party Central Committee and President Ho Chi Minh, the Military Cryptography Department - the predecessor of the Vietnam Cipher Industry was established at the General Staff. Since its establishment, fully aware of the characteristics of the important secret mission, the Cipher Industry has overcome many difficulties, hardships, and sacrifices to successfully complete its tasks.
In particular, the system of legal documents on cryptography is increasingly perfected; the Cryptography force is consolidated and improved; cryptographic science and technology, national cryptographic infrastructure are gradually built modernly, meeting the requirements of information security and safety, effectively serving the leadership, direction and operation of Party and State agencies, developing e-Government and command and operations of the armed forces.
However, in the face of the rapidly evolving and complex political and security situation in the world and the region; the challenges of information warfare and cyber warfare are present and increasingly fierce, threatening global security; the strong development of science and technology, in addition to its positive aspects, the disclosure and leakage of state secret information at many important agencies is on the rise; hostile forces are increasing their espionage activities, collecting code-breaking information, planting, connecting, and bribing with increasingly sophisticated and serious nature.
That context poses new requirements for the Cryptography industry with many larger, more diverse and complex tasks, requiring strong innovation in operating methods to meet the requirements of information security for leadership and direction of the Party, State and command of the armed forces in all situations.
To meet practical requirements, the Politburo determined that there must be policies and breakthrough solutions to ensure absolute confidentiality of leadership and direction information of the Party and State; building a revolutionary, standardized, and modern Vietnamese Cipher sector is the key and decisive solution. This is a fundamental, urgent task and the responsibility of the entire Party and the entire political system, in which the Cipher force plays a core role.
In response to that urgent need, on March 5, 2020, the Politburo issued Resolution No. 56-NQ/TW on the Strategy for the Development of Vietnam's Cipher Industry to 2030 and Vision to 2045 (Resolution No. 56). In particular, it identifies the goal of building a revolutionary, disciplined, and modern Vietnamese Cipher Industry; the Cipher Force is absolutely loyal to the Party, the State, and the people; is organized in a unified, tight, streamlined manner; operates effectively and efficiently; has advanced science and technology, meets the requirements of information security and safety of the Party's leadership and direction, the State's management, and the people's armed forces' command in all situations, effectively serving the cause of building and defending the Fatherland in the new situation.
Strengthening the Party's leadership and the State's unified management of cryptography in the new period; building a Cryptography force in accordance with the nature and tasks of the secret science and technology sector, especially in the field of national security; innovating methods, improving research capacity, manufacturing technical equipment, cryptography operations; promoting methods of management, deployment, technical support, and monitoring of cryptographic products in an automatic, synchronous direction and integrated into the national information technology and telecommunications system; focusing on researching and developing cryptographic technical security solutions; promoting the transfer and absorption of advanced and modern science and technology; consolidating and synchronously developing the cryptographic technical system on the cryptographic communication network, maintaining traditional cryptographic techniques in combination with developing modern cryptographic techniques...
After 5 years of implementing Resolution No. 56, the Cipher force of the whole industry has successfully completed the goals of the 2020-2025 period, including many contents with outstanding results: Building a revolutionary, disciplined Cipher force, advancing straight to modernity, in accordance with the nature and tasks of the confidential science and technology sector, especially in the field of national security; the system of legal documents on basic cipher has been built and promulgated in sync with the current legal system, institutionalizing the Party's policies and guidelines on cipher work into the law to ensure a strict legal basis in organization and implementation, meeting practical requirements; the organization of the cipher apparatus has been streamlined and consolidated, associated with innovation in methods of operation, leadership, direction, management, and operation, ensuring smoothness.
In particular, the Cryptography sector has autonomously researched and developed advanced cryptographic systems, typically building and announcing the first Vietnamese block cipher algorithm (MKV) - this is an algorithm with high knowledge content that only a few countries with modern science and technology can build; well meeting the requirements of implementing cryptographic activities to serve the direction and administration of Party and State leaders, commanders of armed forces in all situations and the needs of information security and safety of the Central, ministries, departments, branches and localities; especially serving the work of information security and safety serving digital transformation and e-Government development of branches and levels.
In addition, the Government Cipher Committee has coordinated with the Central Party Office, central and local Party agencies to ensure information security and safety for information systems of Party agencies and develop security solutions for proposed projects; presided over and coordinated with the Ministry of Public Security, the Government Office and the Ministry of Information and Communications to deploy solutions to ensure security, authentication and confidentiality of information using cryptography, deploy specialized digital signature certification services for the Government for information systems and databases (Resolution No. 175/NQ-CP dated October 30, 2023 of the Government); Project 06 on "Developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030"...
In order to contribute to building a socialist rule-of-law state, in recent years, the Government Cipher Committee has strengthened and perfected the legal system on cryptography and related legal systems to create a synchronous legal corridor, affirming the position, role and nature of the activities of the Cipher force and the national cryptographic agency in the new period.
In particular, clearly identifying the importance of information security and safety, the Cipher Committee has proactively researched, developed, produced and put into use many solutions to secure state secret information in the network environment. Deploying paperless security for the 11th Central Conference (term XIII) and is coordinating with competent agencies to deploy security solutions for the 14th National Party Congress. Notably, 2024 marks a breakthrough in exam security in Vietnam, the Cipher Committee successfully deployed exam security solutions for the Ministry of Education and Training.
Previously, recognizing the potential risks of the traditional method of transporting exam papers, the Government Cipher Committee proposed a solution to completely replace the method of transporting by human means of transport with a secure electronic exam paper transfer system. The exam papers for the selection of the international Olympic team are transferred by encrypted electronic methods, helping to eliminate the risk of loss and disclosure of information, while improving the speed, safety and efficiency of exam paper management. At the end of 2024, the Government Cipher Committee also successfully deployed security for the national excellent student exam - a nationwide exam that requires a high level of security and ensures the absolute integrity of the exam papers.
In 2025, the Cipher Department will synchronously deploy security solutions for three important national exams: the International Olympic Team Selection Exam, the High School Graduation Exam, and the National Excellent Student Exam. Transporting the national high school exam through the Cipher Department's encryption system will help save billions of VND each year.
Recently, the Ministry of Education and Training announced the plan to organize the Exam and consider recognizing high school graduation from 2025. Accordingly, in addition to changing the room arrangement, building an "open" question library..., changing the way exam papers are transported is considered one of the new points in this exam. The application of encryption and security solutions for exam papers not only affirms an important step forward in the organization of exams, but also contributes to the modernization of the education sector, ensuring fairness and transparency in national exams.
However, in addition to the achieved results, there are still many difficulties that need to be resolved, existing limitations and causes for timely remedial measures. In the coming time, the requirements of the Cryptography sector will be increasingly high, with many difficult tasks requiring urgent time progress. Party committees, party organizations, leaders, managers at all levels and the entire staff of the sector always determine high determination, strive to perform tasks, successfully complete goals and tasks, actively contribute to the breakthrough in national development in the new era, the era of national development.
To improve work efficiency and meet mission requirements in the new situation, the Cryptography industry will carry out a number of tasks and solutions:
Firstly, promote propaganda work, increase the inclusion of state management content on cryptography in teaching at training institutions, foster leaders and managers, create high unity in awareness and action of Party committees, Party organizations, all levels, sectors and the entire Cryptography force on the importance of building a revolutionary, standardized, and modern Vietnamese Cryptography sector;
Second, effectively implement the Project on training and developing human resources in the Cryptography industry until 2030, focusing on training and fostering high-quality human resources, specialized experts, and leading scientists, effectively serving the research, teaching, testing, design, manufacturing, and production of key cryptographic products and information security;
Third, focus on developing national cryptographic infrastructure, specialized digital signature authentication, network information security monitoring, and a system of tools and equipment for testing cryptographic products, ensuring modern and synchronous information security, meeting the requirements for developing cryptographic work in the new situation;
Fourth, promote in-depth research, master core technology, foundation technology, new technology, effectively solve new and difficult problems to serve industry development such as: Quantum cryptography, blockchain, artificial intelligence, secure semiconductor chips.
In addition, the Cipher Committee continues to focus on completing projects and action programs to implement Resolution No. 56 and the 5-year medium-term public investment plan for the 2026-2030 period, in conjunction with the Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; successfully completing the goal of building and developing the revolutionary, standardized Vietnamese Cipher sector, moving straight towards modernity in the 2026-2030 period.
