Trump's plans to build a new White House hall and his new compensation fund have not only faced backlash from Democrats but have also exposed rare rifts within the Republican party.

President Donald Trump's second term is increasingly reflecting, in a very literal way, the motto on the US presidential seal – E pluribus unum (“From many, one is made”).

However, while the seal's message emphasizes the unity of national interests, recent developments have highlighted the more personal role and leadership style of the White House occupant, according to CNN.

Notably, even many Republican senators—who are usually seen as quite aligned with the White House—have expressed opposition this time, indicating that the policy debate is becoming more intense within the very ranks that typically support the president.

Internal strife within the Republican Party

Observers note that every US president has sought to use executive power to fulfill their campaign promises and protect their priorities. However, Trump's approach continues to demonstrate a tendency to prioritize personal influence in shaping national policies.

One of the most noteworthy developments this past week was the agreement between the administration and the Department of Justice regarding the long-standing legal disputes surrounding President Trump's tax records. Under the agreement, the Internal Revenue Service (IRS) will close some of its audits of his and his family's past records as part of a larger legal settlement.

This statement is part of a settlement agreement related to a $10 billion lawsuit filed by the US President against the federal government after his tax records were leaked.

Another part of the agreement is a proposal to establish a $1.776 billion compensation fund for those who believe they were victims of a " politicized justice system" under former President Joe Biden.

This move is seen as a clear illustration of Trump's 2024 campaign message, in which he declared at large rallies: "I will be your demand for justice."

However, the plan quickly drew criticism when concerns arose that hundreds of people convicted in connection with the 2021 Capitol riots, including those who assaulted police officers, could receive financial assistance.

Public pressure forced Acting Attorney General Todd Blanche, a Republican, to postpone a trip to Minnesota to focus on handling the media crisis.

Republican Senator Susan Collins of Maine, who is preparing for a tough midterm election in November, stated: "I do not believe that individuals convicted of violence against police officers on January 6th should be reimbursed for legal costs."

Some Republican senators also expressed a desire for the administration to clarify the operating mechanism in order to avoid creating unnecessary controversy.

This cautious approach partly reflects the Republican Party's mindset as it enters the period leading up to the midterm elections – a time when economic and governance issues are under closer scrutiny by voters.

The controversy spills over into the White House lobby project.

One of the factors contributing to Trump's political success is his disregard for traditional norms. While many previous presidents might have sought to downplay the importance of a multi-million dollar, personally driven project amidst economic hardship, Trump chose the complete opposite approach.

As someone who consistently emphasizes his business background and real estate development experience, he stated that the ongoing renovations at the White House aim to modernize the workspace and enhance security for the presidential complex.

On May 19th, he personally led the press on a tour of the new White House lobby construction project – a building that will be erected on the site of the historic East Wing.

"What I do best in my life is build," Trump said as he unveiled the blueprints for the massive structure, revealing that the rooftop area would integrate "the largest drone empire" to protect Washington.

Opponents argue that the project is an expression of personal legacy building. Beyond the grand hall, they also criticize plans to erect more iconic structures in the capital, including a large triumphal arch near the Potomac River.

Trump dismissed the criticism, arguing that it was not a project for personal gain but part of a plan to revitalize Washington, helping the capital reflect the image of a more ambitious and proud America.

"I am donating this hall," Trump said, emphasizing that the project would be funded by private sector contributions.

However, he also proposed using additional federal funds for the Secret Service to build bunkers and upgrade the security systems beneath the structure.

According to Trump, this is not a waste of money but an investment that can protect future presidents "for hundreds of years to come."

"We are giving this gift to America. Not to me—because I will leave and someone else will take my place," he stated.

However, the project has also generated mixed opinions. Supporters see it as a way to invest in iconic national infrastructure, while others argue that the timing of its implementation needs careful consideration given the ongoing economic pressures.

This debate reflects a larger question facing Trump's second term: Where does the balance lie between his personal leadership imprint and immediate socio-economic priorities?

According to a Washington Post/ABC News/Ipsos poll released in November, 56% of Americans oppose the plan to demolish the East Wing to build a new lobby.

What might worry the White House more is that it's not just the Democrats reacting, but there are also signs of dissatisfaction within the Republican party in the Senate regarding both the hall project and the compensation fund.

When asked about this unusual opposition, Trump responded succinctly: “I don’t know. I really don’t know. I just do what I believe is right.”

Is it counterproductive?

The controversies surrounding the White House and the compensation fund are increasing political pressure on Trump amid historically low approval ratings and numerous polls showing voters blaming his policies for the declining economic outlook.

Ironically, these controversies inadvertently overshadow the White House's efforts to demonstrate that the president still cares about people's lives, including initiatives to reduce drug costs and expand access to healthcare – areas expected to improve voter satisfaction.

Simultaneously, Trump continued to demonstrate significant influence over the MAGA movement and the political life of the Republican Party through publicly supporting or pressuring allied candidates and lawmakers.

For supporters, this represents a model of decisive leadership, less constrained by traditional norms and focused on fulfilling political commitments. For skeptics, it raises further questions about the extent of power personalization in the current term.

As he enters the next phase of his term, the major challenge for Trump will likely not only be maintaining political influence, but also convincing voters that the White House's priorities remain closely aligned with the issues that concern the American people most.
