Dear comrades, Party members , and fellow citizens attending the Conference at various locations,
The 14th National Congress of the Party was a resounding success, ushering in a new phase of national development with a long-term vision, clear objectives, and high political determination from the entire Party, people, and armed forces. The Congress marked a crucial turning point in the revolutionary cause; affirming the Party's leadership, wisdom, and capacity in guiding the nation's future amidst profound and complex global changes.
The Resolution of the 14th National Congress of the Party is a profound summation of theory and practice; it reflects the will and aspirations of the entire Party and people to successfully build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
Today's conference opens up a broad political space to unify will and action, creating a foundation for implementing the Resolution of the 14th Party Congress. With 10 important topics presented by members of the Politburo and leaders of central agencies, the conference clarified key issues that need to be addressed immediately and identified major directions to be implemented throughout the term and in the future. This deepened understanding of the nation's development path and the need for innovation in leadership thinking and the Party's governance methods in the new era.
To translate the spirit and significance of the Resolution of the 14th National Congress of the Party into a unified action program throughout the Party, the people, and the armed forces, I would like to emphasize the following points:
Firstly , all of the country's achievements are linked to periods where correct policies were implemented decisively, synchronously, and effectively .
Looking back at 80 years of national construction and development, especially 40 years of reform, it can be affirmed that the Party's decision to reform was a correct decision of epochal and historical significance, stemming from the vibrant reality of the country, from the political acumen of a genuine revolutionary Party that dared to look directly at the truth and dared to reform for the benefit of the people and the nation. From a poor, backward country, ravaged by war, and subjected to decades of embargo and blockade... Vietnam has bravely overcome these challenges, gradually rising to become a middle-income developing country, participating deeply in the global economy, and asserting an increasingly high position on the international stage. The reality of the Vietnamese revolution shows that all the country's achievements are linked to periods where correct policies were implemented decisively, synchronously, and effectively, and implementation is the key factor in transforming resolutions into concrete results.
We have achieved relatively high growth rates for many years, but the quality of growth, sustainability, and the "resilience of the economy" still have many limitations. We have integrated deeply into the global economy, but the level of "technological mastery, labor productivity, and endogenous competitiveness" of the economy is still not commensurate with the country's potential and the people's expectations. We have built a relatively synchronized political system, but the effectiveness and efficiency of "national governance, administrative discipline and order, and the quality of policy implementation" still lag behind the requirements of national development.
Therefore, the current requirement is not only to affirm the correct path of reform, but more importantly, to innovate more strongly, decisively, and profoundly in development thinking, growth models, and "especially in the capacity for implementation." The most fundamental bottleneck today lies not in the policy, but in the capacity to translate that policy into concrete development results.
To meet the increasingly demanding requirements of the country's development in the new era, we must unify and decisively shift our thinking from "talking" to "doing," from awareness to action. The Congress documents clearly state that we must resolutely and thoroughly overcome the situation of "talking much but doing little," "talking well but doing poorly," and "talking without acting," and put an end to bureaucratic and formalistic work practices. Every Party committee, every Party organization, every cadre and Party member, especially those in leadership positions, must uphold a high sense of responsibility and set a leading example in transforming policy decisions into reality.
Secondly : Five key points of decisive importance in organizing the implementation of the Resolution of the 14th National Congress of the Party.
The Resolution of the 14th National Congress of the Party has defined the strategic development goals of the country in the new period and set forth the requirement to improve the capacity to realize these goals into concrete, measurable results that the people can directly benefit from. Based on this, it is necessary to focus on implementing five key points that are decisive in the organization and implementation of the Resolution.
Firstly, focus on improving the capacity to institutionalize and concretize resolutions into policies and laws. Ensure that each major Party policy is promptly, synchronously, and consistently transformed into a feasible, stable, and transparent system of mechanisms, policies, and laws. Institutions should not only be tools for state management but also become a driving force for development, unleashing productive forces, unlocking social resources, and creating a favorable environment for innovation. Thoroughly overcome the situation where resolutions are correct but policies are slow to be issued, lack synchronization, or are difficult to implement. Ensure consistency between the Party's strategic goals and the State's legal system and the implementation capacity of the administrative apparatus.
Secondly , reform the methods of implementation and enforcement discipline. Ensure that all action programs are designed on the basis of clear objectives, specific roadmaps, transparent assignment of responsibilities, and strict inspection and supervision mechanisms. There must be a strong shift from "management based on administrative orders" to "governance based on results" ; from evaluation based on "formal reports" to evaluation based on "concrete development products" and genuine "social impact" . Enforcement discipline must become the guiding principle of action for the entire political system, ending the avoidance, stagnation, and shirking of responsibility in the implementation of resolutions.
Thirdly , consider the effectiveness of development and the satisfaction of the people as the highest measure of the resolution's implementation. Ensure that each policy and initiative answers the core question: "What benefits will it bring to the country, the people, and the long-term development of the nation?" The value of a resolution is not only affirmed by its theoretical correctness, but must also be tested by the quality of growth and the improvement of people's lives. Only when a resolution truly creates positive changes in socio-economic life, enhances national capacity, and expands development opportunities will it have lasting political and historical value.
Fourth, we must build a team of capable officials who are willing to think outside the box, take action, and accept responsibility for the common good. Breakthroughs in action must particularly focus on "breakthroughs in human resources." We must build a team of officials with sufficient political acumen, intelligence, organizational skills, and the courage to take responsibility for the common good. We must overcome the situation where officials are good at advising but weak in implementation, using practical results as the most important criterion for evaluating officials. At the same time, we must establish a mechanism to protect those who dare to think, act, and innovate for the benefit of the country.
Fifth, the implementation of the resolution must be linked to the renewal of the Party's leadership methods and the enhancement of national governance effectiveness. The Party leads through its guidelines and policies, through its organizational capacity, through setting an example, through its political prestige, and through inspection and supervision; it leads through the State, the Fatherland Front, and other socio-political organizations... In the new stage, the renewal of leadership methods must aim at building a modern socialist rule of law state, an effective, disciplined, transparent national governance system that serves the people.
Thirdly: Promoting the role of the entire political system in organizing and implementing the Resolution of the 14th National Congress.
Narrowing the gap between resolutions and tangible results is a measure of the Party's leadership and governance capabilities. It is also the standard by which history will judge today's generation of cadres and Party members based on the country's development achievements, the practical benefits the people receive, and the people's trust and affection for the Party.
First and foremost, the central Party organs are responsible for playing a central role in guiding and closely controlling the implementation of the resolution nationwide, ensuring unity between strategic thinking, policy design, and implementation results throughout the political system. They must proactively identify discrepancies between policy and practice, and between stated goals and implementation capacity, promptly adjusting direction, removing bottlenecks, and rectifying manifestations that undermine the Party's leadership effectiveness. The requirement is that each resolution must be accompanied by a framework for controlling implementation, clearly defining the ultimate goals to be achieved, mandatory checkpoints, and the political responsibility of each Party committee and each leader.
The National Assembly should strongly promote its legislative and supreme oversight role, ensuring that all major policies of the Party are promptly, comprehensively, and practically institutionalized within the legal system. Each law enacted must truly pave the way for development, remove obstacles, unlock resources, and not create additional procedures or unreasonable compliance costs for citizens and businesses. Legislative work must stem from the country's development needs and the realities of socio-economic life, overcoming the mindset of lawmaking that is heavily focused on management and light on creating and serving development.
Parliamentary oversight must be thorough, closely linked to accountability for corrective actions and final results. It shouldn't just focus on identifying shortcomings, but must clearly demand corrective solutions, deadlines for completion, and the agencies primarily responsible. Any agency or sector that allows persistent institutional bottlenecks to hinder development resources and stifle innovation must be held accountable and have a specific roadmap for resolution, avoiding a situation where repeated recommendations fail to bring about change.
Through its legislative and supreme oversight functions, the National Assembly must contribute to improving the quality of institutions, strengthening discipline and order in state management, and creating a stable, transparent, and favorable legal environment for rapid and sustainable development. This affirms the National Assembly's role in realizing the Party's major resolutions and meeting the people's expectations in the new stage of national development.
The government and ministries must shift strongly from the role of "issuing policies" to the role of "organizing and implementing policies to the end," using substantive development results as a measure of governance capacity. The focus should be on concentrating resources, mechanisms, and governance capacity to form and effectively develop strong growth poles, key economic regions, dynamic cities, and new-generation special economic zones with competitiveness on par with the region and internationally. Implementation must aim to create new development spaces with significant spillover effects, driving growth and restructuring the economy in depth.
Based on this, it is necessary to proactively develop international financial centers, high-quality service and tourism centers, and large-scale logistics centers closely linked to the system of seaports, international transit airports, and key international border gates in a modern, smart, and highly automated direction. At the same time, enhancing technological self-reliance and the capacity to participate in and master supply chains in key sectors must be considered a strategic task, directly linked to ensuring economic security, improving the resilience of the economy, and consolidating the nation's position in regional and global value chains.
Strongly innovate inter-sectoral, inter-regional, and inter-level coordination mechanisms, especially for strategic infrastructure projects, new development spaces, and major value chains. Thoroughly overcome sectoral and local-level parochial thinking. Establish a unified coordination mechanism with a single point of responsibility for each key program and project, ensuring that central government decisions are implemented smoothly from the central to the local level. Simultaneously, innovate management tools, promote the application of data, digital technology, and real-time monitoring systems in development management and administration. Performance evaluation should not only be based on periodic reports, but also on data, indicators, and actual impacts, thereby enhancing transparency, enforcement discipline, and the ability to respond to policies promptly.
The Vietnam Fatherland Front and socio - political organizations are responsible for promoting the role of social supervision and criticism, and mobilizing "citizens and businesses to participate in implementing resolutions and monitoring from the grassroots to the central level" through technological platforms. Supervision and criticism must be substantive, focusing on issues of direct concern to the people, bottlenecks in policy implementation, and the specific social impacts of the resolutions. They must promptly and truthfully reflect the opinions, aspirations, and legitimate recommendations of the people so that the Party and State can adjust policies to suit practical realities.
Furthermore, it is necessary to strongly innovate the methods of mobilizing and gathering the masses in a way that is close to the people, based on data, dialogue, and two-way interaction, avoiding the bureaucratization and formalization of the activities of the Fatherland Front and political-social organizations. Each organization must truly become a reliable bridge between the Party, the State, and the people, contributing to strengthening social trust and creating high consensus in the process of implementing major policies.
When the people correctly understand, trust, and directly participate in implementing and monitoring the resolution, the strength of national unity will be fully unleashed and transformed into a tremendous and sustainable driving force for the country's development in the new era.
Local governments at all levels must truly become the frontline in implementing the Resolution, directly transforming the Party's policies into concrete development results in socio-economic life. Implementation at the local level must aim for tangible results, demonstrated by sustainable economic growth, improved living standards for the people, enhanced quality of public services, and a better investment and business environment. Instead of chasing superficial targets or embellishing achievements, the long-term development effectiveness and people's satisfaction should be the yardstick for evaluating the leadership and management capacity of local governments.
Absolutely no waiting or relying on the Central Government, and no mechanically copying models from other places. Instead, we must promote a spirit of self-reliance, creativity, daring to think, daring to act, and daring to take responsibility within the framework of the law and the general direction of the Party. Any locality that delays reform, wastes resources, or misses development opportunities will first and foremost hold its leader accountable to the Party and the people.
Effectively promoting the leading role of local governments is a crucial condition for narrowing the gap between resolutions and real life, ensuring consistency between central government policies and the rich and diverse realities of each region and locality, thereby creating momentum for balanced and sustainable development throughout the country.
In this new phase of development, "discipline and accountability must be paramount." Task assignments must be accompanied by clear mechanisms for monitoring, evaluation, and disciplinary action. If a team fails to complete its tasks, the leader must be held accountable; the team must not be used to mask individual responsibility. Individuals who fail to meet task requirements must voluntarily step down. Those who make promises but fail to deliver, or deliver but fail to achieve results, must be considered for replacement or reassignment.
We cannot allow a situation where resolutions are correct but implementation is weak, delayed, and ineffective, without anyone taking specific responsibility. We must not allow organizational and human incompetence to slow down the nation's progress, because time is a particularly important and irreplaceable resource for development. Delays in implementation not only waste resources but also slow down the pace and cause the loss of opportunities for national development.
Comrades, ladies and gentlemen of the conference,
We face very challenging tasks, but also tremendous opportunities if we know how to seize them and act decisively. The future development of the country depends greatly on the sense of responsibility, political acumen, and capacity for action of each Party committee, each Party organization, and each cadre and Party member, especially those in leadership positions.
I propose that, immediately after this Conference, Party committees, Party organizations, government agencies, the Fatherland Front, and political and social organizations should promptly concretize the Resolution of the 14th Party Congress into action programs and plans that are consistent with their functions, tasks, and practical conditions. They should clearly identify what needs to be done immediately, the breakthroughs that require focused leadership and guidance, ensuring that words are matched by actions, and that work is done thoroughly and yields concrete results.
On the occasion of the upcoming Lunar New Year of the Horse, I would like to wish all leaders, former leaders, Party members, attendees of the Conference, and all compatriots and soldiers throughout the country good health, happiness, and success.
