On the afternoon of February 26, comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, worked with the Department of Health on the implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025, focusing on the implementation of the Health Quality Improvement Program for the period 2021-2025 according to Decision No. 701-QD/TU dated September 10, 2021 of the Provincial Party Executive Committee; key directions and tasks in the coming time.
On behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, Provincial Party Secretary Do Trong Hung and provincial leaders presented flowers to congratulate the staff, employees, and doctors of Thanh Hoa Department of Health on the occasion of the 69th anniversary of Vietnamese Doctors' Day (February 27, 1955 - February 27, 2024).
Attending the meeting were members of the Provincial Party Standing Committee: Le Tien Lam, Permanent Vice Chairman of the Provincial People's Council; Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda Department; Mai Xuan Liem, Vice Chairman of the Provincial People's Committee; Tran Van Hai, Secretary of the Provincial Party Committee of Agencies and Enterprises; and leaders of a number of provincial departments and branches.
Acting Director of Thanh Hoa Department of Health Nguyen Ba Can presented a report on the implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025.
In the period of 2012-2023, the health sector from the province to the grassroots level in the province has made great efforts to effectively carry out medical examination, treatment and disease control for the people. Currently, it has reached 37.5 beds/10,000 people (the target for 2025 is 38 people/10,000 people); there are 12 doctors/10,000 people (the target for 2025 is 13 doctors/10,000 people); the rate of medical stations with doctors is 85.7%... Since the beginning of the term, the medical infrastructure has received investment attention with many projects coming into operation, contributing to improving the quality of medical examination and treatment to serve the people.

In addition to implementing urgent and extraordinary tasks, the health sector has advised on effectively implementing the goals and tasks set out in the Health Quality Improvement Program for the 2021-2025 period according to Decision No. 701 dated September 10, 2021 of the Provincial Party Committee. Up to now, 2/13 targets have been achieved and 11/13 targets are being implemented on schedule. Facilities and equipment at public health facilities have received investment attention for upgrading and expanding from the province to the grassroots level; in the 2021-2023 period, the whole province mobilized over 2,700 billion VND to invest in public health facilities, including many projects in the list of key works and projects of the province.
The socialization of health care has received attention; the province has established 4 new non-public hospitals. The quality of medical human resources has been increasingly improved; the application of scientific and technological advances in medical examination and treatment has been promoted; 1,157 clinical and paraclinical techniques have been deployed and applied at medical facilities, including many advanced and complex techniques, contributing to improving the effectiveness of examination and treatment for patients; notably, the Provincial General Hospital has become the first provincial hospital in the country to maintain and successfully perform kidney transplantation techniques on both living and brain-dead donors. The health sector has also actively promoted the application of information technology in professional activities, connecting remote medical examination and treatment with higher levels and supporting consultation, examination and treatment for lower levels; 100% of hospitals at all levels have deployed the Hospital Information System and Electronic Medical Records; The satisfaction rate of patients at public medical examination and treatment facilities is over 90% every year.

Speaking at the meeting, Secretary of the Provincial Party Committee Do Trong Hung sent his best wishes to the staff, employees and doctors of the Thanh Hoa Department of Health on the occasion of the 69th anniversary of Vietnamese Doctors' Day (February 27, 1955 - February 27, 2024). At the same time, he acknowledged and highly appreciated the results achieved by the Thanh Hoa Health sector after more than 3 years of implementing the Resolution of the 19th Provincial Party Congress.
Looking back at the results of the health sector since the beginning of the 2020-2025 term, Provincial Party Secretary Do Trong Hung emphasized: In the first 2 years of the term, the whole country in general and Thanh Hoa province in particular had to go through a fierce "war" with the COVID-19 pandemic. The entire political system had to brace itself against each outbreak in many different ways and measures. People were confused and scared; while the system of facilities, equipment, medical biological products, and medicines in localities was still lacking; The medical infrastructure became overloaded many times over... In that context, the health sector, with its core role, coordinated and advised the Provincial Party Committee and the Provincial People's Committee to lead, direct, and organize the timely and effective implementation of important measures and solutions, playing a decisive role, contributing to the successful control and containment of the COVID-19 epidemic, making Thanh Hoa one of the "bright spots" of the country in disease prevention and control, in which the contribution of the medical staff is enormous and immeasurable.
In addition to assessing the achieved results, Provincial Party Secretary Do Trong Hung pointed out the limitations and weaknesses, which are: The infrastructure and equipment of the health sector are still difficult; many hospitals have not received synchronous investment, the emergency resuscitation department, surgical area, high-tech treatment area at some hospitals have not been upgraded; the infrastructure and equipment of commune health stations, medical centers, and district hospitals are still lacking, some have degraded, not meeting regulations. The network of health facilities, especially high-quality health facilities, providing specialized technical services is unevenly distributed among regions in the province. The shortage of drugs, chemicals, supplies, and medical examination and treatment equipment still occurs locally in some health facilities; The organization of bidding, supply, and use of drugs, medical supplies, and biological chemicals still has many shortcomings and problems... The professional qualifications of a number of doctors, nurses, and technicians do not meet requirements; the spirit, service attitude, and communication skills of some officials in the industry are still not truly professional.
Recalling the words of beloved President Ho Chi Minh: “Every weak citizen means the whole country is weak, every healthy citizen means the whole country is healthy”, the Provincial Party Secretary emphasized: Our Party and State have identified caring for and protecting the health of the people as a special priority and the cause of the entire people, of the entire political system, in which the health sector plays a core role in terms of expertise and technology. Therefore, the Thanh Hoa health sector needs to continue to promote the good traditions, achievements and results achieved in recent years. In the spirit of inheritance and innovation, stability and development, the Party Committee and the Board of Directors of the Department of Health focus on leading, directing, operating, continuing to thoroughly grasp and strictly implement the Resolution of the 13th National Party Congress, Resolution No. 20, Resolution No. 21 of the Central Executive Committee of the Party on protecting, caring for, improving people's health and population work in the new situation, Resolution No. 58 of the Politburo and Resolution of the 19th Provincial Party Congress, and action programs to implement the Party's resolutions.
On that basis, advise the Provincial Party Committee and the Provincial People's Committee to lead and direct the review and completion of regulations, mechanisms, policies, programs, projects and plans to ensure feasibility and practicality to concretize and promote the effective implementation of the Party's resolutions in life; towards the goal of "Developing a modern and sustainable health system; combining modern medicine with traditional medicine; promoting the development of high and specialized techniques; rapidly developing high-quality health services, socializing a number of hospitals and high-quality services, striving to become one of the centers of high-tech health services in the North Central region".
Focus on directing and implementing professional tasks, selecting key tasks and key areas to strengthen guidance, inspection and supervision of implementation, striving to complete and exceed assigned targets in the areas managed by the industry.

The Provincial Party Secretary suggested that it is necessary to strengthen close coordination with departments, branches, sectors, organizations and localities to achieve the national health goals.
