Promoting internal resources for sustainable poverty reduction

Identifying poverty reduction as one of the important tasks, contributing to the completion of the goal of building advanced new rural areas, in recent times, the Party Committee, government and people of Lang Son commune, Ha Hoa district have focused on promoting internal resources, taking advantage of State support resources to develop production, sustainably reduce poverty, thereby achieving many remarkable results.

The Thai banana growing model of Mr. Tran Van Manh's family in Zone 3 brings in hundreds of millions of VND in revenue each year, creating jobs for over 10 local workers.

Located 5km from the district center, Lang Son mountainous commune has a natural area of 898.53 hectares, more than 1,200 thousand households with nearly 4,400 people distributed in 5 administrative areas. Along with promoting the potential and strengths of the locality, the commune has actively and flexibly applied and effectively implemented the policies, programs, and projects of the district, province, and the Central Government; integrating support capital sources under the National Target Programs to develop the economy through shifting the structure of crops and livestock towards commodity production associated with new rural construction.

Along with that, the commune also focuses on developing small-scale industries, services, trade, mobilizing all resources to invest in building traffic infrastructure; creating conditions for people to borrow capital for production, business, and developing diverse industries such as: Agricultural processing, mechanics, civil carpentry, construction... Currently, the commune has 2 forestry processing workshops; 87 households producing and processing wooden products, sawing wood, milling, mechanical processing, aluminum and glass; 1 garment cooperative and 5 garment processing workshops...; creating regular jobs for over 500 local workers. Thereby, the average income per capita of the commune reaches over 44 million VND/person/year; the rate of poor households is reduced to 8.4%, and the rate of near-poor households is 7.5%.

Striving to achieve the goal of limiting poverty relapse, improving living standards, increasing income, creating conditions for the poor and poor households to conveniently access medical services, health care,education , etc., each year the commune coordinates with units to open 5-10 vocational training classes, training in cultivation and animal husbandry techniques for people; mobilizing people to promote local strengths to expand the area of fruit trees such as bananas, oranges, grapefruits and aquaculture, thereby creating jobs for hundreds of workers; the rate of trained workers and workers with certificates reaches nearly 70%.

The Party Committee and the communal government focus on effectively deploying support resources from poverty reduction programs and projects to the people. For households lacking capital for production, the communal People's Committee directs the review and determination of loan needs and coordinates with banks to create conditions for poor, near-poor, and newly escaped-poverty households to borrow preferential credit. Up to now, the total outstanding loans of the Social Policy Bank and the Agricultural and Rural Development Bank entrusted by the commune's socio- political organizations have reached over 80 billion VND. Preferential capital has helped many poor and near-poor households in the commune overcome difficulties and escape poverty.

Mr. Phan Van Co and his wife in Zone 1 are one of the typical households in the commune in terms of the spirit of overcoming difficulties and rising up in labor and production. Thanks to changing the way of thinking, working and being willing to learn, in 2023, Mr. Co's family boldly borrowed capital to successfully invest in building a model of raising snails in tarpaulin tanks combined with growing crops and raising poultry, which has so far brought in a stable income of 100 million VND/year.

Thanks to the strong leadership and direction of the Party Committee and the implementation of synchronous and effective solutions in economic development, promoting the restructuring of agricultural production, the cultural and spiritual life of the people in the commune has also improved. Education, health care and people's health care have received attention and achieved important results. Patriotic emulation movements and campaigns have been promoted and spread widely among cadres, party members and people.

Comrade Pham Van Luong - Chairman of the Commune People's Committee said: "Implementing the directives and plans of the District People's Committee, the Party Committee and the Lang Son Commune Government will continue to mobilize the entire political system to participate in propagating and mobilizing the people to well implement the economic development and sustainable poverty reduction targets. At the same time, in order to encourage people to invest in developing fruit trees, crops and livestock with economic value, the local government will create all conditions for land, coordinate with units to organize training, transfer science and technology to households, thereby contributing to increasing economic value, striving to reduce the poverty rate of the whole commune to below 7% by the end of 2024".
