At the People's Council meeting on the morning of November 14, with the majority of votes in favor, Chief Inspector of Ho Chi Minh City Tran Van Bay, Director of the Department of Finance Nguyen Cong Vinh, Deputy Head of the Propaganda and Mass Mobilization Commission of the Ho Chi Minh City Party Committee Hoang Nguyen Dinh were elected by the Ho Chi Minh City People's Council as Vice Chairman of the Ho Chi Minh City People's Committee.

Previously, on the morning of November 14, at the 5th session (special session) of the 10th Ho Chi Minh City People's Council, term 2021-2026, the Ho Chi Minh City People's Committee submitted a report on introducing personnel to elect Vice Chairman of the 10th Ho Chi Minh City People's Committee, term 2021-2026.

Accordingly, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc submitted to the Ho Chi Minh City People's Council to elect Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term with Mr. Tran Van Bay - Chief Inspector of Ho Chi Minh City.

Mr. Tran Van Bay was born in 1971, his hometown is Dong Nai. He has a master's degree in law and advanced political theory. Mr. Tran Van Bay worked and taught at Ho Chi Minh City University of Law from 1995 to 2008, as a lecturer, Secretary of the Youth Union of Ho Chi Minh City University of Law, Deputy Head of Training Department. Then he transferred to work as Deputy Director of the Department of Justice, Chairman of the People's Committee of the old District 9, Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City, Chief Inspector of Ho Chi Minh City.
