
“Building Ha Tinh cultural people is the foundation of development”
.PV: Sir, the 20th Congress of the Ha Tinh Provincial Party Committee has identified “building people and the cultural environment of Ha Tinh” as one of the strategic breakthroughs. Could you please tell us about the industry’s thinking and major orientations in the period 2025-2030?
- Mr. Tran Xuan Luong: That's right, developing Ha Tinh's culture and people is a pillar throughout the province's development strategy. Our thinking is to shift from "cultural management" to "cultural creation and development", taking people as the center, both the goal and the driving force of sustainable development.
In the 2025-2030 period, the industry will focus on three major orientations. First, building a healthy cultural environment, associated with local identity, valuing moral education, lifestyle and behavioral standards in the community. Second, developing cultural industries, exploiting heritage values, literature and art, and youth creativity to create new economic values. And third, making culture a spiritual driving force to promote innovation, integration and human development of Ha Tinh in the digital age.
In the context of strong digital transformation, what solutions does Ha Tinh's cultural sector have to bring culture closer to the people, especially the young generation - who are both the subjects and beneficiaries?
- We identify that digital transformation is not only a tool but also an inevitable trend to innovate cultural approaches. The Department has been implementing the Digital Transformation Project for the cultural sector for the period 2025-2030, focusing on digitizing cultural heritages, building a unified cultural - tourism database, developing exhibition spaces and virtual museums, and applying virtual reality technology (VR/AR) in introducing relics.
In addition, social networking and digital media platforms are being used extensively to spread Ha Tinh’s cultural values to young people. Many models such as “Community Digital Library”, “Online Reading Space”, “Ha Tinh Youth with Homeland Heritage” are creating positive effects, helping culture step out of the traditional framework to integrate into modern life.

. One of the “soft assets” of Ha Tinh is its rich system of tangible and intangible cultural heritage. In your opinion, what is the direction to promote heritage values associated with sustainable tourism development, turning culture into an economic resource?
- Ha Tinh currently has about 1,800 inventoried relics, of which 694 are ranked, along with many valuable intangible heritages such as Vi and Giam folk songs of Nghe Tinh, and Ca Tru. To turn heritage into a development resource, we are simultaneously implementing two directions: live preservation and smart exploitation.
The province has approved a plan to promote the value of key relics such as Nguyen Du Memorial Site, Dong Loc T-junction, Huong Tich Pagoda Tourist Area, connecting with tourist routes. The Department will continue to coordinate with the tourism industry and travel agencies to develop "cultural - heritage tourism" products, which both educate about traditions and contribute to the local economy.
Many opinions say that “ doing culture” today must be linked to the market and creative industry. How will Ha Tinh approach this issue to turn culture into an industry that truly contributes to growth?
- Our view is that culture is not only a field of spiritual consumption but also a special economic sector of creativity. Ha Tinh is gradually forming a cultural industrial ecosystem with potential fields such as souvenir production, performing arts, design, media and experiential tourism.
The province has included the development of cultural industries in its planning and economic development programs. In the near future, the industry will implement a program to support creative startups in the cultural field, encourage young artists and creative businesses to participate in the cultural - tourism product chain, and create new values from local resources.

"Grassroots cultural life must be truly practical"
The movement “All people unite to build a cultural life” has been a bright spot for many years. What plans does the industry have to renew this movement, avoid formalities and link it with new rural construction?
- This movement has become a beauty of Ha Tinh, however, it is true that it needs to be renewed to suit reality. The focus of the next phase is to improve the quality of titles, linking the construction of cultural life with the construction of new rural areas and civilized urban areas. The Department will deploy the model of "Model cultural villages and residential groups" - where behavioral culture, living space, landscape, and cultural institutions are synchronized.
We also promote the role of the community, considering each citizen as the subject of cultural creation. When the movement is no longer a movement, but becomes a daily way of life, that is sustainable success.
With a vision to 2030, Ha Tinh is aiming for the image of “a land of cultural values - kind people - an experiential destination”. Can you share specific models or programs to realize this message?
- We are implementing the Ha Tinh Culture and Human Development Strategy to 2030, focusing on building open cultural spaces: Walking Street, Community Cultural Tourism Village, contemporary art spaces in urban areas and coastal tourist areas. Some typical models such as Phu Lam Community Tourism Village (Huong Khe commune), Vi, Giam space in Cam Xuyen, Huong Tich Pagoda festival will be invested synchronously, combining conservation and innovation.
Besides, the industry is coordinating with relevant departments and branches to develop communication programs to spread the image of the land of love, resilience and studiousness - the unique identity of Ha Tinh people.

Cultural facilities, cultural houses, sports centers, and libraries are still weak points in many localities. What direction does the industry have to overcome this and bring culture closer to the people, especially in rural and mountainous areas?
- This is a situation that we are very concerned about. In the coming time, the Department will advise the province to implement the Project on investing in upgrading grassroots cultural and sports institutions in the period 2025-2030, mobilizing social resources to gradually complete the network of cultural houses, commune sports centers, and community libraries. The goal is that each commune, ward, and town has at least one effectively operating cultural institution, practically serving the living, studying, and training needs of the people.
In particular, for remote areas, the industry will develop models of "mobile library vehicles" and "mobile cultural activity points", bringing culture closer to the people, leaving no one behind in enjoying spiritual life.
If you had to choose the shortest message for the next 5 years of Ha Tinh's cultural sector, what would you want to convey to the staff, artists and people?
- I want to convey the message: "Arouse the desire for creativity, spread the pride of Ha Tinh". Culture is not only the heritage of the past but also the vitality of today. Every cadre, artist, and citizen of Ha Tinh needs to clearly see themselves as a "cultural worker", contributing to creating the identity, energy and pride of the homeland in the new era.
