Launching the movement '3 Pioneers determined to win' among the youth of the whole army

On the afternoon of December 9, in Hanoi, the 11th Congress of the Ho Chi Minh Communist Youth Union of the Army, term 2025-2030, held its first session.

Senior Lieutenant General Le Quang Minh, Deputy Director of the General Department of Politics of the Vietnam People's Army, participated in the Presidium and directly chaired the Congress. Attending the Congress were 399 delegates, outstanding cadres and union members in all fields of the Army's activities, from all over the country, representing hundreds of thousands of cadres and union members of the Army, with the belief and aspiration to contribute of the youth of the entire army.

In implementing the tasks at the Congress, Senior Lieutenant General Le Quang Minh emphasized that the 11th Congress of the Youth Union of the entire army is an important political event, demonstrating the will, aspirations, responsibility and enthusiasm of hundreds of thousands of cadres, union members and youths of the entire army towards military and defense tasks, the aspiration to realize the goal of building a revolutionary, disciplined, elite and modern army, building and firmly protecting the Fatherland. The success of the Congress is a premise, a source of great encouragement and motivation for cadres, union members and youths of the entire army to successfully carry out the goals and tasks set out by the 12th Army Party Congress, contributing significantly to the success of the 13th National Congress of the Ho Chi Minh Communist Youth Union , term 2026 - 2031.

The Congress has the task of summarizing and evaluating the results of the Youth Union work and the Army youth movement in the period of 2022 - 2025; determining the direction, goals and tasks of the Youth Union work and the Army youth movement in the 5 years (2025 - 2030); awarding the movement "Army youth forging virtues and talents, being creative and pioneering to be worthy of Uncle Ho's soldiers in the new period" in the period of 2022 - 2025 and launching the movement "3 Pioneers determined to win" among the Army youth in the period of 2025 - 2030.

In addition, delegates attending the Congress also contributed opinions to the draft Political Report of the 12th Central Executive Committee of the Youth Union to be submitted to the 13th National Youth Union Congress; discussed, contributed, amended and supplemented the Charter of the Ho Chi Minh Communist Youth Union; elected the Military Youth Delegation to attend the 13th National Youth Union Congress, term 2026 - 2031.

To contribute to the success of the Congress, Senior Lieutenant General Le Quang Minh asked delegates to thoroughly grasp the spirit of innovation, promote democracy, strengthen solidarity, uphold principles, concentrate intelligence, uphold responsibility, and actively participate in quality discussions on draft documents. Delegates need to wisely select qualified comrades to elect the Army Youth Delegation to attend the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026 - 2031; thoroughly grasp and strictly comply with military discipline; the regulations and rules of the Congress, especially in candidacy, nomination, election...

At the first session, the Congress approved the program and working regulations; elected the Presidium, Secretariat, and Delegate Qualifications Review Board; listened to the Report on the results of comments on the Political Report of the General Political Department and documents of the 13th National Youth Union Congress; discussed and concluded comments on the draft documents of the 13th National Youth Union Congress.

Besides, the Congress elected the Delegation to attend the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026 - 2031.

On this occasion, collectives with outstanding achievements in implementing the movement "Youth of the Army cultivates morality, trains talent, is proactive, creative, worthy of Uncle Ho's soldiers in the new period" in the period of 2022 - 2025 received the emulation flag of the General Department of Politics.

In particular, Senior Lieutenant General Le Quang Minh launched the movement "3 Pioneers to Win" among the Army's youth in the period 2025 - 2030. The movement will be deployed in conjunction with emulation movements and major campaigns of the Party, State, Army and Central Youth Union, thereby contributing to building a model of Army youth in the new period: Good at expertise, steadfast in character, creative in thinking, exemplary in ethics and lifestyle; proactive in training, ready to fight; developing science and technology, innovation and digital transformation, contributing to enhancing the overall strength, building a revolutionary, disciplined, elite, modern Army, firmly protecting the Fatherland in all situations.
