On the afternoon of January 21st, at the 14th National Congress of the Communist Party of Vietnam, on behalf of the delegation of the Hue City Party Committee, the Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hue City, Nguyen Chi Tai, presented a paper on the topic: "Leveraging the strengths of heritage, building Hue into a heritage city, a unique cultural and tourism center of international stature." The paper aimed to contribute a practical perspective on promoting the value of heritage and developing Vietnamese culture and people, while also proposing solutions in the fields of culture and tourism in the new era of the country.
Hue – a land that embodies the essence of the nation's heritage.
Hue is a land with a history of more than seven centuries of formation and development, a place where the finest values of the nation converge, and the only locality in the country to possess eight UNESCO-recognized cultural heritage sites.
The heritage space of Hue encompasses a rich system of imperial architecture, traditional festivals, court art, music , cuisine, and the elegant and compassionate lifestyle of the people of Hue.
The city of Hue is honored and proud to be the place that was closely associated with President Ho Chi Minh's childhood for about 10 years when he and his family came to live and study in the imperial capital of Hue.
It was this land and its people that contributed to nurturing and shaping President Ho Chi Minh's patriotic ideology, which then motivated him to leave and seek a way to save the country and regain independence and freedom for the nation.
Using culture and heritage as the foundation for urban development.
In the current era, amidst the trend of industrialization and modernization, Hue remains steadfast in its goal of developing with culture and heritage at its center, as the foundation and driving force for a green, smart, and distinctive heritage city model, contributing to socio-economic development.
The Party Committee, government, and people of Hue City are determined to build Hue into a unique cultural and heritage city, where the past and present intertwine in contemporary life. This is an important foundation for building Hue into a heritage city, a cultural and tourism center of Vietnam.
Over the past period, deeply understanding the Party's guidelines on cultural development, Hue has implemented many comprehensive and creative solutions; promoting the restoration of heritage sites and the revival of intangible cultural values.
The cultural space of the royal court is harmoniously connected with folk culture and religious culture, contributing to enriching spiritual and cultural life and creating many unique tourism products.
Focus on developing the night-time economy and cultural brands with rich identity.
The city has focused on developing its night-time economy with numerous pedestrian zones, food streets, and music and art performances. Hue's cultural and tourism brands continue to be affirmed as "Vietnam's Characteristic Festival City," "ASEAN Cultural City," "Hue - Culinary Capital," and "Hue - Ao Dai Capital."
Festival events, organized regularly according to a four-season model, are widely promoted, creating a strong attraction for domestic and international tourists and generating high economic returns.
The city has developed tourism products linked to heritage spaces, and organized many art programs recreating Nguyen Dynasty court festivals such as "Echoes of the Capital," "Vietnamese Sounds," and "Harmony in the Royal Palace."
Applying technology and digital transformation in promoting heritage
In particular, the city has focused on applying information technology and digital transformation in the fields of culture and tourism.
The cultural industry is gradually receiving more attention. The expansion of relationships with domestic and international organizations in the fields of research, restoration, and promotion of heritage values is being actively pursued.
These results have made a significant contribution to promoting the city's image, spreading it widely, and creating a lasting impression on domestic and international tourists.
Leveraging the strengths of a heritage city while preserving and developing the cultural identity of Hue and its people is a priority for the city's Party Committee. The city has focused on prioritizing investment in environmental protection, preserving natural landscapes, and protecting heritage spaces.
Many activities and movements have developed strongly and spread widely, such as "Green Sunday" and "Act to make Hue greener, cleaner, and brighter." Environmental protection policies have played a significant role in preserving the beauty of Hue's cultural space, natural landscape, and people.
It can be affirmed that Hue is currently embodying the image of a heritage city, encompassing culture, ecology, landscape, environmental friendliness, and intelligence.
The position of this unique cultural and tourism center of Vietnam and the region is gradually being affirmed, striving to become an economic hub of the Central Vietnam key economic region, developing in a green and sustainable direction.
Hue has been, is, and will continue to steadfastly develop in line with the orientation of a green, smart, and distinctive urban area, guided by the motto "Hue develops rapidly on the foundation of a knowledge-based economy and sustainably on the foundation of culture."
Harmoniously combining conservation and development, promoting the value of cultural heritage, especially UNESCO-recognized heritage; preserving and promoting the values of Vietnamese cultural identity, while also promoting the value of the system of old streets, garden houses, and ancient villages; forming tours and routes for heritage tourism, spiritual tourism, craft village tourism, and ecotourism.
Challenges facing heritage cities
Alongside its many commendable achievements, Hue is facing numerous challenges and limitations that directly affect its goal of becoming a distinctive international cultural and tourism center.
Urbanization and socio-economic development pressures place enormous demands on the conservation and restoration of historical sites. Many sites are severely degraded while investment resources remain limited.
Climate change and increasingly extreme natural disasters are significantly impacting the heritage sites and environmental landscape of the city. The progress of digitizing heritage sites is slow, the quality of tourism products is not high, and there is a shortage of high-quality human resources in the fields of culture and tourism. However, with the continuous efforts of the Party Committee, government, and people of Hue City in recent years, the aforementioned difficulties will serve as a driving force for Hue to innovate its development thinking, strongly promote the potential of the heritage city, and effectively carry out the work of preserving and maintaining cultural values while ensuring sustainable development and deep international integration.
3 pillars of sustainable development and breakthroughs in culture and tourism.
The city of Hue has set a goal to develop Hue into a distinctive heritage city of Vietnam by 2030, a center for culture, tourism, specialized healthcare, science and technology, and a high-quality multi-disciplinary education and training center.
Based on the analysis of the aforementioned opportunities and challenges, and adhering to the spirit of Resolution 80-NQ/TW of the Politburo on the development of Vietnamese culture with the guiding principle: Developing culture and people is the foundation, an important endogenous resource, a great driving force, a pillar, and a regulating system for the rapid and sustainable development of the country; in the coming time, the city will build a new sustainable and breakthrough development strategy in the field of culture and tourism with three important pillars: preserving heritage associated with developing the heritage economy; building a tourism ecosystem and cultural industry; and promoting the human factor and the cultural identity of Hue.
Five groups of solutions to realize the aspiration of a heritage city.
To effectively implement the above contents, in the coming period, the city will focus on effectively implementing a number of specific solutions, including:
Firstly, we must continue to raise awareness and responsibility throughout society regarding the role of culture and heritage in development. Preserving and promoting heritage values is not only the responsibility of the cultural sector or the government, but also the responsibility of the entire political system, in which the people of the city play a very important role.
Conservation efforts must go hand in hand with promoting the value of heritage, ensuring sustainable development based on Hue's culture and identity, while focusing on solutions to effectively implement and exploit the potential and strengths of the heritage, avoiding any negative impact on the heritage.
Secondly, the city will focus on investing in building Hue into a leading cultural and tourism destination in Southeast Asia by improving the quality of tourism services, developing new tourism products, attracting investment in ecotourism, resort tourism, beach and lagoon tourism, spiritual tourism, medical tourism, developing the night-time economy, promoting East-West economic corridor linkages and regional linkages, enhancing the promotion of heritage and culture through digital technology, and forming a smart ecotourism system.
Thirdly, continue to mobilize resources for the restoration and preservation of the system of historical relics in the city, especially the Hue Imperial Citadel complex.
Emphasis is placed on the overall conservation of traditional houses, ancient villages, and old streets; supporting the development of public and private museums; protecting unique natural landscapes such as the Perfume River, Ngu Mountain, the Tam Giang-Cau Hai lagoon system, Lang Co Bay, and Bach Ma National Park; and strengthening international cooperation in the fields of conservation and culture.
Fourth, vigorously develop the cultural industry and creative economy, forming creative spaces, performing arts centers, digital museums, open libraries, encouraging businesses, organizations and individuals to participate in creating high-value cultural products, contributing to job creation and economic development while preserving cultural identity.
Fifth, preserve and promote traditional art forms, while fostering contemporary art creation with a distinct Hue identity. Focus on training and developing high-quality human resources.
In the coming period, the city will coordinate with universities, research institutes, and international organizations to provide in-depth training in the fields of conservation, culture, tourism, and creative arts, creating conditions for Hue culture to spread in social life and integrate strongly with the world.
To achieve the above strategic goals, Hue City respectfully requests the Central Government to pay attention to and issue mechanisms and policies on exploiting the strengths of the heritage city, especially mechanisms for socializing the exploitation of heritage values in the development of tourism services in the heritage city; support international cooperation programs on heritage preservation, cooperation with UNESCO and international organizations on the preservation of landscapes and tangible and intangible heritage; and issue new, superior mechanisms and policies to create momentum for the city's development, supporting the city in building itself into a city worthy of being a unique cultural and tourism center and a distinctive heritage city of Vietnam in accordance with the spirit of Resolution 54 of the Politburo.
Hue's Aspiration: A Heritage City of Global Significance
Comrade Nguyen Chi Tai affirmed that what gives Hue its enduring vitality is not only its buildings, relics, cultural heritage, or festivals, but also the people of Hue with their profound characteristics: elegance, compassion, intelligence, and creativity.
Hue culture and its people serve as a bridge between the past and the present, between tradition and innovation, between heritage and creativity, within the diverse yet unified flow of Vietnamese national culture.
The Party Committee and people of Hue City will continue to promote the spirit of unity and innovation, resolutely implement socio-economic development tasks, preserve and promote heritage values, and build Hue into a cultural and heritage city of international stature with a green, smart, and distinctive urban model.
