Electric car sales have increased more than 28-fold; the Prime Minister has directed the development of green transportation.

(Dan Tri Newspaper) - The Prime Minister has requested ministries, sectors, and localities to accelerate the implementation of tasks related to the transfer of advanced technologies to electrify transportation, develop green transportation, and green infrastructure.

From 2022 to the present, the number of electric cars has increased more than 28 times.

On the afternoon of January 14th, Prime Minister Pham Minh Chinh , Head of the National Steering Committee for the Implementation of Vietnam's Commitments at COP26, chaired the 6th meeting of the Steering Committee.

Reporting at the meeting, the Ministry of Construction informed that the conversion of vehicles to electric use has seen significant changes. Specifically, from 2022 to the present, the number of electric cars has increased more than 28 times (totaling 270,000 vehicles), and the number of electric buses has increased 4 times (totaling 1,187 vehicles)...

Other ministries and agencies, such as the Ministry of Industry and Trade and the Ministry of Finance, have also implemented various measures related to diversifying energy sources, promoting the use of renewable energy, and completing the legal framework for a domestic carbon trading platform.

Prime Minister Pham Minh Chinh affirmed that working with other countries to make positive and effective contributions to global climate change response is an important mission for Vietnam.

Vietnam has raised awareness and contributed to the formulation of the Party's policies and guidelines, especially Resolution 70 of the Politburo on energy and other strategic resolutions of the Politburo related to green development.

The draft document for the 14th National Congress of the Party also identifies green growth as both a goal and a driving force for the country's rapid and sustainable development. Ministries, sectors, localities, and businesses are encouraged to actively participate in digital transformation, green transformation, low-carbon economy development, circular economy, and energy transition.

The institutionalization and integration of the commitments made at COP26 into the system of legal documents, policies, and strategies have been implemented promptly and effectively, creating a legal foundation to promote greenhouse gas emission reduction, green transition, and adaptation to climate change.

However, alongside the achievements, the Prime Minister pointed out that the progress in implementing some tasks and projects within the framework of the JETP and AZEC Declarations has not been as effective as desired.

The implementation of contributions to greenhouse gas emission reduction and climate change adaptation in the Nationally Determined Contributions (NDCs) has not received sufficient attention. The domestication of international commitments in some sectors and fields is slow; some implementing guidelines have not been issued in a timely manner.

Developing electric vehicle charging systems.

According to the Prime Minister, in the coming period, amidst a volatile global situation, increasingly complex natural disasters and climate change, Vietnam, with its developing and highly open economy, needs to recognize the existing internal difficulties and challenges in order to find solutions.

The Vietnamese economy frequently suffers significant damage from climate change, particularly natural disasters. Key export sectors are facing difficulties related to technical barriers and green development standards.

Vietnam must simultaneously solve the difficult problem of balancing rapid growth with environmental protection, achieving rapid, green, and sustainable development, reducing emissions, and ensuring the safety of its people, all while having limited resources.

The head of government emphasized that striving to achieve net-zero emissions for Vietnam by 2050 is not just a promise, but a commitment to action, a national political mission; it is the responsibility of the entire political system, the business community, and every citizen.

Directing specific task groups on promoting greenhouse gas emission reduction, the Prime Minister requested the early implementation of pilot programs for allocating emission quotas and the implementation of the Nationally Determined Contribution (NDC).

The Ministry of Industry and Trade and the Ministry of Construction are tasked with updating and refining guidelines for greenhouse gas inventories at the grassroots level for each sector; and monitoring and evaluating the implementation of quotas by allocated facilities within their respective jurisdictions.

The Ministry of Finance will take the lead in establishing and putting into operation a carbon credit exchange platform as soon as possible, and finalizing related management regulations.

The Ministry of Construction is developing a roadmap for greening the transportation sector; ministries, sectors, and localities are accelerating the implementation of tasks to transfer advanced technologies for the electrification of transportation, the development of green transportation, and green infrastructure.

The Ministry of Industry and Trade also needs to take the lead in developing electric vehicle charging systems and green energy; producing and supplying electricity, green energy, and renewable energy to replace fossil fuels and meet domestic needs.

The Ministry of Science and Technology has developed and issued national technical standards for electric/hydrogen charging stations for motor vehicles using clean, green, and environmentally friendly energy.

The Ministry of Finance is responsible for advising on mechanisms and policies to incentivize the development of vehicles and support investment in infrastructure serving the development of transportation using clean, green, and environmentally friendly energy.

The People's Committees of provinces and cities shall take the lead in developing public transportation systems using electricity and green energy; and in developing and implementing policies to support the conversion of vehicles...

Regarding the development of green finance and green credit, the Ministry of Finance, in coordination with the State Bank of Vietnam and relevant ministries, sectors, and localities, will conduct research and assess the financial needs of key sectors in line with the national green growth strategy, the socio-economic development strategy, and the strategies of specific sectors and localities. They will also review, amend, and supplement mechanisms and policies to remove obstacles and promote the implementation of energy transition projects.

The State Bank of Vietnam will soon finalize and submit to the Government for promulgation a Decree stipulating interest rate support from the state budget for private enterprises, business households, and individuals borrowing capital to implement green and circular projects in January.
