The group of people found included nine men, three women and two children. According to Irish Transport Minister Eamon Ryan, the immigrants appeared to have been inside the container for more than 24 hours and were safe.
Irish Prime Minister Leo Varadkar said the country would consider processing any potential asylum applications as quickly as possible, stressing that Ireland's first response would always be humanitarian.
The nationality of these people is not yet clear, but according to RTE news agency and an independent Irish newspaper, most of them are Kurds from Iran and Iraq, in addition to three Vietnamese and one Turkish.
The men were discovered when the refrigerated truck stopped at the entrance to a ferry departing from Zeebrugge (Belgium) on January 8.
Irish authorities were tipped off about the suspicious container truck by a migrant, so police were waiting before it arrived at the port.
The Port of Rosslare handles both passengers and cargo from Europe with special connections to France and Spain.
