The One Commune One Product (OCOP) program not only brings economic value but also becomes a story reflecting the local ecological identity. With its focus on "green" and "sustainable" elements, the Da Nang OCOP program is embodying the strategy of developing ecological agriculture, creating a significant impact on rural development.
Making an economic impact on rural areas.
Starting with many difficulties such as limited capital and fierce market competition, Ms. Ho Thi Ngoc Oanh, Director of Ngoc Oanh Foods Co., Ltd. (Lien Chieu Ward), has continuously strived to build and develop her business with a sustainable orientation. Inheriting the tradition of processing sesame brittle from her hometown, Ms. Oanh has invested heavily in her main product: black sesame nutritional bars.
Ms. Oanh has partnered with farmers in Hoa Bac to produce organic black sesame seeds as an ingredient. After harvesting, the black sesame seeds are roasted manually and combined with cashews, almonds, Tra Vinh coconut nectar, and Quang Ngai glutinous rice malt to make cakes, which are then labeled. The product packaging contains complete information about the origin of the goods, food safety criteria, and HACCP standards.
In 2024, Ngoc Oanh Foods' black sesame nutritional bar was recognized as a 3-star OCOP product and won first prize in the "Son Tra Women's Entrepreneurship 2024" competition. To date, Ngoc Oanh Foods has established a competitive brand position in the Da Nang and nationwide markets. The company focuses on developing healthy food product lines; in addition to the black sesame nutritional bar, they also offer mixed seed boat-shaped cookies, granola, and more. Ngoc Oanh Foods has also spread humanitarian values by creating jobs for many disadvantaged workers through a network of over 150 online collaborators.
“To meet large orders for export to the Lao and Chinese markets, I have expanded my network with people in Hoi An Dong and Hoi An Tay wards to grow black sesame, proactively securing a source of raw materials for processing. I am steadfast in my commitment to elevating the value of Vietnamese agricultural products, linked to the mission of creating sustainable values for consumer health,” Ms. Oanh said.

Through diligent implementation of the OCOP program, local businesses have awakened local potential, unleashed rural resources, created high-quality, safe products, expanded markets, and exported goods. An example is the 4-star OCOP-certified dried orange from Tien Ha, produced by Phuoc Ha Agricultural Cooperative (Son Cam Ha commune).
Recognizing that Tien Ha's paper oranges have thin skin, a refreshing, mildly sweet taste, and a distinctive aroma, Phuoc Ha Agricultural Cooperative has implemented a value chain for OCOP products, starting with the establishment of a first-generation (F0) orchard, using grafted cuttings to produce tens of thousands of paper orange trees.
Tien Ha dried oranges are produced using a process where oranges are sterilized with ozone, sliced, soaked in honey, and then dried using a modern cold drying method, resulting in a safe and high-quality product.
Ms. Nguyen Thi Tuyet Lan, Director of Phuoc Ha Agricultural Cooperative, said: “We grow paper oranges using organic methods and process them to meet strict food safety standards. We have connected with overseas partners to export and increase the value of our products.”
Increased competition in the new phase
The OCOP program in Da Nang city has opened up a sustainable development direction, helping cooperatives, businesses, and production and business entities in rural areas to exploit the potential and advantages of land, resources, especially traditional cultural values, to enhance the value of their products. To date, the entire city has 473 OCOP products with valid certification, including 4 five-star products, 78 four-star products, and 391 three-star products.

OCOP products are labeled with QR codes for traceability, ensuring quality and food safety. They are sold in supermarkets and shopping malls, traded through e-commerce platforms, and exported to many countries.
While previously the city's OCOP program focused on agricultural products, the approach has now been broadened to be more comprehensive and multi-dimensional, harmoniously combining economic, cultural, social, and environmental aspects within a single product. This change reflects a significant shift from a production-oriented mindset to a holistic development mindset.
Mr. Vo Tan Sanh, Director of Binh Dao Agricultural Cooperative (Thang An commune), said: "OCOP products are not only for business but also for service products, community tourism, and ecotourism to promote and spread the cultural identity of the region."
The OCOP program in Da Nang City shows many similarities with the nationwide OCOP development trend. According to the draft of the new OCOP criteria developed by the Ministry of Agriculture and Environment, the strategic emphasis is on integrating requirements for digital transformation and private sector development.
Specifically, this involves applying digital technology in management and traceability to create a competitive advantage for OCOP products. It encourages the participation of small and medium-sized enterprises (SMEs), cooperatives, especially those in disadvantaged areas, ethnic minority regions, and mountainous areas, promoting innovation and enhancing the economic capacity of rural areas.
Ms. Vu Thi Bich Hau, Deputy Director of the Department of Agriculture and Environment, said that the agricultural sector will continue to advise the city on implementing the OCOP program in a way that improves quality, promotes sustainable development linked to local culture, tourism, and rural economic development.
