Visiting some villages of Muong Kim commune, we felt the clear changes of the villages here. The roads inside the village are concreted, making it convenient to travel. The gardens are covered with green vegetables, the rice fields are green. And, the newly built high-rise buildings still smell of lime of the people in the commune. This is the "living" proof that the income and life of the people of Muong Kim have improved significantly.

Sharing with us, Mr. Vu Van Noi - Chairman of Muong Kim Commune People's Committee said: To achieve this result, in addition to promoting propaganda and mobilizing people to change the structure of crops and livestock; investing in intensive farming, increasing crops; bringing high-value crops into production, the Party Committee and the commune government always identify ethnic affairs and policies to support ethnic minorities as key and continuous tasks. Therefore, not only effectively utilizing programs and projects, the commune also actively implements the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 (up to now, 9/10 projects have been synchronously deployed), focusing on the following areas: investing in rural infrastructure, building and upgrading electricity systems, roads, schools; concreting many rural traffic routes; supporting production development and increasing income. At the same time, the organization carefully reviews the beneficiaries, giving priority to poor households, near-poor households, and households in difficult circumstances, while integrating many programs and projects to create a spillover effect. Each policy when reaching the people is regularly monitored and evaluated to ensure real effectiveness.

From that orientation, hundreds of households have been supported in production. Livelihood models such as tea cultivation, livestock and poultry development have been opening up new directions in poverty reduction. These models not only help increase income but also change people's awareness in production, creating a foundation for sustainable development of the rural economy.
The family of Mr. Hoang Van Minh in Na E village is one of the newly escaped poverty households of Muong Kim commune. The solidly built house was inaugurated by his family in 2024. To achieve that result, in addition to the family's efforts, there is also the attention of the Party and State in supporting seeds, capital and agricultural production techniques.
Mr. Minh confided: “In the past, my family's economy was very difficult, only relying on 1 sao of rice field. Taking advantage of the land conditions, with the support of the State, in addition to growing rice, my family also raised buffaloes and pigs for breeding and worked seasonally. Thanks to that, my family's income gradually improved. In 2024, my family was removed from the commune's list of poor households.”

With support for tea planting, people in Muong Kim commune now have a stable income.
Thanks to the support from programs and projects, along with the change in people's thinking in production development, people's lives have gradually improved. If in the past, people in the commune mainly grew crops such as rice, corn, and cassava, while the area for single-crop rice accounted for a high proportion, now the area for double-crop rice in the commune has increased significantly. In addition to investing in concentrated commercial rice production, with high-quality varieties, people in the commune also boldly grow winter crops such as potatoes, cucumbers, squash, etc.
Thanks to that, the agricultural economy has clearly developed, gradually forming a concentrated commodity production area. Up to now, the total grain output of the commune is 11,910 tons; the whole commune has 420 hectares of concentrated commodity rice, 1,144 hectares of tea; 434 fish cages; maintaining and developing 1,120.32 hectares of macadamia trees, 217.59 hectares of rubber trees, 698 hectares of cinnamon. Forming production and consumption chains, converting the crop structure towards concentrated commodity production: production and consumption chain of rice products, tan pom sticky rice with a scale of 60 hectares/year; 100% of fresh tea buds are guaranteed by Tuyen Phuong Construction Company Limited.
In addition, the commune also mobilizes people and businesses to maintain and expand chains of links with fruit trees, vegetables of all kinds... Converting livestock farming methods towards concentration, the average livestock growth rate reaches 2.4%/year. Up to now, the poverty rate in the commune is 11.93%, the average income per capita reaches 51 million VND/year.

Mong people in Muong Kim commune grow cinnamon trees to increase their income.
Mr. Do Quang Tuyen - Director of Tu San Tuyen Phuong Tea Company shared: "The company was supported to invest in Tu San Tea Factory with over 30 billion VND with a capacity of 50 tons/day with modern machinery lines using Taiwanese technology to process fresh tea buds to meet the needs of domestic and export markets. The entire factory has an area of nearly 20,000m2 and will be in operation from April 2024. The factory purchases fresh tea from local people at a stable price of 5-8 thousand VND/kg, creating jobs for dozens of local workers".
The policy of supporting ethnic minority areas is not only limited to livelihoods but also in the fields of transport infrastructure, schools, health care , electricity, and water. Up to now, the rate of households using electricity is 99%; 100% of villages have convenient roads for cars and motorbikes; 100% of villages have cultural houses; 100% of classrooms and medical stations are solidly built; 100% of schools meet national standards; 100% of rural population has access to clean water... gradually meeting the needs of people for study, medical examination and treatment, and cultural activities.

Identifying the effective promotion of support policies for socio-economic development in ethnic minority areas is the key for Lai Chau to shorten the development gap, make a breakthrough, and realize the goal of "green, fast, sustainable" set out in the Resolution of the Lai Chau Provincial Party Congress for the 2025-2030 term. In the coming time, Muong Kim commune will continue to effectively integrate different programs and projects, avoiding overlaps and duplications; carry out monitoring and evaluation well to improve the efficiency of capital use, ensuring publicity and transparency. Support people to convert crop and livestock structures suitable to local conditions; encourage the construction of collective economic models, develop cooperatives and cooperatives; strengthen vocational training activities, technical training, and replicate effective production models to increase income.
