On December 6, according to a source from Dan Tri reporter, the Inspectorate of Ca Mau province has just concluded an inspection of law enforcement in the field of medical examination and treatment under health insurance at Dong Hai Regional Medical Center (a public service unit under the Department of Health of Ca Mau province).
Inspection results show that in 2024, the center paid more than 2 billion VND in excess of the health insurance fund.
In particular, there is a situation where the social insurance agency refuses to pay due to inappropriate bed fees and prescriptions, drug prescriptions, and technical service prescriptions that are inconsistent with the disease diagnosis.
Regarding prescriptions and treatment regimens, according to the inspection agency, there are some outpatient prescriptions that lack administrative information of the patient, instructions, and signature of the prescribing doctor, and do not provide instructions for use when prescribing a group of drugs for patients to "take 30 minutes before meals".
In the implementation of bidding, supply and use of drugs, chemicals and medical supplies, the Inspectorate pointed out that some bidding packages had expired contracts, 51/381 items were not purchased, and 98/341 items were purchased at less than 80% of the contract quantity.
Drug preservation work has not fully implemented some contents according to regulations; the export and import of some drugs has not followed the principle of "expired first, first out" or "first in, first out"; the handling of expired and poor quality drugs has not fully followed the steps according to the process.
According to the inspection agency, in the process of receiving medical examination and treatment at the center, there are many erroneous records that are automatically rejected for payment by the software.
“The cause was due to incorrect patient information being entered into the records, lack of checking and supervision by staff; failure to correct and adjust errors in the records after the software automatically responded with results,” the inspection conclusion stated.
Pointing out the above limitations and shortcomings of the Dong Hai Regional Medical Center, the Inspectorate of Ca Mau province recommended that the center's leaders strengthen the inspection and supervision of the implementation of legal regulations on medical examination and treatment under health insurance; fully implement regulations in organizing bidding, purchasing, materials, chemicals, equipment; rectify the implementation of professional regulations, including drug prescription, etc.
The inspection agency also recommended that the center organize a review, clarify responsibilities, and take appropriate disciplinary action against relevant groups and individuals.
