Initial results are showing effectiveness.
The Capital City Law No. 39/2024/QH15, passed by the 15th National Assembly on June 28, 2024, and effective from January 1, 2025, marks a new development in legislative thinking regarding Hanoi . The 2024 Capital City Law creates a breakthrough by strongly decentralizing power to Hanoi in many areas such as organizational structure, finance, investment, planning, and environment, contributing to shortening the time for handling administrative procedures.
Particularly in urban planning and development, the 2024 Capital City Law has created a legal basis for Hanoi to approach development in an integrated, multi-sectoral manner, linked to regional cooperation and sustainable development. The City People's Committee can decide on planning and investment mechanisms and tools without going through many intermediate steps, shortening the time for project preparation and implementation.
In the cultural, social , and scientific-technological fields, the Capital City Law creates a legal framework for prioritizing resources, developing the cultural industry, promoting scientific and technological development, fostering innovation, and facilitating digital transformation. The 2024 Capital City Law is considered a breakthrough in social security, stipulating the development of a diverse and comprehensive system of social policies, social security, and social welfare in the Capital City; including policies for developing social housing and social insurance schemes.

In a special news program titled "Revising the Capital City Law - Perfecting the Institutions for Hanoi's Development in the New Era," broadcast by the Hanoi Press and Broadcasting Agency on the evening of March 21st, Deputy Director of the Department of Justice Nguyen Cong Anh assessed the implementation process and positive impacts of the 2024 Capital City Law, stating that city agencies have implemented very systematic and decisive steps to organize the enforcement of the law from the very beginning.
Notably, the dissemination of information was implemented early and comprehensively. The city quickly developed a master plan; departments and agencies also issued implementation plans shortly thereafter. A large-scale conference was held in a hybrid format, connecting 600 locations with over 30,000 participants, including leaders from the city level to the grassroots, and a team of officials and civil servants.
Following the conference, departments, agencies, and localities continued to organize training courses, attracting nearly 100,000 participants. This is a remarkable result, demonstrating the coordinated efforts in disseminating and thoroughly understanding the 2024 Law on the Capital City.
Simultaneously, the drafting of implementing documents for the Law on the Capital City has also been accelerated. According to Mr. Nguyen Cong Anh, this law contains a large volume of detailed regulations. However, with close coordination between Hanoi city and central ministries and agencies, the necessary documents have been issued. In just one year, more than 70 documents, including both legal regulations and guiding documents, have been completed, creating a legal basis for the law's implementation.
"Although it has only been implemented for over a year, many policies of the Law have initially proven effective. In the economic field, the city's budget is expected to reach over 700,000 billion VND in 2025; regarding attracting foreign investment, as of November 2025, Hanoi has attracted nearly 4 billion USD in FDI capital, showing that the mechanisms and policies to encourage investment, production, and business are gradually being put into practice," Mr. Nguyen Cong Anh commented.
In the cultural sector, activities are vibrant, attracting large numbers of locals and tourists. Many cultural spaces and destinations are effectively utilized, contributing to the promotion of tourism and economic growth; pedestrian zones continue to play their role, creating highlights for urban life.
Regarding organizational structure, according to the Deputy Director of the Hanoi Department of Justice, the 2024 Law on the Capital City has created a basis for Hanoi to implement a streamlined urban government model, clearly defining functions and responsibilities between levels, avoiding overlapping authority and responsibility. At the same time, policies for civil servants, especially those aimed at attracting and utilizing talent, have been implemented and have initially yielded positive results.
完善 Law on the Capital City for the new development phase
According to Mr. Nguyen Cong Anh, the most striking impression was the decisive leadership of Hanoi city officials and the proactive and ready spirit of agencies in coordinating with central ministries and departments. Many important regulations were issued within just six months; even more complex regulations were finalized in less than a year, ensuring timely completion and effectiveness as stipulated.
It can be seen that, after more than a year since its approval and implementation by the National Assembly, the 2024 Law on the Capital City has initially proven effective, creating a unique legal basis for Hanoi's development. In particular, the Law has established an institutional framework that grants greater autonomy to the city government in governance, development, and resource mobilization. The practical implementation of the Law on the Capital City has shown positive results in various fields.
The 2024 Capital City Law is considered a crucial and historically significant foundation for the comprehensive and sustainable development of Hanoi in the new era.
