This information was provided by the Head of the Central Organizing Committee, Le Minh Hung, on the morning of February 7th, at the Conference on the Dissemination and Implementation of the Resolution of the 14th National Congress of the Party.
Awareness and responsibility in implementing the Party Charter have been enhanced.
Regarding the summary of 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter, the Head of the Central Organization Department summarized that, fundamentally, cadres and Party members have a firm grasp of the Party Charter and the regulations and guidelines of the Central Committee; their awareness and responsibility in implementing the Party Charter have been enhanced.
Mr. Le Minh Hung stated that during the 13th Party Congress term alone, the Central Committee issued regulations on the implementation of the Party Charter and regulations on the Party's inspection, supervision, and disciplinary work three times.

The Central Committee, Party committees at all levels, Party organizations, and Party members throughout the Party have issued numerous documents to concretize the contents of the Party Charter, specifying many important and urgent issues of the Party, and overcoming obstacles and shortcomings in practice.
In this context, the Central Committee's documents were studied and prepared seriously, systematically, meticulously, thoroughly, scientifically , and comprehensively, with broad consultation from Party committees and organizations at all levels, and were issued promptly, in accordance with practical realities, and have concretized and clarified issues.
Based on the results of 15 years of implementing the Party Charter, Head of the Central Organization Department Le Minh Hung affirmed that the regulations in the Party Charter, and the regulations and guidelines of the Central Committee on the implementation of the Party Charter, are fundamentally appropriate, have been reviewed, supplemented, amended, and issued promptly to meet practical situations, and have made a very important contribution to building an increasingly clean and strong Party.
Guidelines for amending the Party Charter
Regarding the amendment and supplementation of the Party Charter, Head of the Central Organization Department Le Minh Hung stated that the 14th National Congress decided to amend and supplement the Party Charter along with the amendment and supplementation of the Political Platform for building the country during the transitional period to socialism at the 15th National Congress of the Party on the occasion of the 100th anniversary of the Party's founding.
Mr. Hung emphasized that the viewpoints and principles for supplementing and amending the Party Charter are to ensure the Party's leadership, the principles of Party organization and operation, especially the principle of democratic centralism; and to steadfastly adhere to Marxism-Leninism, Ho Chi Minh Thought, and the theory of the reform line.

Along with that is the unwavering orientation towards the goals of national independence and socialism; the steadfast commitment to comprehensively and synchronously promoting the reform process; and the synchronization with the supplementation and amendment of the Political Platform and the Constitution.
Another principle of revision mentioned by Mr. Le Minh Hung is to inherit and uphold the fundamental principles and essence of the Party.
"The Party Charter should not be overly detailed or specific. The provisions in the regulations for implementing the Party Charter are already clear, consistent with the overall organizational structure of the political system and practical realities, so further research and amendment are needed," Mr. Hung emphasized.
To implement this particularly important task, he said the Politburo will establish a Central Steering Committee on supplementing and amending the Party Charter, whose members will include Politburo members, Secretariat members, and a number of Central Committee members with extensive experience in Party building and political system building, currently working in central agencies, units, and organizations, Party committees directly under the Central Committee, and representatives from a number of Party committees.
The Steering Committee is tasked with assisting the Central Committee of the Party, the Politburo, and the Secretariat of the 14th Party Congress in directing relevant agencies to conduct research and summarize the practical implementation of the Party Charter from the beginning of the term, in order to report to competent authorities for consideration and propose additions and amendments to the Party Charter.
The Steering Committee will develop regulations and issue an action plan, clearly defining each task, completion time, final product, and assigning specific responsibilities to each agency, unit, organization, and individual responsible for or coordinating the implementation.
The Politburo and the Secretariat of the Central Committee request that the committees, agencies, and units of the Central Party Committee, the standing committees of provincial and city Party committees, Party committees directly under the Central Committee, and Central Committee members proactively study each chapter and article of the Party Charter, and propose to the Central Committee the contents of the Party Charter that need to be supplemented or amended to suit practical realities and meet the requirements of the revolution in the new stage of development.
The Politburo also assigned the Central Organization Department to take the lead and coordinate with relevant agencies to study the limitations, obstacles, and inadequacies in the implementation of the Party Charter in order to advise on amending and supplementing the Regulations on the Implementation of the Party Charter, and to report to the Central Committee for consideration and approval at the 2nd Central Committee Conference, as well as the regulations and guidelines of the Politburo and the Secretariat, within 2026.
