Dear leaders of central agencies, leaders of Hanoi city, ladies and gentlemen and all the people,

Dear delegates attending the meeting.

Today, in the warm atmosphere of the National Great Unity Day, we together reaffirm a simple yet eternal truth: National great unity is a tradition, an asset, a priceless legacy of our ancestors, the strength that creates all victories and achievements of our people and our country. President Ho Chi Minh advised: "Unity, unity, great unity; success, success, great success ." That is the truth, the motto for action, the command from the heart of the nation, of the sacred soul of the mountains and rivers, of the Fatherland sent to each of us.

For the people of Thuong Cat ward, through the report of the Chairman of the Fatherland Front Committee of Van Thuy Hoa ward, through the discussions of the representatives of the residential groups and through the eyes and smiles of the people, there was excitement and pride in what we have done in 2025, in the 2020-2025 term and aspirations for the future directions of the country. I firmly believe that with the joint efforts, the Party's will in line with the people's will, the people's trust in the Party, the people's lives will definitely improve day by day, society will become more and more beautiful, the country will become more and more prosperous, powerful, and the people will become more and more prosperous and happy.

On this occasion today, I would like to share a few words with you and my comrades about the strength of national solidarity.

Dear comrades and fellow countrymen,

The strength of great unity begins with very familiar and simple things: Faith and human affection. When we trust each other, love each other, and respect each other, we will know how to work together to do great things. When we put the interests of the nation and people above all else, all differences will first find a common denominator; all difficulties will have an opening and be resolved.

Looking back over the past years, there are unforgettable moments. During the Covid-19 pandemic, the whole country was united: The frontline did not retreat, compatriots shared food and clothing, businesses joined hands, overseas Vietnamese turned to the Fatherland, people in the country opened their hearts and arms to welcome their children far from home back to the country, shared food and clothing, shared each dose of vaccine, each ventilator, each bed when the pandemic raged... During natural disasters, storms, floods, landslides, from the mountains to the sea, the solidarity of compatriots shone brightly: Relief trucks went through the night, temporary roofs were warmed by fire, hands held tightly.

In institution building, people have given frank and responsible comments on the process of building the legal system, especially the draft documents to be submitted to the 14th National Party Congress. In 1 month of collecting public opinions, there were more than 3 million comments contributed to the draft documents to be submitted to the 14th National Party Congress. That is truly a valuable thing. It is the harmony between the Party and the People. It is real democracy, it is social intelligence choosing the path of development together. In the organization and operation of the 2-level local government, in the arrangement of administrative units at the provincial and communal levels, we have made the consensus of the people a prerequisite; pleasing the people, relying on the people, and working for the happiness of the people is the measure of success. The support of the vast majority of people from all walks of life for the Party and State in the renovation process and in "reorganizing the country" is the driving force and unparalleled source of strength for the Party to confidently carry out its political tasks and resolutely implement guidelines and policies, especially the contents of the Resolutions set forth by the 13th National Party Congress and previous Party Congresses.

On the front of defending the Fatherland, preserving independence, sovereignty, territorial integrity on land, sea, airspace and cyberspace, we are steadfast in principles, flexible in strategies, promoting the combined strength of the great national unity bloc, combining the strength of the times. On regional and international forums, Vietnam is always proactive, positive, responsible and trusted by friends because we are a unified will of the entire nation.

Dear comrades and fellow countrymen,

Before our eyes are milestones as goals to strive for development, prosperity, well-being, and longevity, which are the goals of 100 years of the country under the leadership of the Communist Party of Vietnam in 2030, 100 years of the founding of the Socialist Republic of Vietnam in 2045. The aspiration of "rich people, strong country, democracy, fairness, civilization" requires new internal strength, new growth model, new development drivers: Green transformation, digital transformation, science and technology, innovation, circular economy. But the foundation to go far, to succeed is still solidarity. Solidarity to remove institutional bottlenecks; solidarity to unlock all resources; solidarity to share risks, multiply opportunities; solidarity so that no one is left behind...

Great solidarity begins with solidarity within the Party: The Party must be truly clean, strong, and unified in will and action; words must match actions; set an example, be honest, and disciplined. Solidarity within the political system: The Party, the State, the Fatherland Front, and socio-political organizations coordinate harmoniously, effectively, and efficiently. Solidarity among social strata: Workers-peasants-intellectuals-businessmen-artists-the elderly-women-youth-children-veterans-compatriots of all religions and ethnicities; each force has a position, responsibility, and glory in the common journey. And international solidarity: making more friends and fewer enemies, respecting each other, building peace together, and developing sustainably together.

To bring that spirit into daily life and to produce measurable results, I would like to emphasize 7 specific groups of tasks that need to be done:

(1) The people are the root. All policies and strategies must originate from the real needs of the people, be discussed by the people, checked by the people, and benefited by the people. Strengthen public and transparent dialogue; listen to make timely adjustments. Success is the satisfaction of the people.

(2) Discipline and integrity. Respect the law, prevent corruption, waste, and negativity with the viewpoint that there are no forbidden zones, no exceptions, everyone is equal before the law, continue to carry out this task with determination, resoluteness, relentlessness, and uncompromisingness. When trust is strengthened, solidarity will naturally be strong, and internal strength will be multiplied.

(3) Streamlined apparatus: The 3-level government is transparent and supports each other with the common goal of serving the people. The 2-level local government is interconnected, taking digital transformation and green transformation as the goal to strive for, taking "jobs" for all people as the destination of peace, prosperity and happiness for society. Arranging administrative units, associated with streamlining the payroll, reforming procedures; digitizing public services, people and businesses are the center, the subjects and objects of service. Where people are more convenient, social costs are lower, there is greater solidarity and consensus.

(4) Unleash resources for development. Remove legal bottlenecks, upgrade strategic infrastructure, develop high-quality human resources. Accompany businesses in the spirit of "joining hands and minds - working together, enjoying together" ; promote green transformation, digital transformation to create new momentum for growth.

(5) Social security-culture-people. Sustainable multidimensional poverty reduction; care for health care, education, housing, employment; protect the vulnerable, care for the elderly and children, care for remote, border, island and disadvantaged areas. Build a healthy cultural life, preserve identity, nurture compassion and affection in each community.

(6) National defense and security are linked with foreign affairs and international integration. Building a solid people's position; closely combining economy with national defense and security; firmly protecting sovereignty by peaceful means in accordance with international law; maintaining a peaceful and stable environment for long-term development.

(7) The Fatherland Front, mass organizations, social organizations, overseas Vietnamese communities, and international friends need to be connected more closely and widely through people-to-people diplomacy activities, through sports, culture, tourism, education and training, people-to-people exchanges, etc. Promote the core role of the Fatherland Front in gathering, uniting, supervising, and providing social criticism. Closely connect with the international community to radiate the strength and noble human values of our nation, especially the values and traditions of Great Unity of our people.

Dear comrades and fellow countrymen,

Solidarity is very close, very ordinary, it is the breath, the rhythm of daily life. Solidarity is a look of trust, a handshake of sharing, a warm, sympathetic word, a thorough work, the love of the village... At the agency, office, turn the meeting into a forum to find solutions, a place to find common denominators, find solutions to all problems in the spirit of "learning from teachers is not as good as learning from friends". At the local level, consider people's satisfaction as the measure of all decisions. At enterprises, construction sites, factories, consider the integrity and income of workers as valuable assets, the vitality of entrepreneurs. In cyberspace, be a responsible, honest messenger, do not fabricate, do not spread fake news, do not sow division, instead spread understanding, a spirit of inquiry, and civilized debate.

Let us engrave and spread the spirit of “5 dares” : Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate for the common good; and “3 together ” : Discuss together, do together, enjoy together. If we do so, we will have contributed a solid brick to the house of great solidarity of Vietnam.

To localities and establishments, where all activities of daily social life take place, where living cells develop continuously, I would like to emphasize: Must be democratic, public, transparent; dialogue to create consensus; must build a culture of thinking correctly, thinking far ahead, thinking with the people, thinking for the people; must speak frankly, speak truthfully, speak concisely; must do things quickly, do them firmly; do them thoroughly...; must protect the legitimate rights and interests of the people and officials. Whatever is beneficial to the people must be done to the best of our ability; whatever is harmful to the people must be avoided at all costs. The destination is a leaner apparatus, better service, lower social costs, and higher development opportunities.

In socio-economic development, let the spirit of solidarity guide the way we solve difficult problems: Clearing land with people's consensus; reforming procedures so that key projects do not fall behind schedule; improving the quality of education and health care with the community's cooperation; converting energy fairly through a reasonable risk-sharing mechanism between the State, businesses, and people; protecting the environment with self-discipline from each household to each factory and construction site; linking regions so that rural and urban areas can develop together, for the benefit of people - local bases - Central in harmony today, sustainable tomorrow.

Dear comrades and fellow countrymen,

We are entering a new phase with many challenges: strategic competition, climate change, population aging, urbanization pressure, energy security, food security, water security, cyber security... But the more difficult it is, the more solidarity shines. A nation that has gone through the war of national defense, overcome the difficult years of subsidy, created the miracle of innovation - that nation, when united, will certainly reach new heights.

We have a “straight line, clear path”: the right path, the perfecting of the institutions, the aspiration for development, and the people’s trust are an incomparable asset. Our task now is to “step steadily, quickly, and firmly” into the new era. Each person, each organization, each locality, each industry, in the right position, in the right responsibility, in the right commitment, looking in the same direction.

On the occasion of the National Great Unity Day November 18, I call on: Compatriots, comrades, soldiers nationwide; the Vietnamese community abroad, let's join together to preserve, foster and further promote the strength of national great unity. Let's turn that spirit into action today: In the family, in the neighborhood; in the factory, in the field; in the classroom, in the hospital; on the ocean and in the digital space, all for the beloved Vietnam; for the happiness of the people; for the 2030 goal and the 2045 aspiration that the people are waiting for.

Let us join hands and unite: Unite to overcome difficulties. Unite to achieve success. Unite to build a lasting country.
