Deputy Minister of Industry and Trade Truong Thanh Hoai gave a speech at the seminar.

The seminar was chaired by Deputy Minister of Industry and Trade Truong Thanh Hoai, with the participation of central ministries, departments, branches, Petrovietnam , Vietnam Oil and Gas Technical Services Corporation (PTSC) and production and technical service providers.

At the Seminar, PTSC General Director Tran Ho Bac presented an overview of the Corporation's 30-year history of formation and development, network, human resource structure, quality management system, financial capacity and core business services of PTSC.

Mr. Tran Ho Bac emphasized that in terms of offshore wind power supply chain capacity, PTSC will act as both an investor and a contractor providing services for typical projects. Recently, PTSC launched and handed over 33 offshore wind power base bases of the Greater Changhua 2b&4 project (CHW2204) to customer Orsted (Denmark). This is the first time Vietnam has had a large-value export contract in the very new field of offshore renewable energy, putting Vietnam on the world's offshore renewable energy map. Following the success of the CHW2204 offshore wind power project, PTSC continued to bid and won the bid to supply wind power base bases for the CHW2204 project (larger in scale than the CHW2204 project) of an international customer in the Asia-Pacific market.

PTSC General Director Tran Ho Bac happily reported to Deputy Minister Truong Thanh Hoai and the delegation about the achievements that PTSC has achieved in the field of GHG emission reduction right from the first steps.

In addition, PTSC has also begun the construction phase of 4 offshore transformer stations (OSS) for the Baltica 02 offshore wind project in the Baltic Sea - one of the largest wind power projects in the world. This is the first time a Vietnamese enterprise has won the bid and exported offshore transformer stations to Europe - the world's leading market for offshore transformer stations, in addition to 5 other transformer stations that have been and are being exported to the Asia - Pacific region.

To illustrate the capacity of the EPC supply chain in Vietnam, Mr. Tran Ho Bac gave an overview of the current status of the EPC supply chain (design, procurement, manufacturing), the localization rate in some international markets such as Taiwan (China), the United States, Japan, etc. PTSC General Director Tran Ho Bac affirmed: “In developing EPC, all countries in the world go through 3 stages. Stage 1 is a pilot, the State will cover the entire project duration, determine a marginal profit margin, the pilot scale to assess the potential, design suitable for the sea area, assess the impact on the environment; Stage 2 is conditional development, that is, with State support, covering for a certain period of time and with price support; Stage 3 is the development stage, organizing price bidding”.

In addition, it is necessary to consider the localization policy like other countries in the world. “With the supply chain of technical services for DGNK, countries around the world require a localization rate to improve the capacity and scientific and technical level of the host country. Therefore, to develop domestic capacity, it is necessary to legalize the policy on localization for DGNK,” Mr. Tran Ho Bac emphasized.

Vietnam has significant potential to localize key components of offshore wind projects, especially the fabrication of wind jackets, assembly of wind turbine casings and supply of wind towers. Domestic suppliers, especially those in the oil and gas industry, need to show strong interest and have plans to participate in the offshore wind market. Along with that, the offshore wind industry can create tens of thousands of new jobs, especially in the southern region. Mr. Tran Ho Bac affirmed that the most suitable locations for offshore renewable energy industrial hubs (HUBs) in Vietnam are Vung Tau and Thanh Hoa.

The General Director of PTSC proposed to the Deputy Minister of Industry and Trade and the Government to consider clearly regulating the localization rate for each detailed work item and a specific application roadmap; detailed regulations on technology transfer, especially core technology and a specific application roadmap; and policies to support businesses investing in infrastructure development and building offshore renewable energy industrial centers.

Mr. Le Manh Cuong - Deputy General Director of Petrovietnam spoke at the Seminar.

Speaking at the seminar, Mr. Le Manh Cuong - Deputy General Director of Petrovietnam hoped that ministries, departments, branches and the Government would consider the regulation on domestic ratio combined with support for upgrading infrastructure to soon form a renewable energy center in Ba Ria - Vung Tau province. "This is the way to implement the project in the fastest and most convenient way, thereby attracting strong foreign investment as well as promoting domestic enterprises to develop necessary wind power products. Thereby, it will create a spillover and connection effect, contributing to the completion of the target of 6,000 MW of renewable energy capacity by 2030; at the same time, helping the country's economy upgrade in technology and quality, solving the problem of overall growth", Deputy General Director of Petrovietnam emphasized.

At the Seminar, the delegates had lively discussions, emphasizing and agreeing on the need to implement the GMS as soon as possible. To implement the GMS in Vietnam, there must be a supporting system and a supplier system that can meet the development needs of the GMS. The characteristic of the GMS is mass production with large capacity and short time, so if there is no domestic production facility but imports, it will not be able to meet the requirements of speed and cheapness.

Developing renewable energy is not only an energy solution for the future, but also a golden opportunity for Vietnam to build a sustainable renewable industry, opening up opportunities for international cooperation and economic development. To turn these ambitious goals into reality, Vietnam needs a clear action plan, consistent legal mechanisms, and the participation of experienced international partners.

With extensive experience in implementing oil and gas projects, PTSC is actively participating in GHG projects, while striving to develop and improve on-site technical services to reduce dependence on imported products and increase added value for the renewable energy industry in Vietnam.

Speaking at the seminar, Deputy Minister of Industry and Trade Truong Thanh Hoai highly appreciated Petrovietnam/PTSC's pioneering role in developing wind power in recent times. The Deputy Minister of Industry and Trade emphasized that wind power is an urgent need to ensure energy security, national sovereignty, and at the same time open up a large space for economic and energy development for the country. In order to quickly complete the wind power project, the Ministry of Industry and Trade will review and soon issue regulations on localization rates, technology transfer and policy mechanisms to support businesses in investment and development, and at the same time request Petrovietnam/PTSC to develop a detailed program for the Ministry of Industry and Trade and ministries, departments and branches to coordinate and support implementation according to the direction of the Government.

“Petrovietnam/PTSC has a long-standing tradition and experience in the oil and gas sector. In the current global energy transition trend, the renewable energy project has once again affirmed the history of choosing Petrovietnam/PTSC to take the lead, lead, and pioneer in the renewable energy industry. We believe that, with a strong will, Petrovietnam/PTSC will well assume the leading role in the renewable energy supply chain in Vietnam. This will be an opportunity for the country to make a breakthrough in the coming period, the period of national development,” affirmed Deputy Minister of Industry and Trade Truong Thanh Hoai.
