" Dear Leaders of Central Agencies, Leaders of Hanoi City,
Dear elders, ladies and gentlemen and all fellow countrymen,
Ladies and gentlemen, delegates attending this meeting.
Today, in the warm atmosphere of the National Unity Day, we reaffirm a simple yet eternal truth: National unity is a tradition, an asset, an invaluable legacy from our ancestors, and the strength that creates all the victories and achievements of our nation and our country. President Ho Chi Minh instructed: "Unity, unity, great unity; success, success, great success." That is the truth, the motto for action, the command from the heart of the nation, from the sacred spirit of the land and mountains, from the Fatherland, sent to each and every one of us.
For the people of Thuong Cat ward, through the report of the Chairman of the Ward Fatherland Front Committee, Van Thuy Hoa, through the discussions of the representatives of the residential groups, and through the eyes and smiles of the people, there was a sense of excitement and pride in what we have achieved in 2025, in the 2020-2025 term, and aspirations for the future direction of the country. I firmly believe that with the collective efforts and unity of purpose, with the Party's will aligning with the people's will, and the people trusting the Party, the lives of the people will certainly improve day by day, society will become more beautiful, the country will become more prosperous, strong, and powerful, and the people will become increasingly well-off and happy.
On this occasion today, I would like to share a few words with you and my comrades about the strength of national solidarity.
Dear comrades and fellow citizens,
The strength of great unity begins with very familiar and simple things: trust and human affection. When we trust each other, love each other, and respect each other, we will know how to work together to do great things. When we put the interests of the nation and people above all else, all differences will first find a common denominator; all difficulties will have an opening and be resolved.
Looking back over the years, there are unforgettable moments. During the COVID-19 pandemic, the whole country united: the front lines did not back down, compatriots shared food and clothing, businesses joined hands, Vietnamese people abroad turned their attention to the homeland, and people at home opened their hearts and welcomed their children returning home, sharing food and clothing, every dose of vaccine, every ventilator, every place to sleep when the pandemic raged... In natural disasters, storms, floods, landslides, from mountainous areas to coastal regions, the spirit of solidarity shone brightly: relief convoys traveling through the night, temporary shelters providing warmth, hands clasped together.
In institution building, the people have contributed frankly and responsibly to the process of building the legal system, especially the draft documents submitted to the 14th Party Congress. In one month of soliciting public opinion, more than 3 million opinions were contributed to the documents of the 14th Party Congress. This is truly invaluable. It represents the harmonious blend of the Party and the people. It is genuine democracy, the collective wisdom of society choosing the path of development. In the organization and operation of local governments at two levels, and in the arrangement of administrative units at the provincial and commune levels, we have placed the people's consensus as a prerequisite; acting in accordance with the people's will, relying on the people, and working for the people's happiness is the measure of success. The support of the vast majority of people from all walks of life for the Party and the State in the renovation process and in "reorganizing the country" is the driving force and unparalleled source of strength for the Party to confidently carry out its political tasks and resolutely implement guidelines and policies, especially the contents of the Resolutions set forth by the 13th Party Congress and previous Party Congresses.
On the front of defending the Fatherland, preserving independence, sovereignty, and territorial integrity on land, sea, air, and in cyberspace, we are steadfast in principle, flexible in strategy, and leverage the combined strength of national unity, combining it with the power of the times. In regional and international forums, Vietnam is always proactive, positive, responsible, and trusted by our friends because we are a unified bloc of the entire nation.
Dear comrades and fellow countrymen,
Before our eyes are milestones as goals to strive for development, prosperity, well-being, and longevity, which are the goals of 100 years of the country under the leadership of the Communist Party of Vietnam in 2030, 100 years of the founding of the Socialist Republic of Vietnam in 2045. The aspiration of "rich people, strong country, democracy, fairness, civilization" requires new internal strength, new growth models, new development drivers: green transformation, digital transformation, science and technology, innovation, circular economy. But the foundation to go far, to succeed is still solidarity. Solidarity to remove institutional bottlenecks; solidarity to unlock all resources; solidarity to share risks, multiply opportunities; solidarity so that no one is left behind...
Great solidarity begins with solidarity within the Party: the Party must be truly clean, strong, unified in will and action; words must match actions; set an example, be honest and disciplined. Solidarity within the political system: the Party, the State, the Fatherland Front and socio-political organizations coordinate harmoniously, effectively and efficiently. Solidarity among social strata: workers - farmers - intellectuals - businessmen - artists - the elderly - women - youth - children - veterans - compatriots of all religions and ethnic groups; each force has a position, responsibility and glory in the common journey. And international solidarity: make more friends and less enemies, respect each other, build peace together, develop sustainably together.
To bring that spirit into daily life, to produce measurable results, I would like to emphasize 7 specific groups of tasks that need to be implemented: (1) People are the root. All policies and strategies must originate from the real needs of the people, be discussed by the people, checked by the people, and benefited by the people. Strengthen public and transparent dialogue; listen to make timely adjustments. Success is people's satisfaction. (2) Discipline - integrity. Respect the law, prevent and combat corruption, waste, and negativity with the viewpoint that there are no forbidden zones, no exceptions, everyone is equal before the law, continue to carry out this task with a spirit of determination, resoluteness, relentlessness, and uncompromisingness. When trust is strengthened, solidarity will naturally be strong, and internal strength will be multiplied. (3) Streamlined apparatus: 3-level government is transparent and supports each other with the common goal of serving the people. Two-level local government is interconnected, taking digital transformation and green transformation as the goal to strive for, taking "jobs" for all people as the destination of peace, prosperity and happiness for society. Arranging administrative units in association with streamlining the payroll, reforming procedures; digitizing public services, people and businesses are the center, the subjects and objects of service. Where people are more convenient, social costs are lower, there is greater solidarity and consensus. (4) Unblocking resources for development. Removing legal bottlenecks, upgrading strategic infrastructure, developing high-quality human resources. Accompanying businesses in the spirit of "joining hands and minds - working together and enjoying together"; promoting green transformation and digital transformation to create new momentum for growth. (5) Social security - culture - people. Multidimensional and sustainable poverty reduction; taking care of health care, education, housing, and employment; Protect the vulnerable, care for the elderly, children, care for remote, border, island and disadvantaged areas. Build a healthy cultural life, preserve identity, nurture compassion and affection in each community. (6) National defense - security linked to foreign affairs, international integration. Build a solid people's position; closely combine economy with national defense and security; steadfastly protect sovereignty by peaceful means in accordance with international law; maintain a peaceful and stable environment for long-term development. (7) The Front - unions - social organizations - Vietnamese communities abroad, international friends need to be connected more closely and widely through people's foreign affairs activities, through connections in sports, culture, tourism, education and training, people-to-people exchanges, etc. Promote the core role of the Fatherland Front in gathering, uniting, supervising and criticizing society. We must maintain close ties with the international community to radiate the strength and noble human values of our nation, especially the value and tradition of national unity among our people.
Dear comrades and fellow citizens,
Unity is very close, very everyday; it's the breath, the rhythm of daily life. Unity is a trusting glance, a sharing handshake, a warm and empathetic word, a thorough and conscientious action, a sense of community and neighborly love… In offices and workplaces, turn meetings into forums for finding solutions, places to find common ground, and solutions to all problems in the spirit of “learning from peers is better than learning from teachers.” In localities, consider the satisfaction of the people as the measure of all decisions. In businesses, construction sites, and factories, consider integrity and the income of workers as valuable assets and the lifeblood of entrepreneurs. On the internet, be a responsible and honest communicator, avoiding fabrication, spreading fake news, and sowing seeds of division; instead, spread knowledge, a spirit of open-mindedness, and civilized debate.
Let us engrave and spread the spirit of "5 dares": dare to think, dare to speak, dare to act, dare to take responsibility, and dare to innovate for the common good; and "3 togethers": discuss together, work together, and share together. If we do this, we will have contributed a solid brick to the house of Vietnamese national unity.
For localities and establishments, where all activities of daily social life take place, where living cells develop continuously, I would like to emphasize: must be democratic, open, transparent; dialogue to create consensus; must build a culture of thinking correctly, thinking far ahead, thinking with the people, thinking for the people; must speak frankly, speak truthfully, speak concisely; must do things quickly, do them firmly; do them thoroughly... must protect the legitimate rights and interests of the people and officials. Whatever is beneficial to the people must be done to the best of our ability; whatever is harmful to the people must be avoided at all costs. The destination is a leaner apparatus, better service, lower social costs, and higher development opportunities.
In socio-economic development, let the spirit of solidarity guide the way we solve difficult problems: Clearing land with people's consensus; Reforming procedures so that key projects do not fall behind schedule; Improving the quality of education and health care with the community's cooperation; Equitable energy transition through a reasonable risk-sharing mechanism between the State, businesses, and people; Protecting the environment with self-discipline from each household to each factory and construction site; Connecting regions so that rural and urban areas can develop together, for the benefit of the people - local and central bases in harmony today, and sustainability tomorrow.
Dear comrades and fellow countrymen,
We are entering a new phase with many challenges: strategic competition, climate change, population aging, urbanization pressure, energy security, food security, water security, cyber security... But the more difficult it is, the more solidarity shines. A nation that has gone through the war to defend its country, overcome the difficult years of subsidy, and created the miracle of innovation - that nation, when united, will certainly reach new heights.
We have “a straight line, a clear path”: the right path, the perfecting of the institutions, the aspiration for development, and the people’s trust are an incomparable asset. Our task now is to “step steadily, quickly, and firmly” into the new era. Each person, each organization, each locality, each industry, in the right position, in the right responsibility, in the right commitment, looking in the same direction.
On the occasion of the National Great Unity Day November 18, I call on: Compatriots, comrades, soldiers nationwide; the Vietnamese community abroad, let's join together to preserve, foster and further promote the strength of national great unity. Let's turn that spirit into action today: in the family, in the neighborhood; in the factory, in the field; in the classroom, in the hospital; on the ocean and in the digital space, all for the beloved Vietnam; for the happiness of the people; for the 2030 goal and the 2045 aspiration that the people are waiting for.
Let us join hands, united in purpose and strength: Unity to overcome difficulties. Unity to achieve success. Unity to build a lasting and enduring nation for generations to come.
