At the 10th Congress of Women Representatives of the Ministry of Public Security , for the term 2025-2030, held in mid-December 2025, Lieutenant General Tran Quoc To, Deputy Minister of Public Security, emphasized the role, position, and importance of women in each family, in the community, domestically and internationally.

The leaders of the Ministry of Public Security at that time requested continued attention and guidance, creating the most favorable conditions for the Women's Association of the Public Security Forces and the women's movement to develop to match the tasks; boldly assigning tasks and encouraging women to take on new jobs, new fields, and difficult tasks; and at the same time creating all conditions for women to fulfill their "natural role" in maintaining family happiness...

To gain a better understanding of the roles, responsibilities, difficulties, and challenges faced by women in the People's Police Force, a reporter from Dan Tri newspaper interviewed Major General Ngo Hoai Thu, Deputy Director of the Department of Party and Political Work, and Head of the Women's Committee of the People's Police Force.

- Major General, looking back at 2025 - a pivotal year with many high political demands, how do you assess the role, position, and outstanding achievements of the female members of the People's Public Security Force?

In 2025, the results of the Women's Association of the People's Public Security Force and the women's movement throughout the force affirmed a strong movement towards tangible, measurable achievements with widespread social impact. Female officers and soldiers have clearly demonstrated their presence in fields requiring political acumen, intelligence, and high pressure, from planning and force building to administrative reform, investigation, cybersecurity, and immigration management.

There, the spirit of daring to think, daring to act, daring to take risks, and daring to take responsibility was clearly evident – ​​a crucial quality in the current period of rapid change. Today's female police officers not only perform their duties well but also contribute to making police work closer to the people, more humane, and more sustainable.

Overall, the Association system achieved all 7/7 targets, with 4 targets exceeding expectations, demonstrating high levels of initiative and determination.

A highlight is the ability to "create and lead" through large-scale activities, creating positive media effects such as the "Ao Dai Festival - Graceful Women of the Public Security Force 2025" program held on March 8th in the Hoan Kiem Lake area with more than 1,300 female members of the Public Security Force and international delegates participating, spreading the image of strong, modern, and integrated women of the Public Security Force in public spaces.

In addition, the event included the commendation of 20 "Outstanding Female Police Officers" and 62 "Outstanding Female Police Officers at the Grassroots Level"; the commendation of 100 outstanding collectives and individuals for the period 2020-2025; and the awarding of prizes to 80 authors with outstanding works in the "Charming Women of the People's Police" photo contest in 2025.

- According to the Major General, what are the core qualities that help female police officers and soldiers adapt to and successfully complete difficult and sensitive tasks in the current context?

I believe there are three key qualities that contribute to the resilience of female police officers: political acumen, professional discipline, and the capacity for innovation, all embodied in the spirit of "5 dares": daring to create, daring to act, daring to change, daring to commit, and daring to take responsibility. Affirming the pioneering role of leaders and the spirit of "5 dares" is the driving force for breakthroughs, bringing the activities of the Women's Union to a deeper level and reducing formalism.

That spirit is clearly concretized in the "Three Best" movement: Most disciplined - Most loyal - Closest to the people, established as a political commitment of women in the People's Police, and with the new feature of quantifiable criteria, linked to job position and work output.

When these three factors combine harmoniously, female police officers can stand firm in highly demanding tasks while simultaneously creating lasting value for society.

- During your time working here, were there any images or stories about female officers or soldiers that particularly moved you and left a lasting impression?

What moved me most was the silent sacrifice of the female officers serving in the "digital rear" of the force – directly involved in digital transformation projects, ensuring cybersecurity, managing data, and operating critical information systems.

In these fields, many female soldiers work quietly behind screens, accessing large volumes of data, processing complex information with absolute precision, continuously and with high discipline. Every line of data is protected securely, and every system operates smoothly, which is the foundation for other forces to complete their missions.

It can be said that the digital transformation within the People's Police Force today clearly bears the mark of the intelligence and perseverance of women.

I remember meeting with the team after peak periods of digitalization deployment; their eyes still showed the tension, but the first question was always: "Is the system stable yet? Are there any areas that still need further review?"

They rarely talk about long working nights, non-standard shifts, the difficulties of balancing work and family life, childcare, self-care, or the invisible pressures associated with the responsibility of ensuring information security and safety.

Furthermore, I was deeply moved to witness female police officers and soldiers participating in United Nations peacekeeping forces, performing their duties in a multinational, multicultural environment with harsh living and security conditions. In locations far from their homeland, they are not only peacekeepers but also ambassadors of the image of Vietnamese women as strong, humane, and responsible, contributing to affirming the prestige of the People's Police Force on the international stage.

It is the quiet, persistent effort in the domestic "digital rear" and the spirit of dedication in international missions that have created a very special resilience of women in the People's Police Force - the resilience of intellect, professional discipline, and faith.

Whether in the digital space or in remote lands, every silent contribution helps maintain peace in the country and spread a positive image of Vietnam.

- During the Lunar New Year holidays, many female soldiers have to put aside the joy of family reunions to perform their duties. Can the Major General share a memorable experience?

For police officers, especially female police officers, Tet (Lunar New Year) is a very special feeling. There are female officers on duty during Tet, their hearts still longing for their families, but their shoulders bear the responsibility of maintaining peace and security for the people.

I once met female soldiers who spent New Year's Eve at their unit, only managing a short phone call home before quietly returning to their shift. It was these moments that made me appreciate the value of our profession even more: the people's spring is nurtured by the silent dedication of our soldiers.

For police officers, Tet (Lunar New Year) is a time when responsibility takes precedence over personal joy. Behind each shift is a "command from the heart" - a spirit of compassion and sharing, which is also a crucial source of inner strength for female police officers.

Therefore, every time Tet (Lunar New Year) comes around, I always remind the staff of the Women's Union, and the Women's Union at all levels, to organize activities to care for the women on duty during Tet so that they always feel warm and loved through the simplest things, from timely visits and encouragement to providing spiritual support, especially for female officers and soldiers with difficult circumstances, so that each person can feel secure in performing their duties and maintain their faith in their profession.

- What policies and solutions have the Ministry of Public Security and the Women's Union at all levels implemented to encourage and support female officers and soldiers on duty during the Lunar New Year?

The overarching principle is that caring for officers and soldiers is caring for the strength of the force. During Tet (Lunar New Year), the Women's Union at all levels implemented many practical activities such as visiting and encouraging female officers on duty during Tet, supporting those in difficult circumstances, and creating conditions for women to work with peace of mind.

More importantly, this care and support extends beyond the Lunar New Year period, aiming to build a humane working environment where each female soldier feels the organization's companionship throughout her career.

Caring for members during Tet (Lunar New Year) is therefore placed within the overall framework of regular care, such as understanding their thoughts, providing timely support to members in need, and strengthening unity within the Association. However, I believe that the consistent approach is to target the right people - meet the right needs - at the right time, while linking immediate care with programs such as "Godmother" and "Summer Camp of Love," so that sharing is not short-term, but becomes a long-term support.

- How does the Major General view the increasing number of female police officers being assigned to leadership and command positions, even in areas traditionally considered highly stressful?

This is a manifestation of genuine gender equality, where women are assigned tasks not out of favoritism or special treatment, but because of their proven competence, prestige, and effectiveness. In practice, wherever courage, intelligence, and discipline are needed, women in the People's Police Force can perform well.

It is crucial to continue creating a trusting environment where women can be challenged, empowered, and protected when they are empowered. For this trend to be sustainable, the work related to female cadres must be implemented synchronously, focusing on sourcing, training, and placing them in the right positions, meeting new requirements for digital skills, foreign languages, and integration capabilities in the context of digital transformation, green transformation, and streamlining the organizational structure.

Therefore, we don't stop at just promoting the movement, but focus on building capacity through specific models, from foreign languages ​​and technology to AI applications… so that women in the People's Police Force have sufficient professional maturity and confidence, ready to assume important positions within the force.

- In the context of digital transformation, green transformation, and international integration, what is the "key" for female police officers and soldiers to make their mark?

The key lies in lifelong learning and an open mindset. Learning models such as online English clubs and digital skills training not only help improve skills but, more importantly, cultivate habits of self-learning and self-innovation – core elements for adapting to the demands of the new era.

Today, foreign language skills and digital literacy are no longer advantages, but essential requirements for any profession. Therefore, investing in high-quality female human resources is an investment in the sustainable development of the workforce.

Immediately after the Congress, the Women's Committee of the People's Police issued guidelines for establishing foreign language, information technology, and digital transformation application clubs, with online English clubs being encouraged to develop directly in line with work requirements and international integration. A key emphasis was placed on combating formalism; activities must be planned, have concrete results, and be effective, with these criteria considered mandatory in performance evaluations.

In particular, in 2025, a training course titled "Women in the Public Security Force and AI – Partnering in the Digital Age" was organized for nearly 300 officers and members, equipping them with knowledge and skills to apply AI in their work and daily lives. This activity was widely publicized on social media by many levels of the Women's Union, demonstrating the widespread impact and genuine vitality of this innovative approach.

In 2026, the Women's Committee of the People's Police will continue to organize training courses on popular education AI and effective methods for self-studying English for 100% of female officers working at the grassroots level and in various fields of police work.

- After four years of implementation, the "Godmother" program has left a clear social impact. What are you most proud of?

What I appreciate most about the "Godmother" Program is the clear shift from immediate sharing to long-term support. Beyond material assistance, the program has provided emotional support and opened up opportunities for learning and development for orphaned children and children from particularly disadvantaged backgrounds.

With the spirit of "leaving no one behind ," the "Godmother Program" has been widely implemented throughout the entire People's Public Security Force since January 2022.

Over the past four years, 1,851 orphaned and disadvantaged children across the country have been sponsored and cared for by Women's Associations of the People's Public Security Force until they reach the age of 18; each month, the children receive support ranging from 300,000 VND to 1.5 million VND, along with the enduring love and companionship of these mothers in police uniforms.

The greatest value of the program lies not only in the numbers, but in the belief and aspiration for a beautiful life that have been awakened. Many children have strived to excel, achieving good academic results; some have joined the Party while still in high school, passed university entrance exams, and most importantly, kept their promise to "become good citizens and decent people . "

Based on a review of practical experience, the Political Affairs Department organized a scientific seminar on the "Godmother Program," with the participation of nearly 300 delegates from ministries, departments, localities, and Women's Associations of the Public Security Forces at all levels, aiming to evaluate results, identify limitations, and propose solutions to make the program more in-depth and sustainable.

Following this, the Political Affairs Department advised and received approval from the Ministry's leadership to coordinate with relevant units to review and propose a number of special cases for admission to the Police Academy of Culture.

From nearly 2,000 disadvantaged individuals, two exemplary figures were selected, becoming symbols of resilience and aspiration. On November 11, 2025, Nguyen Phu Binh (Muong ethnic group, Phu Tho province) and Ma Thi Dao (Nung ethnic group, Cao Bang province) officially received their admission decisions to the Police Academy of Culture, becoming the first students of the "Godmother" Program to be recruited into the police force.

The moment the children walked through the school gate, backpacks on their shoulders, their hearts filled with pride and the dream of wearing the police uniform, brought tears to many people's eyes.

It is the sweet fruit of a humanitarian journey, a culmination of the love, responsibility, and trust of the force.

I have always kept in mind and guided my work with this belief: "When each police officer and soldier bends down, takes the hand of an orphaned child, and helps the child stand up, it is also the moment when we most fully uphold the oath of a police officer - sacrificing ourselves for the country, serving the people."

Strictly implementing the Party and State's regulations on protecting and caring for children, and in conjunction with the National Action Program for Children giai đoạn 2021-2030, the Party Committee of the Central Public Security and the leadership of the Ministry of Public Security have always considered family and child affairs as a strategic cornerstone in building the force.

With its profound humanitarian significance and powerful impact, the "Godmother" Program has become a model of community outreach, imbued with the spirit of "Closest to the people - when the people need us, when the people are in difficulty - the police are always there ." It's not just about sharing, but a long-term commitment to a courageous, humane, and people-serving People's Police force.

- On the occasion of the Lunar New Year 2026 (Year of the Horse), what message would the Major General like to convey to female officers and soldiers throughout the entire force?

I hope that every female officer and soldier will always maintain their political integrity, cultivate knowledge, and spread a spirit of humanity.

These are the three foundations that help women in the People's Police Force stand firm in all circumstances. Their resilience is forged through discipline and commitment to the "Three Best" principles; their knowledge is nurtured through learning models in foreign languages, technology, and AI; and their humanity is demonstrated through impactful welfare programs such as "Godmother," "Accompanying Women in Border Areas," and "Shelter of Love"...

As we enter the new year, I believe that with a spirit of innovation, dedication, and responsibility, women in the People's Police Force will continue to be an important resource, contributing to building a professional, modern, and humane People's Police Force, for the peace and happiness of the people.
