This was shared by Deputy Minister of Finance Tran Quoc Phuong at the 17th Vietnam Mergers and Acquisitions Forum 2025 (M&A Vietnam Forum 2025), organized by the Finance - Investment Newspaper with the sponsorship of the Ministry of Finance, on the afternoon of December 9.

In the economic picture, attracting foreign investment continues to be a bright spot. In the 11 months from the beginning of 2025, total registered foreign investment capital (including new, adjusted and contributed capital to buy shares) reached 33.69 billion USD, up 7.4% over the same period last year.

According to Mr. Tran Quoc Phuong, in the Vietnamese M&A market, foreign investors are gradually returning with deals worth hundreds of millions of USD.

In recent years, Vietnam has become a strategic destination for many large corporations in the world , an indispensable link in the global supply chain, especially in the fields of high technology, electronics, semiconductors, AI...

Notably, NVIDIA and Qualcomm have acquired shares from domestic corporations to deploy research and development (R&D) activities, as well as promote the AI field in Vietnam.

"This is noteworthy in the context of slowing global investment flows. Vietnam will maintain its top position in the region in attracting foreign investment, especially in high-tech and pioneering fields such as semiconductors, AI, etc. In which, M&A continues to be an important capital channel," said Mr. Tran Quoc Phuong.

At the forum, Mr. Dang Van Thanh, Chairman of TTC Group, said that although M&A has been around for more than 20 years in Vietnam, it is still quite new to many businesses. However, M&A is an indispensable part of the modern market.

Mr. Thanh recalled the 2001 M&A deal, when he successfully merged a bank and a credit fund. During this period, he also witnessed the merger of a credit fund and Cai San Rural Bank (Can Tho City), before the M&A boom later.

Mr. Dang Van Thanh, Chairman of TTC Group, spoke at the event.

According to Mr. Thanh, to effectively receive investment capital, especially foreign direct investment (FDI), Vietnam not only needs appropriate policies from the Government but domestic enterprises themselves must also proactively improve their reception capacity.

Mr. Thanh shared that when he was a bank chairman, he sought out investment funds to raise capital and acquire modern management techniques. This is also a common need of many Vietnamese businesses today.

In the period of 2026 - 2030, with the implementation of new policies, especially Resolution 68 on private economic development, Vietnamese enterprises will have full conditions to expand cooperation, improve management capacity and attract capital flows from international investors.

Mr. Thanh emphasized that this is a "golden" time for Vietnamese businessmen to proactively participate more deeply in the M&A flow, considering this an opportunity to elevate businesses, promote innovation and expand scale in the context of Vietnam becoming increasingly attractive in the eyes of foreign investors.
