According to the plan, the goal is that by 2030, at least 70% of clans will have established clan regulations; and in lowland and urban areas, at least 55% of clans will be recognized as "Cultural Clans".
In mountainous areas and regions inhabited by ethnic minorities, each commune, ward, or special zone should strive to have at least two clans recognized with this title.
The plan also emphasizes the requirement that the recognition process must be substantive, open, transparent, and avoid the pursuit of achievements for the sake of appearances.
The criteria for a "Cultural Clan" are linked to adherence to policies and laws; solidarity and mutual support for economic development; building a healthy cultural life; participating in local emulation movements; and promoting lifelong learning within the clan.
During the implementation phase, the city will organize training sessions, develop model "Clan Covenants," intensify propaganda efforts, and integrate the movement with the "5 No's," "3 Yes's," and "4 Safeties" programs, as well as the "All People Unite to Build a Culturally Rich Life" movement.
