The Head of the Central Propaganda Department proposed that the Vietnam Academy of Science and Technology create a mechanism for experts and scientists to wholeheartedly contribute and innovate.
"The Institute needs to effectively implement the Program to attract highly qualified young scientists, while promoting the dedication and intelligence of leading scientists," said Head of the Central Propaganda Department Nguyen Trong Nghia at a working session with the Vietnam Academy of Science and Technology on the afternoon of March 11.
Besides, the Institute needs to nurture, develop and develop high-quality scientific and technological human resources to meet the requirements of national development and national defense in the new period.

The Head of the Central Propaganda Department assessed that the Vietnam Academy of Science and Technology always maintains a leading position in research, especially basic research, transfer, and training of human resources in science and technology. Mr. Nghia hopes that the Academy will promote its achievements, focus on receiving and mastering new technology, high technology, core technology, source technology, and cutting-edge technology, contributing to enhancing the potential and autonomy of the country.
Speaking earlier, Vice President of the Vietnam Academy of Science and Technology Tran Tuan Anh said that receiving and employing good scientists in Vietnam is difficult due to limited benefits.
Salary and income policies are not attractive enough to retain talented people. Key areas such as space technology, satellites, and special materials are in dire need of staff, while the brain drain phenomenon is still occurring. "Many staff love their profession and science, but have to move outside the Academy to have higher incomes and ensure their livelihoods," said Mr. Tuan Anh.
The Academy recommends that the Central Propaganda Department report to the Politburo and the Secretariat to consider allowing the Institute to not reduce 10% of its staff, equivalent to 214 highly qualified staff, from now until 2025. The Academy also proposes not to apply the autonomy mechanism to scientific research agencies like the two Academy of Science and Technology and the Academy of Social Sciences; not to use the level of autonomy to determine the number of scientists working at research institutes who are paid from the state budget.
Mr. Tran Tuan Anh also agreed that it is necessary to develop a special policy on basic science training, encourage students to participate in research, and create a source of highly qualified scientific human resources in the future to effectively serve scientific research and innovation.
