Mr. Tran Huy Tuan holds the position of Chairman of Ninh Binh Provincial People's Committee

On the afternoon of November 12, the People's Council of Ninh Binh province, term XV, 2021-2026, held the 5th session to carry out the work of perfecting the positions under the authority of the Provincial People's Council.

At the meeting, the People's Council of Ninh Binh province dismissed Mr. Pham Quang Ngoc from the position of Chairman of the Provincial People's Committee for the 2021-2026 term, because he was assigned by the Secretariat to hold the position of Deputy Secretary of the Hung Yen Provincial Party Committee, and introduced to be elected to the position of Chairman of the Hung Yen Provincial People's Committee.

Speaking at the meeting, Ninh Binh Provincial Party Secretary Dang Xuan Phong said that implementing the policies of the Central Committee and the decisions of the Central Party Secretariat on personnel work; based on the regulations of the Party and the State and the instructions of the Central Committee, the Provincial Party Standing Committee and the Provincial Party Executive Committee have carefully, democratically and objectively considered, on the basis of comprehensive assessment of the standards, conditions and practical requirements of the locality, unanimously introduced candidates for the position of Chairman of the Provincial People's Committee to be submitted to the Provincial People's Council for consideration and election at the meeting.

The Secretary of the Ninh Binh Provincial Party Committee emphasized that the introduced personnel have been considered and selected by the Central Committee as cadres with strong political will, good moral qualities, capacity, prestige and experience in leadership and management; have been trained and tested through many working positions, meeting the requirements and tasks of the province in the new period.

The Provincial People's Council elected Mr. Tran Huy Tuan, Deputy Secretary of the Ninh Binh Provincial Party Committee for the 2025-2030 term, to hold the position of Chairman of the Provincial People's Committee for the 2021-2026 term, with 100% of the votes of the Provincial People's Council delegates present at the meeting in agreement.

Chairman of Ninh Binh Provincial People's Council Le Quoc Chinh congratulated Mr. Tran Huy Tuan on being elected by the Provincial People's Council to hold the position of Chairman of the Provincial People's Committee for the 2021-2026 term.

The Chairman of the Ninh Binh Provincial People's Council expressed his belief that, in his new position, the Chairman of the Provincial People's Committee will, together with the Provincial People's Committee, promote the spirit of solidarity, creativity and responsibility; continue to direct and operate decisively and flexibly; successfully complete the socio-economic development goals set out in the Resolution of the Provincial Party Congress and the Resolution of the Provincial People's Council.

Speaking at the ceremony to accept the assignment, Chairman of the Ninh Binh Provincial People's Committee Tran Huy Tuan affirmed that he will continuously learn and inherit the achievements and valuable experiences of previous leaders; promote intelligence, enthusiasm, join hands and unite with the Standing Committee, the Party Executive Committee of the Provincial People's Committee and members of the Provincial People's Committee; closely follow the Resolution of the 13th National Party Congress and the Resolution and Action Program of the 1st Provincial Party Congress, term 2025-2030, and strive to successfully complete key tasks.

The new Chairman of the Ninh Binh Provincial People's Committee emphasized continuing to innovate, improve the effectiveness and efficiency of state management and the direction and administration of the Provincial People's Committee; properly perform the duties, tasks and powers according to the Constitution and laws; firmly maintain principles, discipline and order; promote individual responsibility combined with promoting collective intelligence and the dynamism and creativity of each member of the Provincial People's Committee; strengthen cooperation and consensus within the Provincial People's Committee; promote the spirit of solidarity, creativity, dynamism, and complete tasks well; build a strong government system from the province to the grassroots level; build a Provincial People's Committee that is honest, creative, active, and serves the people; contribute to the effort to make Ninh Binh a centrally-run city by 2030.

Mr. Tran Huy Tuan was born in 1974, hometown: Lao Cai province; political theory level: Senior; professional level: Hydraulic engineer, bachelor of political economy, master of natural resource and environmental economics.

During his working career, Mr. Tran Huy Tuan held positions in the former Yen Bai province (now Lao Cai) such as: Deputy Director of the Department of Agriculture and Rural Development; Deputy Chief of Office, Chief of Office of the Provincial People's Committee; Member of the Standing Committee of the 18th Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee; Deputy Secretary of the 19th Provincial Party Committee, term 2020-2025; Chairman of the Provincial People's Committee for the term 2016-2021; Secretary of the Yen Bai Provincial Party Committee for the term 2020-2025.

On June 24, 2025, Mr. Tran Huy Tuan was appointed to hold the position of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province for the 2021-2026 term.

On the morning of November 12, the Central Organizing Committee announced the Decision of the Central Party Secretariat on transferring Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province, to stop participating in the Executive Committee, Standing Committee and stop holding the position of Deputy Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term; appointing him to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Ninh Binh Provincial Party Committee, term 2025-2030./.
