On the morning of February 7th, at the National Conference on studying, understanding, and implementing the Resolution of the 14th National Congress of the Party, Comrade Bui Thi Minh Hoai, Member of the Political Bureau, Secretary of the Central Committee of the Party, Secretary of the Party Committee of the Vietnam Fatherland Front (VFF) and central mass organizations, and Chairwoman of the Central Committee of the Vietnam Fatherland Front, presented a thematic report entitled: "Promoting the strength of national unity in the cause of national construction, development, and defense in the new era."

National unity is the decisive factor in all victories.

Comrade Bui Thi Minh Hoai emphasized: National unity is a precious tradition of our nation, a strategic guideline, the "red thread" running throughout the revolutionary leadership process of our Party; it is the decisive factor in all victories in the cause of building and defending the Fatherland.

Imbued with Marxist-Leninist theory on the role of the masses as creators of history and President Ho Chi Minh 's ideology of "the people are the foundation," our Party has creatively applied these principles to revolutionary practice, leading our nation and country to achieve great victories, from the August Revolution of 1945 to the Dien Bien Phu Victory of 1954, from the great Spring Victory of 1975 to the national renewal process. Each historical turning point bears the indelible mark of the collective efforts and unity of the entire nation under the leadership of the Party.

Throughout the Party Congresses, especially during the 40 years of reform, the Party's viewpoint on harnessing the strength of the people and promoting the power of national unity has been expressed increasingly profoundly and comprehensively.

The 14th National Congress of the Party, based on a profound assessment of the country's achievements over 40 years of reform, especially the achievements of the 13th Party Congress, reaffirmed the role and strength of the people, the strength of national unity, asserting that the strength of national unity is the strength of the nation, and set forth policies, viewpoints, and tasks to further unleash the strength of the people and the strength of national unity in achieving the goal of development and building a prosperous, civilized, and happy country.

According to Comrade Bui Thi Minh Hoai, over the 40 years of implementing the reform policy, including the 5 years of the 13th National Congress of the Party, our country has achieved many great and historically significant accomplishments. Our country has become a high-middle-income developing country with a firmly established socialist orientation; the role, position, and international prestige of the nation have been enhanced; the material and spiritual lives of the people have improved significantly; and national defense and security have been firmly ensured. These achievements are the result of the wise and skillful leadership of our Party and are clear evidence of the correctness of the reform policy and the development of the country along the socialist path that our Party and people have chosen. These results and achievements are also the result of the contributions of the people, the intellect, and dedication of all strata of society, of entrepreneurs, intellectuals, ethnic groups, soldiers, compatriots, and overseas Vietnamese…

The political report presented to the 14th National Congress of the Party drew five valuable lessons learned after 40 years of reform, among which the lesson on harnessing the strength of the people and promoting national unity was clearly stated in the third lesson: “Deeply understand and thoroughly practice the viewpoint that 'the people are the foundation.' Promote the role and central position of the people. Strengthen and effectively promote the strength of the people and the great national unity. All policies and guidelines must truly stem from the legitimate aspirations, rights, interests, and happiness of the people; truly trust, respect, and promote the people's right to self-governance; persistently implement the motto 'the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit'; tighten the close relationship between the Party and the people, relying on the people to build the Party and the political system. Take the satisfaction and trust of the people and businesses, and the effectiveness of work as criteria.” "Evaluating cadres." Based on the above lessons learned, our Party continues to affirm the great role of the people in the cause of renovation, national construction, and defense.

Developing and implementing the National Unity Strategy

Comrade Bui Thi Minh Hoai affirmed: The documents of the 14th National Congress of the Party continue to affirm and deepen the central and leading role of the people in achieving the national development goals by 2030, realizing the vision to 2045, and the aspiration to build a strong and prosperous country. In particular, the viewpoint of promoting the strength of national unity is consistently reflected throughout the documents of the 14th National Congress of the Party.

The "People are the Foundation" perspective: the people are the subject, the center, the goal, and the driving force of development. All policies and guidelines of the Party and State must truly stem from the needs, aspirations, rights, and legitimate interests of the people; they must aim to improve the material and spiritual lives of the people; and respecting, guaranteeing, and protecting human rights, civil rights, happiness, and satisfaction of the people should be the measure and goal of development.

The perspective of "the people are the masters, the people are in control": To ensure the people's right to self-governance, it is necessary to build and perfect mechanisms and policies to effectively implement the people's right to self-governance, implement laws on grassroots democracy, and adhere to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Promote the role of the people in building a clean and strong Party and political system. Implement the principle of the Party being closely connected with the people, serving the people, being subject to the people's supervision, and being accountable to the people for its decisions. Promote the people's right to self-governance in all areas of social life. Establish appropriate, convenient, and reliable mechanisms for the people to participate in the process of formulating guidelines, policies, and deciding on major and important issues of the country; uphold the responsibility of Party and State agencies to receive, inform, and explain the people's suggestions and proposals. Fully implement direct democracy and representative democracy, especially grassroots democracy; combat manifestations of formal democracy. Party committees, party organizations, organizations within the political system, cadres, party members, civil servants, and public employees must set an example in practicing democracy, complying with the law, and upholding social responsibility and ethics. Promote the role of the Vietnam Fatherland Front, political and social organizations, and people's associations in representing and exercising the people's right to self-governance.

Promoting democracy goes hand in hand with strengthening social responsibility, order, and discipline; enhancing social consensus while upholding citizens' sense of responsibility; and strictly dealing with acts that violate the people's right to self-governance, exploit democracy to undermine the Party and the State, destabilize political and social stability, divide national unity, and infringe upon the legitimate rights and interests of organizations and individuals.

Perspective on strengthening national unity: Implementing national unity on the foundation of the alliance between the working class, the peasantry, and the intelligentsia, led by the Communist Party of Vietnam ; harmoniously resolving conflicts of interest; ensuring fairness and equality among ethnic groups, classes, social strata, and every citizen in accessing opportunities and enjoying the fruits of development.

The Resolution of the 14th National Congress of the Party outlined the direction and tasks for consolidating the great national unity, including: Building the Vietnam Fatherland Front into a truly political alliance, a voluntary union of political organizations, socio-political organizations, social organizations, and outstanding individuals from all classes, social strata, ethnic groups, religions, and overseas Vietnamese. Building a civilized and comprehensively developed Vietnamese peasantry with willpower, self-reliance, self-strength, and aspirations for advancement; promoting the leading role of farmers in agricultural and rural economic development and the construction of new rural areas. Building and developing a strong and comprehensive Vietnamese intellectual and artistic community with a rational structure, high quality, strong patriotism and civic responsibility, revolutionary character and ideals, and representing Vietnamese intellect. To nurture and develop Vietnamese women in the new era, promoting their traditions, potential, strengths, intelligence, and spirit of self-reliance and aspiration for advancement, and actively building progressive, civilized, prosperous, and happy Vietnamese families.

Building a strong Vietnamese business community with patriotism, social responsibility, national self-reliance, a desire to contribute, respect for the rule of law, and the capacity for international integration and competition, contributing to the development of a prosperous, civilized, and happy country. Strengthening the education of young Vietnamese generations on revolutionary ideals, ethics, lifestyle, patriotism, national pride, nurturing dreams, aspirations, willpower, and a desire to contribute, and upholding responsibility towards the country and society. Promoting the role of veterans and former police officers in educating the younger generation about patriotic traditions and revolutionary heroism, upholding the essence and traditions of "Uncle Ho's soldiers" and "revolutionary police officers." Leveraging the wisdom, prestige, and experience of the elderly in families, communities, and society, protecting and caring for the elderly, especially in the context of a rapidly aging population. Ensuring equality, solidarity, and mutual support for development among all ethnic groups.

Promoting the positive spirit, self-reliance, and self-improvement of ethnic minorities in socio-economic development, striving to overcome poverty and achieve sustainable multidimensional poverty reduction. Ensuring and respecting the freedom of belief, religion, and non-belief of the people; mobilizing, uniting, and gathering religious organizations, followers, dignitaries, officials, and clergy to live "a good life and a virtuous life," accompanying the nation, and actively participating in patriotic emulation movements and campaigns.

Promote the mobilization of overseas Vietnamese, especially the younger generation, to maintain ties with their homeland, preserve national identity and culture, strengthen citizen protection, and support overseas Vietnamese in achieving a solid legal status, integrating into society, and making positive contributions to their host countries and the nation. Promote theoretical research and practical summaries on the practice of socialist democracy, promoting the people's right to self-governance, and the tradition and strength of national unity; determine the foundation, core content, principles, and forms and methods of alliance between the working class, the peasantry, the intelligentsia, and other strata of the people in the new era. Develop and implement the National Unity Strategy until 2035, with a vision to 2045.

The perspective is to continue innovating the content and methods of operation of the Vietnam Fatherland Front and political and social organizations as the core to empower the people, promote the people's right to self-governance; gather and utilize all resources, creative capacities of the people and the strength of national unity in the cause of building and developing the country.

Strongly promote the leading role of the people.

In order to concretize and effectively implement the Resolution of the 14th National Congress of the Party, adhering closely to the goals, guiding principles, development orientations, key tasks, and strategic breakthroughs, while ensuring consistency with the domestic and international situation, and meeting the requirements of rapid and sustainable national development and national defense in the period 2026-2031, with a vision to 2045, the Action Program of the Central Committee of the Party to implement the Resolution of the 14th National Congress of the Party has clearly outlined a system of key and comprehensive tasks and solutions.

In order to strongly promote the role of the people as the main actors, socialist democracy, and the strength of national unity in the new era, the Party has clearly outlined five key solutions and tasks that need to be focused on implementing: Building mechanisms and policies to effectively implement the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; building and implementing mechanisms and policies to ensure the people's right to participate in contributing opinions to the process of formulating the Party's guidelines, policies, and laws of the State, ensuring the accountability of Party and State agencies to the people; concretizing solutions and conditions for implementing democracy at the grassroots level; building and implementing specific mechanisms and policies to achieve the goals of development for all classes and strata of the people; policies on ethnicity, religion, beliefs, and Vietnamese people abroad; To develop and organize practical research projects and topics on the practice of socialist democracy, promoting the people's right to self-governance, and upholding the nation's fine traditions.

At the same time, strengthen mass mobilization work, tighten and deepen the close relationship between the Party and the people, and rely on the people to build the Party: Build and implement mechanisms to ensure the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; organize the collection of people's opinions in the development of laws and socio-economic development policies; strengthen contact and dialogue between the heads of Party committees and government with the people and promptly resolve legitimate and lawful requests of the people; seriously fulfill the responsibility of Party members working regularly to maintain contact with Party organizations and the people in their places of residence. Strongly innovate the content and methods of operation of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and the State according to the new organizational model, at the central, provincial, and commune levels, focusing strongly on the grassroots.

Comrade Bui Thi Minh Hoai clearly stated: Great national unity is the cause of the entire people, the responsibility of the Party and the entire political system. Unity within the Party is the core, the solid foundation for building unity within the political system, great national unity, and international solidarity. The Vietnam Fatherland Front and political and social organizations play a core political role in gathering, uniting, and strongly promoting all resources, potential, and creativity of the people for the cause of building and defending the Fatherland.

In response to the increasingly demanding requirements of national construction and defense in the new era, we will continue to uphold the tradition and strength of national unity, strengthen social consensus, strongly awaken patriotism, national self-reliance, faith, and aspirations to contribute to building a more prosperous, civilized, and happy country; contributing to the successful achievement of the national development goals set forth in the 14th National Congress: "by 2030, to become a developing country with modern industry and high middle income; to realize the vision of becoming a developed country with high income by 2045 for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism."
