The name Dien Bien was given in 1841 during the reign of King Thieu Tri with the meaning: “Dien” means solid, “Bien” means border; Dien Bien means “solid border”. Through thousands of years of history of building and defending the country, the people of all ethnic groups in Dien Bien have always affirmed the spirit of solidarity, patriotism, diligence in labor, intelligence, creativity in production, bravery in fighting, protecting the border, contributing with the people of the whole country to build and defend the Fatherland.
During the resistance war against the French colonialists, the peak of which was the Dien Bien Phu Campaign of “56 days and nights of digging mountains, sleeping in tunnels, enduring rain, eating rice balls, blood mixed with mud…”, assigned by the Party Central Committee, the Party Committee and the people of all ethnic groups in the province actively and proactively participated in serving the battlefield, with the spirit of “all for the frontline, all for victory”. Everywhere in the province, from the lowlands to the highlands, the people of all ethnic groups in Dien Bien province actively participated in fighting, serving the fighting, mobilizing human and material resources for the battlefield, contributing with the whole country to the Dien Bien Phu victory.
After liberation, implementing the Party and State's renovation policies and guidelines, especially after the separation and establishment of the province (in 2004), up to now, the Party Committee, government and people of all ethnic groups in Dien Bien province have strived to overcome many difficulties and challenges, seized opportunities, promoted advantages, and achieved important and comprehensive achievements in all fields. The economy continues to grow and develop, with the GRDP growth rate in the 2016-2020 period reaching 6.83%/year; in the 2021-2023 period reaching 7.77%; the economic structure has shifted towards gradually increasing the proportion of industry - construction and services, gradually reducing the proportion of agricultural - forestry production; the main production sectors have developed stably. The socio-economic infrastructure has received investment attention, the appearance of urban and rural areas has changed a lot. Some key transport infrastructure projects, urban development projects, and completed services, such as: Dien Bien Airport construction and expansion investment project; 60m Road and technical infrastructure project; Martyrs' Temple at Dien Bien Phu Battlefield, panorama in Dien Bien Phu Historical Victory Museum... Up to now, 100% of communes have car roads to the center, accessible all year round; nearly 85% of rural residents have access to clean water for daily life; 93% of households have access to the national grid and other suitable power sources; cultural and social fields have changed positively... The province focuses on administrative reform, promulgating open policies and mechanisms to create a favorable and safe investment environment, serving socio-economic development, improving people's lives. Investment attraction activities have changed positively. Since the beginning of the term, 210 projects have been granted Investment Registration Certificates and Investment Policy Decisions, with a total registered capital of over VND 47,415 billion; typically, investment projects in urban development, trade, services, small and medium hydropower projects, afforestation projects, macadamia and medicinal plant planting projects, etc.
Attention has been paid to poverty reduction and social security. Implementing Project 09 of the Central Committee of the Vietnam Fatherland Front launched on May 13, 2023, before the Lunar New Year of Giap Thin in 2024, the whole province has eliminated 5,000 temporary houses for poor and near-poor households. People's lives have improved, the appearance of urban and rural areas has changed significantly. In the province, there are currently 2 communes meeting advanced new rural standards, 50/115 communes meeting and basically meeting new rural standards. Political security, social order and safety are stable, national defense and security are maintained; foreign relations are expanded; the solidarity of ethnic groups is strengthened.
The work of Party building and political system building has achieved important results: focusing on directing the implementation of Directive 05-CT/TW of the Politburo on continuing to promote the study and following of Ho Chi Minh's ideology, morality and lifestyle, along with implementing the Resolution of the 4th Central Committee of the 11th, 12th and 13th terms "Some urgent issues on Party building and rectification at present"; the work of inspection, supervision and discipline of the Party has been strengthened; the work of preventing and combating corruption and negativity has been focused on and resolutely directed; the effectiveness and efficiency of management, direction and administration of authorities at all levels have been enhanced; the role of the Fatherland Front, socio-political organizations and people in participating in Party building and political system building has been strengthened and effectively promoted.
However, due to the current limited and difficult resources of the province; investment resources mainly depend on the central budget and socialized resources. The socio-economic infrastructure is low and backward; the scale of the economy is small, economic growth and economic restructuring are not yet stable; there are not many solutions to create breakthrough momentum in promoting socio-economic development; the rate of poor and near-poor households is still high, over 25%. The progress of implementing some programs and projects is still slow, and the efficiency is not high. The quality of human resources is still limited. Health, culture, education, science and technology have not met the requirements. Political security, social order and safety still have potential factors causing instability. The situation of illegal immigration, illegal religious propaganda, propaganda for the establishment of a "separate state", evil religions, illegal drug trafficking... is complicated. In addition, the leadership capacity of some Party committees and organizations is still limited. The efficiency and effectiveness of government management and administration are not up to the task. A number of cadres, Party members and civil servants have limited capacity and low responsibility. Coordination between levels and sectors is sometimes not synchronized and lacks initiative.
The Party Committee, government, armed forces and people of all ethnic groups in the province always identify promoting the spirit of Dien Bien Phu Victory as one of the decisive factors for the success in the construction and protection of Dien Bien. At the same time, it is necessary to be proactive and creative in promoting potentials and strengths, taking advantage of the support of the Central Government and localities nationwide, and implementing the determination according to the direction of the Prime Minister: "Turn danger into opportunity, turn difficulty into ease, turn the impossible into possible, turn potential into resources. Identify resources originating from thinking, motivation originating from innovation, strength originating from the people", creating a combined strength in implementing the goals set out in the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress and resolutions of Party committees at all levels. Strive by 2045 for "Dien Bien to be among the group of fairly developed provinces in the country" according to Resolution 11-NQ/TW, dated February 10, 2022 of the Politburo; well perform the task of firmly protecting national border sovereignty, political security, social order and safety, strengthening foreign affairs; preserve and promote the value of the special national historical relic of Dien Bien Phu Battlefield associated with investment in developing historical tourism, cultural and ecological tourism, making an important contribution to socio-economic development and environmental protection...
To successfully implement the above goals and tasks, in the coming time, the Party Committee, government and people of all ethnic groups in the province will focus on organizing and implementing well a number of tasks:
Firstly, proactively grasp the situation, analyze and forecast close to reality, propose policies, decisions, solutions for timely leadership and direction; focus on implementing the Dien Bien Provincial Planning for the period 2021 - 2030, with a vision to 2050; exploit and promote the potential and strengths of each region, thereby identifying breakthroughs for construction and development; at the same time, seek help and support from the Central Government and provinces and cities for development; increase dynamism, creativity, dare to think, dare to do, dare to take responsibility in leading and directing the implementation of tasks; improve discipline and order in organizing and implementing.
Second, socio-economic development must be associated with ensuring national defense and security, firmly protecting border sovereignty, social order and safety, rural security, religious and ethnic regions; strengthening linkages, promoting investment, mobilizing all resources, prioritizing the construction of essential socio-economic infrastructure, traffic works, irrigation, electricity, schools, healthcare... Expanding foreign relations, building a peaceful, friendly border, and cooperating for mutual development.
Third, focus on economic growth along with social development, improve people's lives, ensure social security, reduce poverty, create jobs, and increase people's income. Focus on promptly resolving difficulties, obstacles, and legitimate interests of the people right at the grassroots level. Proactively grasp the situation, maintain political stability, social order and safety, and create favorable conditions for socio-economic development.
Fourthly, improve the intellectual level of the people, develop human resources, diversify training types, link training with socio-economic development tasks, focus on vocational training, improve the qualifications of cadres, especially ethnic minority cadres, young cadres, female cadres, and commune-level cadres. Urgently implement the Project to establish Dien Bien Phu University in 2024 and 2025 according to the conclusion of the Prime Minister on April 8, 2023.
The fifth is to continue to effectively implement the Central Resolution 4 (term XI, XII, XIII) on Party building and rectification, in conjunction with implementing Directive 05-CT/TW of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle; immediately overcome and correct limitations and shortcomings. Promote party development in villages and hamlets without party organizations and party members; focus on improving the leadership capacity and fighting strength of party committees and party organizations at all levels, building a clean and strong political system to meet the requirements of the tasks. Innovate the content and methods of operation of the government, the Fatherland Front and people's organizations, promote democracy, and strengthen the great solidarity of all ethnic groups.
Sixth, promote propaganda and education on traditions, especially for the younger generation to clearly understand the meaning and importance of the Dien Bien Phu Victory and the achievements after 70 years, creating a spirit and a patriotic emulation movement that is vibrant and practical in all areas of social life as instructed by General Vo Nguyen Giap: "The provincial leaders, veterans, and ethnic people of Dien Bien province must bring the spirit of the Dien Bien Phu Victory into the work of building a strong Dien Bien province; we must make sure that every village, hamlet, construction site, factory, and unit has the spirit of the Dien Bien Phu Victory."
From the achievements and practical lessons in the process of construction and development, together with the whole country, the people of all ethnic groups in Dien Bien vow to unite, always believe in the leadership of the Party, determined to carry out the renovation process, promote industrialization, modernization and international integration; develop the economy - society associated with ensuring national defense - security, firmly protect the sacred border sovereignty of the Fatherland; strive to successfully implement the goals and tasks of socio-economic development according to the Resolution of the 14th Provincial Party Congress, Resolution of the 13th National Party Congress, Resolution No. 11-NQ/TW of the Politburo; determined to build, protect, and develop Dien Bien province stably and sustainably, worthy of the heroic Dien Bien Phu tradition!
