According to the decision of the Politburo, Mr. Vu Dai Thang, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 term, ceased to participate in the Party Executive Committee, the Provincial Party Standing Committee and ceased to hold the position of Secretary of the Quang Ninh Provincial Party Committee. He was transferred and appointed to participate in the Party Executive Committee, the Standing Committee of the Hanoi Party Committee, and hold the position of Deputy Secretary of the City Party Committee for the 2025-2030 term, creating a basis for the City People's Council to elect the position of Chairman of the City People's Committee according to its authority.
Speaking after being elected as Chairman of the Hanoi People's Committee, Mr. Vu Dai Thang expressed his honor at being entrusted with the responsibility of leading the capital's government. He said that he had studied and worked in Hanoi for a long time and considered it a source of pride to return to take up the task, and thanked the Central Government, the City Party Committee and the City People's Council delegates for their trust.

He affirmed that he will strive to meet the requirements of the task in the context of Hanoi holding the role of the national political and administrative center and facing a new development stage with strong innovation requirements.
The new Chairman of the City People's Committee reiterated the goals stated in the Resolution of the 18th City Party Congress: by 2030, Hanoi will become a cultural - civilized - modern capital; by 2045, it will become a globally connected city. According to him, the achievements gained in recent times are the foundation for Hanoi to enter the acceleration phase, requiring the executive apparatus to operate more effectively and efficiently.
In his new position, Mr. Vu Dai Thang proposed five key management groups. First of all, in 2025, Hanoi will strive to achieve the highest level of the set targets, while preparing the foundation for growth in 2026 at a rate of 11% or more. The economic development orientation focuses on green, digital, circular, knowledge-based economy and high-quality cultural and service industries.
The second group of tasks is to improve the effectiveness of urban governance, continue decentralization and delegation of authority along with power control; promote administrative procedure reform and develop digital government, ensuring all stages of operation aim at the satisfaction of people and businesses.
In urban planning and development, Hanoi continues to organize space according to a multi-polar - multi-center model, with infrastructure as the backbone. The city prioritizes handling urgent issues such as traffic congestion, environmental pollution, urban flooding, land management and construction order, while removing obstacles for businesses and people.
The socio-cultural sector continues to be considered a pillar. The city focuses on preserving and promoting cultural values, building elegant and civilized Hanoians; and implementing social security in sync with economic development programs.
The final group of tasks is to ensure national defense and security, grasp the situation early and from afar; strengthen crime prevention, especially high-tech crime; improve capacity for natural disaster prevention, rescue and climate change adaptation.
