This is the orientation that the Institute of Strategy and Policy on Natural Resources and Environment determined at the Conference summarizing the work in 2023 and the direction and tasks for 2024.
Perform well the role of advisory and policy making
Reporting on the results achieved in 2023, Mr. Nguyen Ngoc Tu - Chief of Office of the Institute of Strategy and Policy on Natural Resources and Environment said: In 2023, with the great efforts of the collective Leadership, officials and employees, many tasks were implemented and basically met the progress and quality. Last year, the Institute implemented the tasks of developing a Decree detailing the amended Land Law, developing the amended Mineral Law, the amended Water Resources Law; completing the task of summarizing 10 years of implementing Resolution 24-NQ/TW of the 11th Party Central Committee on Proactively responding to climate change, strengthening resource management and environmental protection.
At the same time, the Institute continues to monitor the submission and completion of the task of developing the "Decision of the Prime Minister on promulgating the National Action Plan for implementing the circular economy "; "Decision of the Prime Minister on promulgating Regulations on environmental criteria and confirmation for projects granted green credit and issuing green bonds".
The Institute has organized and implemented well science and technology (S&T) projects and topics according to the approved plan for 2023. S&T tasks are contributing to proposing, amending and perfecting regulations in the Land Law and the revised Law on Geology and Minerals; implementing regulations of the 2017 Planning Law; proposing a number of directions to perfect policy instruments on applying a market-based approach to solid waste management in Vietnam; the system of legal documents, the system of policy institutions to establish and perfect the legal corridor on natural resources and environment.
Last November, the Institute successfully organized the Circular Economy Forum 2023 with the theme "Building a National Action Plan to Implement a Circular Economy". The event aimed to deploy major and important orientations and policies of the Party and State on promoting the implementation of a circular economy in Vietnam, determining a roadmap, promoting public-private cooperation, mobilizing bilateral and multilateral resources from international organizations and the business community to effectively implement the National Action Plan to Implement a Circular Economy in Vietnam in the coming time.
In addition, the Institute has also expanded and effectively implemented signed international cooperation agreements. The results of implementing scientific and technological tasks and international cooperation projects have basically provided the basis for the orientation of the work of building strategies, policies and legal documents in the field of natural resources and environment. The signing and implementation of cooperation agreements have contributed positively to making the Institute's research on strategies and policies on climate change, natural resources and environment more comprehensive.
Focus resources on key tasks
Regarding the direction of tasks in 2024, Chief of Office Nguyen Ngoc Tu said that the Institute will continue to carry out the assigned tasks and complete the submission to the Ministry of Natural Resources and Environment on schedule. In particular, prioritizing and focusing resources on implementing key tasks assigned by the leaders of the Ministry of Natural Resources and Environment such as: Organizing the 12th Asia- Pacific Regional Forum on Waste Reduction, Reuse, and Recycling (3R); participating in the implementation of tasks of developing Laws, Decrees, Circulars, and Strategies as assigned by the Ministry of Natural Resources and Environment; organizing the Circular Economy Forum scheduled for 2024.
In addition, the Institute will continue to carry out scientific and technological tasks at all levels and regular research tasks according to its functions, ensuring quality and progress. At the same time, it will continue to promote the role of strong research groups and potential research groups. Develop a plan for scientific research cooperation with research institutes and universities at home and abroad; complete management documents, issue mechanisms and policies to support and encourage staff and researchers in scientific research.
Regarding international cooperation, the Institute will effectively manage and implement international cooperation projects, maintain and expand the international partnership network. Promote the mobilization of international funding sources, develop international cooperation proposals in the field of natural resources and environment. Continue to implement signed Memorandums of Understanding (MOUs), negotiate and sign new MOUs with international research institutes in the field of natural resources and environment.
At the end of the Conference, Director Nguyen Dinh Tho said that in the coming time, the Institute's leadership and staff will continue to promote a serious working spirit and strive to complete the tasks of 2024. The Institute hopes to continue to receive close and timely attention and direction from the Ministry's leaders; timely support, assistance and coordination from relevant units inside and outside the Ministry in performing its tasks.
