In his opening remarks at the conference, Deputy Minister Bui The Duy affirmed that the overarching guiding principle of the Party and Government is: "What falls under the Prime Minister's authority is delegated to the Ministry; the Ministry's authority is delegated to the People's Committee and the Departments; and some tasks are even directly assigned to the commune level for implementation."
The restructuring of the administrative apparatus and the consolidation of several local management agencies have significantly expanded the scope of work of the Departments of Science and Technology. Many directors, deputy directors, and professional staff have to take charge of new areas, requiring time for adaptation and professional training. The expansion of decentralization also poses a major challenge regarding staff capacity, especially at the commune level, where many new tasks are assigned while practical experience is limited.
Deputy Minister Bui The Duy stated that, to support localities, the Ministry of Science and Technology has compiled a nearly 300-page guidance document, presented concisely and easily accessible, with specific instructions for each administrative procedure and each decentralization area. This document is considered a "professional handbook" for local officials. The Ministry has also organized multi-day intensive training conferences for leaders of provincial Departments of Science and Technology nationwide, and has sent officials from various Bureaus and Divisions directly to localities to provide practical guidance and handle real-world cases.
"The Ministry is determined to ensure, by all means, that by 2025, officials at the departmental and commune levels can fully implement the delegated and decentralized responsibilities," Deputy Minister Bui The Duy emphasized.

According to the plan, the deployment of officials from various departments and bureaus to local areas is carried out with two main objectives:
Firstly, assess the capacity and working conditions at the facility, including data systems, tools, and operational documents, to determine its ability to receive and process applications equivalent to those at the ministerial level.
Secondly, direct "learn by doing" guidance helps local officials quickly master operational procedures and handle real-life situations, ensuring consistency and quality in implementation.
The Ministry of Science and Technology will maintain a regular support mechanism, assigning its departments and divisions to organize monthly or quarterly online conferences to promptly address difficulties encountered during the implementation of decentralization and delegation of authority at the local level.
The Deputy Minister emphasized that direct support, guidance, and supervision are crucial to the success of the decentralization process. Department and division heads must treat local officials receiving training as new employees, guiding them until they are proficient in their work. They must work closely with local authorities, focusing only on how to proceed, not on setbacks.
Feedback from localities indicates that some are still concerned about the feasibility of implementation, and some even want to "return the authority" to the Ministry due to a lack of personnel or experience. Regarding this, the Ministry of Science and Technology affirms its commitment to supporting localities to the end, helping them successfully complete their assigned tasks, aiming to better serve the people and reduce the time and cost involved in handling administrative procedures.
At the conference, Ms. Nguyen Nhu Quynh, Director of the Legal Department (Ministry of Science and Technology), presented a thematic report titled "Overview of Decentralization and Delegation of Authority in Fields Under the State Management Authority of the Ministry of Science and Technology," clearly outlining the principles, scope, and authority delegated in key areas such as standards, measurement and quality, intellectual property, nuclear radiation safety, radio frequency, and postal and telecommunications services.

The training conference took place throughout the day on November 13th. In the morning, delegates listened to an overview report; in the afternoon, time was spent discussing, exchanging ideas, and addressing specific issues arising at the grassroots level, helping officials at all levels to thoroughly understand the process and be ready to implement it in practice.
