This beautiful picture is the culmination of the strength of unity, striving for integration and comprehensive transformation, guided by the Party's will and the people's aspirations, which the Party Committee, government, and people of Dong Nai are cultivating, consolidating, and building.

Upholding the tradition of innovation and creativity.

Turning the pages of the memoir "A Little Bit Called" and in direct conversation with former Chairman of the People's Committee of Dong Nai Province, Huynh Van Binh (Nam Binh), we felt a vivid picture of Dong Nai after the reforms. Mr. Nam Binh said: “In the early years after the reforms, Dong Nai was one of the first localities in the country to plan and develop industrial parks. The initial planning included 17 industrial parks. Dong Nai successfully made its first overseas ventures to Taiwan, then Thailand, China, and later Japan and South Korea… From there, it opened the way to attract foreign investment and diplomacy , forming a strong province in the key southern region.”

Mr. Nam Binh added: From the beginning, the leaders of Dong Nai province have embraced a "bold" and innovative mindset. The 6th Congress of the Dong Nai Provincial Party Committee made a breakthrough in innovation by deciding to shift the economic structure from "agriculture, forestry, industry, trade, and services" to "industry, agriculture, trade, and services." Since then, Dong Nai's appearance has continuously changed, leading the country in industrial parks and exports. Currently, Dong Nai still maintains its reputation as the leading industrial hub of the country. This is the result of a correct and modern shift in economic structure.

After 40 years of national renewal, with decisive and bold actions during the merger and streamlining of the administrative apparatus, Dong Nai is among the top provinces with a large economic scale and high economic growth rate. In 2025, the province's GRDP growth rate is projected to reach 9.63% (the highest since 2016), exceeding the government's target by 1.13% and leading the Southeast region. Dong Nai affirms its position as one of the important growth poles of the Southeast region. The economic structure is shifting in the right direction, with industry and construction continuing to play a leading role; trade and services recovering rapidly; and agriculture developing stably towards modernization and sustainability. The province's economic scale in 2025 is expected to reach nearly 680 trillion VND, ranking fourth nationwide, after Ho Chi Minh City, Hanoi, and Hai Phong. In 2025, the province's total budget revenue reached 102.9 trillion VND, achieving 146% of the government's projected target; exceeding the resolution set by the Provincial Party Committee. The province attracted over 163 trillion VND in domestic investment and more than 3 billion USD in foreign direct investment (FDI), placing it among the localities attracting the most investment in the country.

Planning work has also been implemented with a groundbreaking mindset, successfully resolving long-standing bottlenecks. Long Thanh International Airport and key transportation systems have been accelerated at a rapid pace, not only as infrastructure projects but also as strategic drivers reshaping the development space of the entire region.

In particular, Dong Nai has also recorded significant progress in transforming its growth model towards sustainability and environmental protection, taking the lead in setting commitments towards achieving net-zero emissions by 2050, and consistently attracting selective investment. The rate of "greening" in production across industries has increased, gradually transforming some existing industrial parks into eco-industrial parks.

According to Mr. Pham Viet Phuong, Deputy Head of the Management Board of Industrial Parks and Economic Zones in Dong Nai, developing green ecological industrial parks is becoming a selection criterion for investors aiming for sustainable development. Newly established industrial parks are encouraged to adopt the ecological industrial park model from the design and construction stages to operation. During the investment attraction process, the Management Board of Industrial Parks and Economic Zones in Dong Nai selects industries capable of meeting the criteria of industrial symbiosis, ensuring the ability to link, exchange, and efficiently utilize resources, energy, and waste among businesses within the industrial park. This is even more significant in the context of the First Congress of the Dong Nai Provincial Party Committee, term 2025-2030, which sets the goal of developing Dong Nai province into a green, prosperous, civilized, and modern province.

Digital Lifestyle Movement

During this period of national transformation, with new mindsets and approaches, digital-age farmers have boldly entered the digital economy and proactively embraced change. For example, the Long Binh Durian Cooperative (in Binh Tan commune), thanks to agricultural cultivation supported by machinery and smart technology, has achieved durian yields of 8-20 tons per hectare, with average profits ranging from 700 million to 1 billion VND per hectare. The cooperative currently has 29 members who have proactively digitized their orchards according to VietGAP standards across a total area of ​​over 100 hectares. Of this, more than 40 hectares have been granted planting area codes for official export to China, and procedures are underway to obtain planting area codes for nearly 7 hectares.

Mr. Trinh The Hao, Deputy Director of Long Binh Durian Cooperative, said: "Cooperative members are applying digital transformation to agricultural production with applications for managing land, water, and fertilizers. This allows for the management of complete logbooks with clear origins. Digital transformation is greatly helping the cooperative in managing members, managing growing areas, minimizing the use of fertilizers and pesticides, and ensuring the correct application of procedures to guarantee clean and safe production."

In the socio-cultural field, implementing Resolution No. 71-NQ/TW, dated August 22, 2025, of the Politburo on breakthroughs in education and training development, Quang Trung Specialized High School (in Dong Xoai ward) has been effectively applying innovations in teaching and learning. In particular, artificial intelligence (AI) is being intelligently applied to support creativity and future career orientation for students without diminishing the leading role of teachers.

Ngo Nhat Chau, a student in class 11H at Quang Trung Specialized High School, shared: "Applying technology creatively has helped me determine my future path. Since grade 10, I've been interested in learning about artificial intelligence. I'm pursuing this field and also participating in the school's gifted student team, researching topics related to AI."

Mr. Pham Hong Thang, Deputy Director of the Department of Education and Training of Dong Nai province, stated: Following the directive to "breakthrough in education and training development" issued in Resolution 71-NQ/TW of the Politburo, the education and training sector of Dong Nai province is determined to implement "discipline - creativity - breakthrough - development." In particular, the education sector is focusing on promoting comprehensive and substantive digital transformation. This includes maximizing the effectiveness of the sector's databases, management software, and digital learning resource repositories; equipping both teachers and students with digital skills; and transforming technology into a powerful tool for innovating teaching and learning methods and improving the quality of education…

Moreover, in Party building work, digital transformation has become an indispensable part of planning, reporting, and other applications.

Ms. Nguyen Thi Cat Tien, Secretary of the Party Committee and Chairwoman of the People's Council of Xuan Loc commune, shared: "Currently, the province is paying special attention to digital transformation. Digital transformation is one of the province's top priorities in all activities, including Party building. For example, since the 1st Provincial Party Congress, term 2025-2030, digital transformation, digital technology, and artificial intelligence have been applied strongly and widely. And I consider this a breakthrough in the current period and in the future. We will also apply this strategic innovation to the new phase, the new term."

The year 2025 marked a spectacular breakthrough thanks to the strong application of digital transformation. Digital transformation permeated the province's core activities, including public service, education, healthcare, and the daily lives of its citizens. The digital lifestyle has profoundly impacted every administrative procedure that the government and citizens are currently operating. The index of service to citizens and businesses has jumped from 31st to 3rd place nationwide. This confirms that the province's administration is gradually shifting towards a service-oriented model, using the satisfaction of citizens and businesses as a measure of effectiveness, and that digital technology has truly become an integral part of daily life, serving as a powerful tool to enhance provincial competitiveness.

Through the determination, strategies, and specific action plans outlined in the Action Program for implementing the Resolution of the First Provincial Party Congress, term 2025-2030, and concretizing the strategic resolutions of the Politburo and the conclusions of the Central Committee in Dong Nai, a comprehensively developed Dong Nai is taking shape and will grow stronger in the new era.

Currently, Dong Nai is considered the industrial "capital" of the country with 83 planned industrial parks. Dong Nai is also pioneering the transformation of existing industrial parks and promoting new investments towards green, ecological, and circular industrial parks for sustainable development.
