The conference was organized in a combination of in-person and online formats, connecting with the Departments of Science and Technology, communes, wards and special zones of 34 provinces and cities across the country, aiming to implement the policy of the Party, Government and Prime Minister on maximum decentralization and delegation of power, bringing public services closer to the people, streamlining the apparatus and improving the effectiveness and efficiency of state management.

Speaking at the opening of the conference, Deputy Minister Bui The Duy affirmed that the consistent direction of the Party and Government is: "What is under the Prime Minister's authority is delegated to the Ministry; the Ministry's authority is delegated to the People's Committee and Departments; there are even contents assigned directly to the commune level for implementation."
The process of restructuring the administrative apparatus and merging a number of local management agencies has significantly expanded the scope of work of the Departments of Science and Technology. Many directors, deputy directors and professional staff have to take charge of new areas, requiring time to adapt and develop their skills. The expansion of decentralization also poses a great challenge to the capacity of staff, especially at the commune level, where many new tasks are assigned while practical experience is limited.
Deputy Minister Bui The Duy said that to support localities, the Ministry of Science and Technology has compiled a nearly 300-page set of guidance documents, presented concisely and easily consulted, in which each administrative procedure and each decentralization content has specific instructions. This set of documents is considered a "professional handbook" for grassroots officials. The Ministry has also organized intensive training conferences for many days for leaders of Departments of Science and Technology nationwide, and at the same time sent officials of Departments and Divisions directly to localities to guide practice and handle actual records.
"The Ministry is determined to ensure by all means that, by 2025, officials at the Department and commune levels can fully implement the decentralized and delegated contents," Deputy Minister Bui The Duy emphasized.

According to the plan, sending officials of the Departments and Divisions to localities will be carried out with two main objectives:
Firstly, assess the capacity and working conditions at the facility, including data systems, tools, and professional documents, to determine the ability to receive and process dossiers equivalent to the Ministry level.
Second, direct guidance on "trying and learning" helps local officials quickly grasp business processes, handle real-life situations, and ensure consistency and quality in implementation.
The Ministry of Science and Technology will maintain a regular support mechanism, assigning Departments and Offices to organize monthly or quarterly online conferences to promptly resolve problems in the process of implementing decentralization and delegation of power at the local level.
The Deputy Minister emphasized that direct accompaniment, guidance and supervision are the decisive factors for the success of the decentralization process. The Department and Division Directors must consider the local cadres being trained as new employees, who need to be guided until they are proficient in their work. They must work closely with the locality, only discussing how to do things, not backtracking.
Synthesizing opinions from localities shows that some places are still concerned about the ability to implement, even wanting to "return power" to the Ministry due to lack of human resources or experience. Regarding this, the Ministry of Science and Technology affirmed that it will accompany and support to the end, helping localities to complete their assigned tasks well, aiming at the goal of serving people better, reducing time and costs in handling administrative procedures.
At the Conference, Ms. Nguyen Nhu Quynh, Director of the Department of Legal Affairs (Ministry of Science and Technology) presented a thematic report "Overview of decentralization and delegation of authority in the fields under the state management authority of the Ministry of Science and Technology" clearly stating the principles, scope and authority delegated in key areas such as quality measurement standards, intellectual property, nuclear radiation safety, radio frequencies, post and telecommunications.

The training conference took place all day on November 13. In the morning, delegates listened to an overview report; in the afternoon, they spent time discussing, exchanging, and resolving specific problems arising at the grassroots level, helping officials at all levels grasp the process and be ready to implement it in practice.
