Mr. Nguyen Thanh Nghi: Achieving GDP growth above 10% is a very ambitious goal.

This morning, Nguyen Thanh Nghi, Head of the Central Policy and Strategy Committee, presented the socio-economic development plan for the period 2026-2030 at the Conference on the implementation of the Resolution of the 14th National Congress of the Party.

Summarizing the outstanding socio -economic achievements of the past term, the Head of the Central Policy and Strategy Committee stated that the context for the coming period will undergo epoch-making changes, creating many opportunities and advantages, as well as significant difficulties and challenges.

Vietnam's economy achieved many important accomplishments during the 2021-2025 period, with 22 out of 26 key socio-economic indicators meeting or exceeding targets. In particular, all social and social security indicators exceeded planned targets; specifically, in 2024 and 2025, all 15 targets were met or exceeded.

Head of the Central Committee's Policy and Strategy Department, Nguyen Thanh Nghi, presented a specialized topic.

He stated that the 14th Party Congress outlined five groups of guiding principles for national construction and development in the new phase.

In particular, for the first time, a new perspective emerged: "Using development to achieve stability, and stability to promote rapid and sustainable national development," and it emphasized the need for strategic autonomy and innovation in the development model.

The Congress also for the first time identified environmental protection as a central task alongside economic and social development.

According to Mr. Nguyen Thanh Nghi , the overall goal set out in the Congress resolution is for Vietnam to become a developing country with modern industry and high middle income by 2030; and to realize the vision of becoming a developed country with high income by 2045.

"From the socio-economic development goals and targets set by the 14th National Congress as outlined in the Resolution, it is clear that these are all very high, difficult, and challenging goals and targets, but they reflect a great aspiration for development, are an objective requirement, and serve as a measure of the nation's resilience, will, and aspirations," Mr. Nguyen Thanh Nghi emphasized.

He cited the GDP growth target and stated that in 40 years of reform, Vietnam has never achieved a GDP growth rate of 10% or higher. However, at this Congress, the Party has set the goal and requirement to achieve an average GDP growth rate of 10% or higher for the period 2026-2030.

According to Mr. Nguyen Thanh Nghi, this reflects the very high demands placed on Vietnam to achieve its goal of becoming a high-income developed country by 2045.

To realize those goals, the Head of the Central Policy and Strategy Committee outlined several key tasks for socio-economic development, first and foremost focusing on strong reforms and comprehensively building and perfecting institutions.

In particular, Mr. Nghi noted the need to shift strongly from pre-inspection to post-inspection methods of state management, coupled with the development of standards and regulations for management and enhanced inspection and supervision; promoting administrative reform, building a service-oriented, professional, modern, and transparent administration. Another key task is to establish a new growth model, restructure the economy, promote industrialization and modernization, with science , technology, innovation, and digital transformation as the main driving forces; focusing on implementing breakthroughs in the development of national science, technology, innovation, and digital transformation.

Regarding the management and efficient use of resources, environmental protection, and proactive adaptation to climate change, Mr. Nguyen Thanh Nghi emphasized the tasks of proactively preventing, combating, and responding to natural disasters; investing in environmental protection projects; preventing and mitigating natural disasters and adapting to climate change; proactively relocating and resettling residents in areas at high risk of natural disasters; and addressing serious environmental pollution in major cities.

In addition, he mentioned other solutions regarding the building and development of Vietnamese culture, human resource development; economic management and development while ensuring social progress and equity; and the close and effective integration of national defense and security with economic, cultural, social development and foreign relations...

The Head of the Central Policy and Strategy Committee stated that the Congress document identified six key task groups and three strategic breakthroughs, including breakthroughs in institutions, human resources, and socio-economic infrastructure, especially transportation infrastructure...

In it, he emphasized the need to build and perfect appropriate institutions to establish a new growth model, restructure the economy, promote industrialization and modernization, and use science, technology, innovation, and digital transformation as the main driving forces.

The Congress Resolution sets forth the task of establishing a new growth model with the goal of improving productivity, quality, efficiency, added value, and competitiveness of the economy; creating new, high-quality productive forces and production methods, with science, technology, innovation, and digital transformation as the main driving forces.

Leaders and former leaders of the Party and State attended the conference at the main venue.

In human resource development, Mr. Nguyen Thanh Nghi consistently stated that education and training are top national priorities, aiming to build a modern, equitable national education system oriented towards standardization, modernization, democratization, socialization, and international integration; focusing on training high-quality human resources according to international standards to meet the development requirements of strategic industries and technologies.

The Head of the Central Policy and Strategy Committee emphasized the need to innovate training methods, shifting from equipping students with knowledge to comprehensively developing their abilities, physical fitness, and character; providing high-quality vocational training; and applying artificial intelligence (AI) and digital technology in education.
