Outstanding and comprehensive achievements

Preparing her belongings to move into her "Great Solidarity" house, which is still under construction, Mrs. Nguyen Thi Nhuan, residing at 74/44 Tran Nguyen Han Street, An Bien Ward, trembled with emotion: "Thanks to the care and support of local authorities, this Tet and in my old age, living in such a sturdy and spacious house is truly fulfilling."

Along with Mrs. Nhuan's family, on the eve of the new year 2026, Hai Phong completed its plan to repair, rebuild, and eliminate temporary and dilapidated houses in the area. A total of 1,453 households received support, exceeding the schedule set by the Prime Minister. With the motto of prioritizing social security and welfare over economic development, Hai Phong has been a leading locality nationwide in researching and enacting policies and mechanisms on social security, promoting social progress and equity.

By the end of July 2025, 100% of Hai Phong's communes will have basically completed the criteria for new rural areas. Hai Phong has completed the construction of 10,775 social housing units in 2025, exceeding the target of 10,694 units assigned by the Government . Immediately after the merger, the city's leaders consistently affirmed the principle that "the policy that is better and more beneficial to the people, businesses, and officials will be prioritized for general application," and more than 40 specific policies applied uniformly throughout the city have been issued. The people are truly happy and excited as they gradually enjoy the results of the city's development.

Alongside social welfare work, the city has focused intensely and decisively on achieving and surpassing economic development targets. As a result, the city has achieved a remarkable feat, becoming the first locality in the country to maintain double-digit GRDP growth for 11 consecutive years, with a projected GRDP growth rate of 11.81% in 2025, the highest among the six centrally-governed cities.

The economy reached nearly US$30 billion, ranking third nationwide. Total state budget revenue reached nearly VND 197,000 billion, equivalent to 133.6% of the central government's projected target, with domestic revenue exceeding VND 104,000 billion for the first time, reaching 139% of the projected target. Domestic investment attraction reached a record high of nearly VND 421,000 billion, 9.5 times higher than in 2024. Hai Phong's Provincial Competitiveness Index (PCI) and Public Administration Reform Index (PAR Index) consistently maintained their positions among the leading localities nationwide…

According to the assessment of Party Secretary Le Tien Chau at the 2nd City Party Committee Conference, this is the result of the culmination of the Party's strength and the people's will. Under any circumstances, the City Party Committee and government remain steadfast in the Party's viewpoint of placing the people at the center and as the subject of development. All policies are aimed at improving the quality of life, considering the happiness of the people as the highest goal and the driving force for sustainable development.

With the aspirations for development of the Party Committee, government, and people of the city, Hai Phong is determined to achieve an average GRDP growth rate of 13% or higher per year for the period 2026-2030, striving to reach 14% per year, in order to contribute to the country's efforts to realize the goal of double-digit average economic growth in the new development era.

To seize and capitalize on the emerging opportunities, at the City Party Committee meetings and working sessions with Party committees at all levels, City Party Secretary Le Tien Chau instructed the city's Party Committee and government to continue closely adhering to the Action Program for implementing the City Party Congress Resolution and the key tasks and solutions.

Focus on building a strong Party organization in terms of politics, ideology, and ethics; innovate leadership methods, strictly implement the principle of democratic centralism, and assign tasks according to the six clear principles: "Clear person, clear task, clear time, clear responsibility, clear authority, and clear results." At the same time, build a team of capable, intelligent, disciplined, and dedicated cadres, protecting those who dare to think, know how to act, dare to innovate, and are decisive for the city's development.

Entering 2026, the city has identified the theme as "Proactive Implementation - Unleashing Momentum - Breakthrough Growth". With strong determination from the very first month of the year, and a spirit of transforming goals into concrete results, the city recently simultaneously commenced construction on three industrial parks with a total area of ​​over 1,000 hectares and a total investment of nearly 20,000 billion VND.

Consistent with the development orientation in Hai Phong's growth structure, industry continues to play a leading role, prioritizing the development of high-tech processing and manufacturing industries, green industries, and supporting industries linked to global value chains. Speaking at the groundbreaking ceremony for the Tien Lang 1 Industrial Park project, Chairman of the Hai Phong City People's Committee Le Ngoc Chau affirmed that the city will always stand alongside investors, ensuring a transparent, stable, and favorable investment environment, contributing to promoting the city's socio-economic development.

On January 9th, the People's Committee of Hai Phong City issued Decision 5455/QD-UBND approving the adjustment of the Hai Phong City Planning for the period 2021-2030, with a vision to 2050. Accordingly, the city will focus on effectively exploiting its strategic advantages in geographical location, transportation, seaports, and cultural identity to realize the goal of Hai Phong becoming the largest seaport, logistics, and industrial center in the country.

Focus on implementing and constructing major, impactful projects on schedule, such as the Tan Trao Industrial Park and LNG power plant; the Ninh Binh - Hai Phong expressway; the Nam Do Son port; and the high-speed road connecting East and West Hai Phong… contributing to building Hai Phong into a strategic growth pole in the North and an important international hub of the country.

Building on the tradition of "Heroic City - Culturally Rich Eastern Region," we are confident that in 2026, the Party Committee, government, military, and people of Hai Phong City will unite and resolutely overcome difficulties and challenges; seize opportunities; effectively mobilize and utilize resources; proactively create many new and breakthrough solutions and models; and implement the Resolution of the 14th National Congress of the Party and the Resolution of the 1st Congress of the Hai Phong City Party Committee. From there, we will achieve and surpass the growth targets for 2026, as well as the entire 2026-2030 period, building Hai Phong into a modern, civilized, ecological, and livable industrial port city of regional significance in Southeast Asia, making a worthy contribution to the goal of making Vietnam a developed country by 2045.
