Attending the conference at the main bridge were Vice Chairmen of the Provincial People's Committee; members of the Provincial People's Committee; representatives of relevant agencies and units. At the online bridges, there were representatives of leaders of departments, branches, sectors and affiliated departments, branches and units; leaders of communes, wards and heads of affiliated specialized departments and units.

According to the report at the conference, in October, the province's socio-economic situation continued to maintain a stable growth momentum. In particular, agricultural, forestry and fishery production, natural resources and environmental management achieved many positive results. The area of ​​​​main crops increased compared to the same period last year. Livestock activities were maintained well; livestock management and control, herd development associated with disease prevention and control in the province continued to be strengthened. The output of marine fisheries in October 2025 was estimated at 22,740.4 tons, up 3.7% over the same period. In the first 10 months, the output was estimated at 244,780.5 tons, up 2.8% over the same period. Aquaculture output is estimated at 2,319.7 tons, up 2.1% over the same period, and in the first 10 months, the output is estimated at 17,258.6 tons, up 0.5% over the same period. The whole province continues to effectively implement urgent solutions to combat illegal, unreported and unregulated (IUU) fishing and policies to support fishermen in offshore fishing according to regulations.

Industrial production in the province basically maintained stable growth. The index of industrial production (IIP) is estimated to increase by 8.79% over the same period. In the first 10 months of 2025, the IIP is estimated to increase by 9.7% over the same period; of which the manufacturing and processing industry increased by 7.88%; the mining industry decreased by 4.95%; the electricity production and distribution industry increased by 16.41%; water supply, management and treatment of wastewater increased by 11.05% over the same period.

The circulation of goods in the province continues to be maintained stably, the supply from the system of commercial centers, supermarkets, and distributors in the province is abundant, there is no hoarding of goods to increase prices. Total retail sales of goods and consumer service revenue is estimated at 17,073 billion VND, up 21.1% over the same period. In the first 10 months of 2025, it is estimated to reach 166,065.8 billion VND, up 13.3% over the same period.

In October 2025, the whole province is estimated to welcome 739,000 visitors, an increase of 18% over the same period in 2024 (of which: international visitors are estimated at 7,600, an increase of 0.6% over the same period in 2024; domestic visitors are estimated at 731,400, an increase of 18% over the same period in 2024). In the first 10 months of 2025, the whole province is estimated to welcome 11,390,700 visitors, an increase of 16.8% over the same period in 2024 (of which: international visitors are estimated at 105,300, an increase of 9.2% over the same period in 2024; domestic visitors are estimated at 11,285,400, an increase of 16.7% over the same period in 2024). Tourism revenue in 10 months is estimated at VND25,600 billion, up 9.9% over the same period in 2024.

Total state budget revenue by October 31, 2025 is 23,457 billion VND, reaching 113.2% of the central budget estimate and 97.4% of the provincial People's Council's estimate. As of November 9, 2025, total state budget revenue is 23,757.6 billion VND, reaching 114.6% of the central budget estimate and 98.7% of the provincial People's Council's estimate.

In October 2025, the province attracted 17 new investment projects with a total registered investment capital of over VND 35,000 billion. In the first 10 months of the year, the province attracted 161 investment projects (reaching 97.6% of the yearly plan) with a total registered investment capital of over VND 113,000 billion.

Besides, the socio-cultural situation in the province continues to have many positive changes; social security is ensured, people's lives in the province are basically stable; national defense and security are maintained; social order and safety are firmly maintained.

In particular, in the first days of November 2025, the entire political system from the province to the grassroots actively, proactively and resolutely deployed response work to storm No. 13. Immediately after the storm, the authorities mobilized more than 14,000 officers, soldiers, and militiamen to participate in overcoming the consequences. At the same time, the province promptly allocated about 186 billion VND to help more than 51,000 households with damaged houses, helping people stabilize their lives soon.

According to the report of the Provincial People's Committee Office, in October 2025, departments and branches completed 20/21 key tasks assigned by the Provincial People's Committee; 01 task was extended by the Provincial People's Committee. In addition, the implementation of regular tasks; receiving and handling feedback and recommendations from localities also achieved positive results.

Regarding the results of the index of serving people and businesses, as of November 10, 2025, Gia Lai province achieved 90.29 points (an increase of 3.67 points compared to September 2025), classified as "Excellent" and ranked 7th out of 34 provinces and cities nationwide.

Speaking at the conference, Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the efforts, solidarity and consensus of the entire political system and the results achieved in socio-economic development of the whole province in the first 10 months of 2025.

Chairman of the Provincial People's Committee Pham Anh Tuan also commended the proactiveness and determination of localities and forces in implementing response measures to the recent storm No. 13, which contributed significantly to minimizing human and property damage caused by natural disasters.

Regarding the key tasks in the coming time, Chairman of the Provincial People's Committee Pham Anh Tuan requested sectors and localities to focus on overcoming the consequences of storm No. 13. The highest priority is to rescue people and ensure social security; absolutely do not let people go hungry, cold, lack water or do not receive medical care. Strictly control the safety of people after the storm; maintain evacuation on the spot, do not let people return to their old residence when it is not safe, especially in areas at risk of landslides and deep flooding. Focus on mobilizing forces and resources to restore essential infrastructure: electricity - water - telecommunications, medical stations, hospitals, schools... Focus on mobilizing legal resources to immediately implement policies to support people affected by natural disasters. Propose financial and credit support policies so that businesses can soon restore production and stabilize jobs for workers.

In addition, Chairman of the Provincial People's Committee Pham Anh Tuan requested to continue to closely follow the socio-economic development targets for 2025; focus on close, drastic and breakthrough direction and management, giving maximum priority to promoting economic growth; determined to exceed the socio-economic development targets for 2025.

Strengthen the state budget collection, ensure to achieve and exceed the set plan. Resolutely implement solutions to accelerate the disbursement of public investment capital, 03 National Target Programs and additional central capital sources with the province's target, strive to complete 100% of the assigned capital plan.

Relevant local departments, branches and sectors focus on preparing and implementing key projects and works of the province such as: Investment project to build runway No. 2 and synchronous works at Phu Cat Airport; Quy Nhon - Pleiku Expressway; High-speed Railway project on the North - South axis; Phu My Industrial Park; Le Thanh International Border Gate Economic Zone; energy projects and a number of other key projects to contribute to promoting the socio-economic development of the province. In particular, note that there will be no further delay, determined to open Nguyen Van Linh Street in 2025, creating a premise for the synchronous implementation of residential infrastructure along the route.

Relevant departments and branches carefully prepare conditions to start construction and inaugurate key projects in the province on December 19, 2025, to welcome the 14th National Party Congress.

Urgently review and develop targets, tasks, and solutions for socio-economic development in 2026. In particular, targets must be divided into quarterly periods; key tasks and solutions must be specific, with convincing evidence provided; at the same time, departments, branches, and sectors plan to assign a number of socio-economic development targets to communes and wards in 2026.

Continue to organize training, equip, update, and improve knowledge, professional skills, and expertise for the team of cadres and civil servants of communes and wards to meet the requirements of job positions and activities of local governments at two levels. Resolutely implement administrative procedure reform, improve the investment and business environment in a practical and effective manner; improve public ethics, strictly implement administrative discipline and order. Focus on promoting the spirit of determination and "lightning speed" in directing and operating socio-economic development; fundamentally innovate the way of directing and operating professional work and tasks.

Develop and deploy an Action Program to effectively implement the Politburo's key Resolutions, including: Resolution No. 66 on innovation in law-making and enforcement to meet the country's development requirements in the new era; Resolution No. 68 on Private Economic Development; Resolution No. 70 on ensuring national energy security by 2030, with a vision to 2045; Resolution No. 71 on breakthroughs in education and training development; Resolution No. 72 on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health./.
