The decision allows Nvidia to sell the advanced H200 chip to “approved customers in China and other countries, under conditions that allow for the maintenance of strong national security.”
On the social network Truth Social, Mr. Trump said he directly informed Chinese President Xi Jinping of this decision and received a positive response from the Chinese leader. He wrote: "President Xi responded positively!"
Mr. Trump harshly criticized the old policy of forcing American companies to spend billions of dollars developing “degraded” versions of chips that “no one wants,” and affirmed that the new approach would apply similarly to AMD, Intel and other major American chip corporations, in order to protect high-paying jobs and domestic manufacturing capacity.

The chip industry was quick to welcome the move. “We welcome President Trump’s decision to allow the US chip industry to compete to support high-paying jobs and manufacturing in the US,” an Nvidia spokesperson said in a statement.
The company stressed that providing H200 to commercial customers approved by the US Department of Commerce “creates a fair and excellent balance for the United States.”
However, the decision was limited to the H200 series – a powerful chip used for AI training but about 18 months behind the latest Blackwell and Rubin generations, which are still completely banned from export to China to protect the US technological advantage.
The move was immediately met with fierce criticism from Democrats and many national security experts. Senator Elizabeth Warren accused this of being the result of a “closed-door meeting” between Mr. Trump and Nvidia CEO Jensen Huang, along with funding for the construction of the East Wing ballroom of the White House.
She and leading Democratic senators issued a joint statement: “This is a colossal economic and national security failure.”
