Accordingly, 100% of the Provincial People's Council delegates present at the meeting voted unanimously to dismiss the position of Chairman of the Provincial People's Committee and to remove Mr. Nguyen Khac Than from the duties of the 17th term People's Council delegate of Hung Yen province, term 2021-2026, due to being transferred and assigned to a new assignment.

Mr. Pham Quang Ngoc, Deputy Secretary of Hung Yen Provincial Party Committee for the 2025-2030 term, was elected to hold the position of Chairman of the Provincial People's Committee for the 2021-2026 term with 100% of the votes of the Provincial People's Council delegates present at the meeting.

Honored to be elected by the Provincial People's Council delegates to hold the position of Chairman of the Provincial People's Committee, Mr. Pham Quang Ngoc said that he is deeply aware that this is an honor, responsibility, and great responsibility before the Party, the State, the Party Committee, the government, the Provincial People's Council delegates, voters and people in the province.

To join the Party Committee, government and people of the whole province in soon realizing the major goals established by the 1st Hung Yen Provincial Party Congress, Mr. Pham Quang Ngoc said that he will join the collective leadership of the Provincial People's Committee to properly perform the duties, tasks and powers as prescribed by the Constitution and laws...; synchronously deploy the Resolutions of the Party Congresses at all levels, the strategic Resolutions of the Politburo issued in the recent past.

In particular, promoting the application of science and technology, digital transformation; developing the private economy as the most important driving force of the economy; promoting the development of the marine economy, urban areas and marine services in the direction of reclaiming the sea; mobilizing all resources to ensure the goal of economic growth associated with sustainable development and implementing social justice, ensuring social security; developing culture, education, taking care of people's health, protecting and improving the environment...

Speaking at the meeting, Chairman of the People's Council of Hung Yen province Tran Quoc Van emphasized that the election results demonstrated the solidarity, unity and high trust of the Provincial People's Council in the nominated personnel. The Provincial People's Council believes that Mr. Pham Quang Ngoc and the Provincial People's Committee will continue to promote the tradition of solidarity, innovation, dynamism and creativity; uphold the spirit of responsibility, be exemplary in leadership and management, excellently complete assigned tasks, and meet the expectations of the Party Committee, government and people in the province.

At the meeting, the People's Council of Hung Yen province voted to pass many important resolutions such as: Resolution on regulations on support policies for cadres, civil servants, public employees, and employees working at the Provincial Public Administration Service Center, the Commune-level Public Administration Service Center in Hung Yen province; Resolution on regulations on principles, criteria and norms for allocating regular local budget expenditures of Hung Yen province in 2026;

Resolution on the regulation of revenue decentralization, expenditure tasks and the percentage (%) of revenue division among budget levels of Hung Yen province from 2026; Resolution on the regulation of a number of preferential policies and investment support in the fields of digital transformation, cyber security, semiconductors, electronic components, construction of laboratories, innovation centers in Hung Yen province, from 2025 to 2030... These are resolutions of practical significance, contributing to the completion of the legal corridor, creating a basis for the People's Committee of Hung Yen province to be more proactive, unified, synchronous and effective in managing and operating the province's socio-economic development in the coming period...
