New countryside comes alive thanks to model projects

Implementing the National Target Program on New Rural Construction for the 2021-2025 period, Hai Phong has built thousands of works, connecting localities and promoting socio-economic development.

Promote functionality

The road from Cau Market (Vinh An Commune) connecting to National Highway 10 to Vinh Thinh Commune was previously narrow and degraded. Thanks to the New Rural Development Program, since the end of 2024, the road has been renovated and upgraded to 7 m wide (twice the old road) and put into use, contributing to ensuring traffic safety and strengthening the connection between National Highway 10 and Vinh Thinh, An Hoa and Vinh Thuan communes. Mr. Nguyen Van Vi, a resident of Tra Cu Village (Vinh Thinh Commune) said that the wide and spacious road helps people travel conveniently and safely and connects areas more easily.

Along with new rural traffic works, many bridges and roads to the fields to serve production are also invested.

Mr. Nguyen Van Tiu, Principal of Dung Tien Secondary School (Vinh Thuan Commune) said that thanks to the implementation of the model new rural construction program, the Cua Hang bridge over Dong Ngu canal, which had been degraded and unsafe for traffic for many years, has now been invested in and put into use, helping people in Dong Quang village and more than 600 students of the school to travel conveniently, reducing traffic congestion.

According to the city's Department of Agriculture and Environment, the city has thousands of new model rural projects that have been invested in and put into use, promoting positive effects. For example, in the western area of ​​Hai Phong, in the field of transportation alone, 13,600 km of roads of all kinds have been invested in renovation, upgrading, and renovation, of which the large number of intra-field roads (6,900 km) have been invested in, creating momentum to promote agricultural production development, ensuring convenient transportation of goods for producers all year round.

Promoting economic restructuring

After the merger, Hai Phong city has new development potential, in which rural areas have great potential in terms of land and labor to form and develop industrial zones, clusters, and concentrated agricultural production areas. These are favorable conditions for the city to focus on building strategic orientations for new rural areas in the period of 2026 - 2030.

According to Deputy Director of the Department of Agriculture and Environment Pham Thi Dao, in the period of 2021-2025, the city prioritizes investment in breakthrough new rural projects and works, ensuring the highest level of enjoyment for people, such as transportation, schools, health care, culture, etc. At the same time, the city flexibly integrates programs, projects, and plans to complete, maintain, and improve the quality of the achieved criteria.

In the new context, Hai Phong is building a strategic orientation for the new rural area for the period 2026 - 2030, closely following the Central direction with the goal of being practical, in-depth, effective, sustainable, taking rural residents as the main subject, creating a livable countryside, harmonizing tradition and modernity. The city focuses on improving the quality of criteria on infrastructure and life, promoting digital transformation in agriculture and rural management, linking new rural area construction with agricultural restructuring and local socio-economic development.

Currently, the authorities are advising the City People's Committee on the goals of new rural development in the coming period, especially after the merger of provincial levels and the arrangement of commune-level administrative units. The focus is on developing synchronous infrastructure, connecting rural and urban areas; applying information technology, modernizing rural areas; developing a circular rural economy, exploiting local specialties and advantages; preserving and promoting traditional cultural values.

Along with that, the city is reviewing and perfecting the framework of mechanisms and policies, focusing on supporting economic restructuring, improving the efficiency of new rural management, and at the same time increasing the mobilization of resources to invest in modern, synchronous and connected infrastructure.

In the period of 2021 - 2025, Hai Phong has invested more than 117,000 billion VND in new rural infrastructure, of which 63,000 billion VND in the east and more than 54,000 billion VND in the west. From this resource, more than 3,000 projects have been completed and put into use, mainly in transportation, health care, education and culture, which are showing positive effects.
