Mr. Le Hoai Trung: Strengthening economic and technological diplomacy to serve growth.

On February 7th, the Politburo and the Secretariat of the Central Committee organized a national conference to study, understand, and implement the Resolution of the 14th National Congress of the Party, using a hybrid format combining in-person and online participation.

Contributing to achieving a growth target of 10% or more.

In a thematic report on foreign policy development in the new era, commensurate with the country's historical, cultural, and national stature, Minister of Foreign Affairs Le Hoai Trung emphasized that, in the documents of the 14th National Congress, the Party affirmed: "Consistently implementing the foreign policy of independence, self-reliance, self-strength, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations."

According to Mr. Le Hoai Trung, the 14th National Congress added many new and very important contents to the foreign policy guidelines. In particular, it emphasized the goal of developing foreign relations in the new era, commensurate with the historical, cultural stature and position of the country."

Secondly, the concepts of "strategic autonomy" and "self-reliance" should be added. According to Mr. Le Hoai Trung, these are general guiding principles, very important for foreign policy; and consistent with the laws of the Vietnamese revolution.

"We believe this is both a proactive adaptation on our part to the current complex international context, and a culmination of lessons learned over the past period," Mr. Le Hoai Trung stated.

Another new aspect is the affirmation that the role and mission of foreign policy and international integration are crucial and ongoing.

Mr. Le Hoai Trung also stated that, in the new era, foreign policy must clearly reflect the new mindset and aspirations of the Vietnamese nation after 40 years of reform, and must contribute to realizing the two centenary goals set by the Party and President Ho Chi Minh's wish to bring Vietnam "on par with the great powers of the world".

Accordingly, to match the historical, cultural, and national stature of the country, foreign policy in the new era needs to contribute to maintaining a peaceful environment, identifying and resolving conflict risks, protecting the homeland early and from afar, seizing opportunities, consolidating a favorable foreign policy situation for the country, building sustainable, in-depth, stable, and substantive frameworks of relations with partners; and positioning the country in the most advantageous way within the new world order.

Secondly, we must proactively play a leading role in maximizing the utilization of external resources and favorable conditions to serve the country's security and development interests, making practical contributions to expanding the development space, creating new opportunities, the three strategic breakthroughs, and important transformations of the country. In particular, we must contribute to achieving the growth target of 10% or more since the 14th National Congress.

Thirdly, it contributes to enhancing the country's position, prestige, and image on the international stage; mobilizing the support, trust, assistance, and cooperation of international friends and partners for Vietnam's greater role and position on the international stage in the new era.

To implement the aforementioned orientations, Minister of Foreign Affairs Le Hoai Trung emphasized the urgent need to institutionalize and concretize the foreign policy guidelines of the 14th Party Congress. This includes focusing on perfecting the Party's regulations on foreign affairs and international integration, including the effective implementation of Regulation 392 on the unified management of foreign affairs activities.

The study focuses on establishing coordination mechanisms between different levels and sectors in implementing foreign policy and international integration to ensure the full utilization of the strength of the entire political system.

Mr. Le Hoai Trung also proposed strengthening the development and implementation of a comprehensive foreign policy strategy at a new level, based on the three pillars of Party diplomacy, State diplomacy, and people-to-people diplomacy, and encompassing all areas of foreign affairs work.

Specifically, we need to further expand our network of cooperative relationships not only with traditional partners such as countries and organizations, but also with partners that the country needs (such as large technology corporations, especially in emerging technologies like artificial intelligence, quantum computing, semiconductors, etc.), bringing relationships with partners to a deeper, more substantive, stable, and effective level. We must maximize the potential of the established framework of relationships, especially in mobilizing resources for development.

Strengthening diplomacy to serve development, with a focus on economic diplomacy and technology diplomacy, contributes to the country's rapid and sustainable development; serving double-digit growth, four major transformations (digital transformation, green transformation, energy transformation, and transformation of the growth/development model), especially large-scale projects on infrastructure connectivity, nuclear power, two national financial centers, and eleven strategic technology groups.

The Minister of Foreign Affairs also emphasized the need to allocate appropriate resources for foreign affairs commensurate with the country's new position and strength and the requirements of the tasks in the new situation; striving to ensure that by 2030, the proportion of resources dedicated to foreign affairs is equivalent to the average level of leading ASEAN countries. Simultaneously, the goal is to build a modern foreign affairs infrastructure in terms of offices, equipment, and a secure and safe database according to the digital architecture framework of the diplomatic sector.

Mr. Le Hoai Trung also proposed building a comprehensive, modern, and professional diplomatic system based on all three pillars: Party diplomacy, State diplomacy, and people-to-people diplomacy. He suggested further strengthening effective and synchronized coordination among ministries, departments, provinces, and localities, as well as among forces involved in foreign affairs such as parliamentary diplomacy, defense diplomacy, public security diplomacy, and local diplomacy, and the business community and people nationwide in implementing foreign affairs and international integration.
