The congress took place in the context of Ho Chi Minh City being newly established on the basis of merging three localities: Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau . The formation of a unified development space creates more room for the marine economy, including the fields of exploitation, aquaculture and seafood processing. The advantages of the sea, port system, logistics services and the support of science and technology are expected to create a breakthrough for the industry in the coming period.

The Ho Chi Minh City Fisheries Association was established on the basis of merging the Ba Ria - Vung Tau Fisheries Association and the old Ho Chi Minh City Fisheries Association, with more than 120 members who are organizations, businesses and individuals operating in the chain of exploitation, farming, processing, consumption and fisheries logistics services.
The Association has the task of connecting and supporting members to improve production and business efficiency, increase product value, prevent natural disasters, control epidemics, protect the environment and aquatic resources. At the same time, the Association plays a representative role in protecting the interests of members, contributing to the development of the city's fisheries industry in a stable and sustainable direction.
Speaking at the Congress, Mr. Nguyen Thanh Loc said that in the 2025 - 2030 term, the Executive Committee of the Ho Chi Minh City Fisheries Association aims to strengthen business connections, expand domestic and foreign cooperation, promote trade promotion, and gradually bring the city's seafood products to meet national and international standards, such as VietGAP and European certification sets.
"The Association also emphasizes the task of propagating and mobilizing members and fishermen to strictly comply with regulations on combating IUU fishing, considering this a key requirement to maintain a sustainable export market," Mr. Loc affirmed his determination.

Speaking at the Congress, Mr. Tran Dinh Luan, Director of the Department of Fisheries and Fisheries Control (Ministry of Agriculture and Environment) assessed that the Ho Chi Minh City Fisheries Association is one of the strongest local fisheries associations and needs to promote its advantages in the coming time.
"Most of the fishmeal processing facilities are currently operating in the new Ho Chi Minh City. Ho Chi Minh City also has a lot of room for aquaculture development associated with eco-tourism , this is a huge potential. Moreover, Ho Chi Minh City itself is also a huge potential for local consumption.
I also hope that Ho Chi Minh City and the Fisheries Association will pay more attention to career conversion in the direction of reducing exploitation and increasing aquaculture for sustainable development of the fisheries industry. The Department of Fisheries and Fisheries Surveillance commits to accompany the Department of Agriculture and Environment of Ho Chi Minh City and the Fisheries Association of Ho Chi Minh City to "change the skin" and develop sustainably in the coming time," said Mr. Tran Dinh Luan.
The Congress elected an Executive Committee of 31 members. Immediately after its launch, the Executive Committee approved the action program for the 2025-2030 term, focusing on strengthening the Association's organization, developing new members, promoting the application of technology in fisheries production and management, and improving the material and spiritual life of workers in the industry.
At the Congress, the Ho Chi Minh City Fisheries Association also called on members and delegates to join hands in donating and supporting people who have suffered losses due to natural disasters in recent times, contributing to sharing difficulties and helping people stabilize their lives soon.
