Recalling President Ho Chi Minh's admonition, "Build the edifice of victory on the foundation of the people," former Editor-in-Chief of the Communist Magazine, Associate Professor Dr. Vu Van Phuc, stated that the draft Political Report presented to the 14th Party Congress, which identifies "Strengthening and effectively promoting the strength of the people and the national unity," is a valuable lesson with theoretical significance and practical guidance for the country's revolutionary cause in the new era of development.

"In the sky, nothing is more precious than the people."

- One of the 18 new and important points in the draft documents submitted to the 14th Party Congress is to strengthen and effectively promote the power of the people and the national unity. How do you assess this content?

- From summarizing 40 years of implementing the Doi Moi (Renovation) policy, we see even more clearly that revolution is the undertaking of the masses. The strength of the people and the great national unity are the decisive factors in the success or failure of the revolutionary cause. Consolidating and developing this strength is the key for Vietnam to steadily advance on the path of national construction, development, and defense.

Furthermore, our nation's patriotism, tradition of unity, and respect for the people are a continuation of the ideology that "the people are the foundation." The people are the creators of history. Ho Chi Minh's thought on the people as the subject of revolution, a tremendous force with boundless creative potential, states: "In the sky, nothing is more precious than the people. In the world, nothing is stronger than the united force of the people"; "With the strength of the people, even the greatest and most difficult tasks can be accomplished. Without it, nothing can be done. The people know how to solve many problems simply, quickly, and completely, while brilliant individuals and large organizations ponder endlessly without success."

- Even in the draft document submitted to the 14th Party Congress, it is emphasized that we must always thoroughly understand and strictly implement the viewpoint that "the people are the foundation"; the people are the center and the subject of the process of renovation, national construction and defense, sir?

- President Ho Chi Minh instructed: "Build the edifice of victory on the foundation of the people." "The people are the root" must be understood as the people being the true foundation of the nation and the revolutionary cause. Strengthening the Party's leadership requires prioritizing the cultivation and building of the people's foundation; these are two closely intertwined aspects of the same issue in Party building. To cultivate the people's foundation, there must be correct Party leadership; to maintain the Party's leadership role, the foundation of the people must be truly solid.

In his speech to the National Assembly on the important orientations in the draft document to be submitted to the 14th Party Congress, General Secretary To Lam also emphasized: "If we talk about putting the people at the center, then we must design mechanisms so that the people have a genuine voice, a genuine right to supervise, and a genuine opportunity to participate in issues."

Affirming the role of the people is even more important in the context of the 14th National Congress of the Party summarizing 40 years of reform and ushering the country into a new era - an era of national progress.

All policies and strategies must stem from the legitimate rights and interests of the people, using the happiness and satisfaction of the people as the measure of development success.

Making the happiness of the people the ultimate goal.

- General Secretary To Lam has emphasized development for the people and through knowledge. Could you share your thoughts on this direction?

- This strategic direction aligns with the development requirements of the digital age and the Fourth Industrial Revolution. The key solution is to focus investment on education and training, science and technology, innovation, and digital transformation; considering these as long-term growth drivers. Breakthrough mechanisms are needed to attract and utilize talent; promote linkages between the State, scientists, and businesses; and develop a national innovation ecosystem.

At the same time, strongly promote the role of the private sector as the most important driving force of the economy; remove institutional barriers, create a level playing field for competition, and encourage Vietnamese businesses to grow and participate deeply in regional and global production networks and value chains.

Furthermore, it is necessary to ensure social progress and equity, with the happiness of the people as the ultimate goal. The aspiration for "wealth, prosperity, civilization, and happiness" must be realized by improving the material and spiritual lives of the people. Economic development must be closely linked to ensuring social progress and equity, leaving no one behind. Therefore, it is necessary to continue perfecting a comprehensive and inclusive social security system; improving the quality of healthcare, education, housing, and social welfare; and paying more attention to remote areas, disadvantaged regions, and vulnerable groups. The comprehensive development of Vietnamese culture and people, and the building of a healthy, humane, and disciplined social environment are also crucial.

- For the Party's resolutions to be implemented effectively, the consensus and support of the people are essential, sir?

- All policies, guidelines, and strategic decisions of the Party must be based on the creative application and development of objective laws; they must stem from the realities of life and guide the cause of building and defending the Fatherland. But more importantly, they must have the agreement, support, and implementation of the people.

To achieve this, the Party's policies, guidelines, and decisions must be genuinely participated in from the very beginning. Because if the people genuinely participate from the time the Party formulates and makes decisions, they will understand them from the outset, and implementation will be more effective, and the Party's policies, guidelines, and decisions will be put into practice more quickly…

At the same time, it is necessary to implement more effectively and substantively the motto " the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," paying attention to all six stages because they are closely related, and also focusing on the two newly added stages: "the people supervise and the people benefit." This motto shows that our Party not only focuses on and places the people at the center of its decisions, but also always creates conditions for the people to be masters of the country and society, ensuring that all state power belongs to the people.

- With that consistent policy, it is clear that the people play a crucial role in implementing the Resolution of the 14th National Congress of the Party?

- In order for all segments of the population to feel that they have responsibilities and rights associated with the Resolution of the 14th National Congress of the Party, our Party needs to continue to truly promote the people's right to self-governance in all areas of social life and have mechanisms to enable the people to promote a sense of responsibility, patriotism, national pride, confidence, self-reliance, and self-strength to successfully implement the Resolution of the 14th National Congress of the Party.

Every citizen needs to uphold a strong sense of responsibility towards the nation and contribute their utmost to the common revolutionary cause of the nation in this new era of development.

The history of the Vietnamese revolution shows that every victory stems from the strength, will, and wisdom of the people. Promoting the role of all strata of the people is not only a political requirement but also a decisive condition for the policies of the 14th National Congress to be implemented effectively.
