On the occasion of the successful organization of the 1st Congress of the Vietnam Fatherland Front (VFF) of Dong Nai province, term 2025-2030, CAND Newspaper interviewed comrade Ha Anh Dung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee, about the core role of the VFF system of Dong Nai province in stabilizing social order and enhancing the consensus of local people.
Reporter of CAND Newspaper: Could you please evaluate the effectiveness of self-defense and self-management models in residential areas in recent times?
Comrade Ha Anh Dung discussed solutions to strengthen national solidarity.
Comrade Ha Anh Dung: Dong Nai province currently has about 2,521 self-management models with many typical models that have been replicated and operated effectively. There are 12,615 skillful mass mobilization models that have been recognized in all fields of economy, culture - society, national defense - security, building the political system, building new rural areas. Currently, there are about 100 residential areas that have included the criteria of "Solidarity - prosperity - happiness" in their conventions, village regulations and internal emulation. Many localities have linked self-management activities with other important goals such as social security, promoting education - encouraging talents, protecting the environment, preventing crime and protecting border security.
In terms of culture and education, there are models: Residential areas of love; Rice jars of love; Lifelong learning clubs; Learning families. In terms of environment, there are 112 models of Self-managed residential areas for environmental protection and climate change response; Bright - green - clean - beautiful residential areas. In the work of ensuring security and order, the whole province currently has 69 models of crime prevention and maintenance of security and order that operate relatively effectively.
Among them, many typical models, mobilizing the active and creative role of the people in maintaining security and order have been recognized and replicated by all levels. Typical examples are the model of organizing campaigns to launch the movement "All people protect national security and order" associated with mass mobilization work, joining hands to build new rural areas; the model of the Club to light up faith as well as models of safe residential areas in terms of security and order; Security cameras; Security-ensuring boarding houses; Peaceful and orderly parishes and religious groups; Model of supporting slow-developing youths and criminals who have completed their sentences to reintegrate into the community...
With more than 258.9 km of border with Cambodia, the province has deployed many models of Bright Spots of Law Enforcement in the residential community, typically 128 self-governing residential areas to protect territorial sovereignty and border security, along with social security projects and programs towards the border, contributing to firmly consolidating the People's Security posture, promoting effectiveness and enhancing the role of the people in maintaining security and order at the grassroots level.
In recent times, many grassroots democracy models in Dong Nai have been effectively maintained, such as: Collecting people's opinions on new rural construction; Self-managed residential areas for environmental protection; People participating in the election of hamlet and neighborhood chiefs. The Vietnam Fatherland Front at all levels has also participated in performing well the mediation work at the grassroots level. Specifically, it has participated in the mediation of 1,861 cases, of which 1,247 cases were successfully mediated, and 393 cases were transferred to the relevant agencies for resolution.

Reporter of CAND Newspaper: What is the solution for the Fatherland Front at all levels to improve the effectiveness of mobilization, gather people from all walks of life, and spread consensus in society, comrade?
Comrade Ha Anh Dung: The Vietnam Fatherland Front Committees at all levels and its member organizations always focus on diversifying forms of propaganda and mobilization, widely gathering people from all walks of life, creating consensus, unity and social stability. In the past 2 years, thanks to the use of digital platforms, propaganda work has increasingly reached a larger number of people.
With more than 51,800 propaganda and mobilization sessions, the Fatherland Front at all levels has attracted nearly 3 million participants. Currently, 100% of the Fatherland Front agencies and socio-political organizations at all levels in the area have established and maintained effective social networking sites, widely deploying movements and campaigns. The campaign "All people unite to build new rural areas and civilized urban areas" has achieved high results with over 98% of cultural residential areas. Social security work has many bright spots, contributing to practical care for poor households, near-poor households, policy families, ethnic and religious people and disadvantaged people.
The activities of the Vietnam Fatherland Front and its member organizations at all levels are increasingly directed towards the grassroots and residential areas. Every year, the Vietnam Fatherland Front at all levels always accompanies and supports the activities of religious organizations in the area. The Vietnam Fatherland Front Committees at all levels have proactively proposed to Party committees and coordinated with the authorities to organize 1,475 meetings and contacts attracting 28,272 participants. Thereby, promptly proposing and honestly reflecting the legitimate thoughts and aspirations of all classes of people and religious followers.
Social supervision and criticism activities continue to be strengthened, monitoring many areas directly related to the legitimate rights and interests of the people. The work of grasping the situation among the people has also achieved many positive results. The Vietnam Fatherland Front at all levels has compiled 1,934 opinions and legitimate aspirations of the people, and in 2024 - 2025, collected 357,568 evaluation votes from the people. The honest, objective and multi-dimensional reflection has become an important information channel to help Party committees and authorities at all levels in the province have a basis for more effective leadership, direction and management. Thereby helping to consolidate trust and enhance social consensus.
Reporter of CAND Newspaper: Could you please elaborate on the work of social supervision and criticism, and the implementation of democracy among the people in the area?
Delegates of the Vietnam Fatherland Front of Dong Nai province attend the National Congress of the Vietnam Fatherland Front for the 2026-2031 term.
Comrade Ha Anh Dung: The Vietnam Fatherland Front and socio-political organizations from the provincial to grassroots levels have organized 357 conferences, seminars, and discussions to collect comments with a total of 1,570 comments on the draft documents of the Party Congresses at all levels and the 14th National Party Congress. They coordinated to organize 182 direct dialogue conferences between the heads of Party committees and authorities with the people. Thereby, many difficult and pressing issues of the people were promptly resolved, creating social consensus.
Organized 110 forums with more than 24,000 participants, received 245 opinions. With the characteristics of Dong Nai, the Vietnam Fatherland Front Committee of the province also organized 4 conferences to meet and contact with dignitaries and representatives of religious organizations, attracting 410 delegates and receiving 74 opinions and recommendations to be forwarded to the competent authorities for consideration and resolution. The Fatherland Front at all levels closely coordinated in the work of participating in law-making, contributing opinions to 1,218 legal documents and draft documents of Party committees and authorities at all levels with increasing quality and efficiency.
In recent times, the Fatherland Front at all levels has focused on monitoring policies and guidelines directly related to the legitimate rights and interests of the people. Many monitoring contents have achieved remarkable results, such as: Implementation of laws on citizen reception, settlement of complaints and denunciations, environmental protection, ethnic and religious policies and resettlement arrangements for people. The Fatherland Front has chaired 1,110 monitoring sessions, of which 38 were at the provincial level and 1,072 were at the district and commune levels. Through monitoring, many shortcomings, limitations and shortcomings have been discovered and recommended for correction.
The Vietnam Fatherland Front Committees at all levels in Dong Nai have also chaired the organization of social criticism on 809 draft documents of Party committees and authorities at all levels. Of which, at the provincial level, 61 meetings and 87 dossiers of proposals for approval of investment decisions for projects using land and approving investors were reviewed, and at the commune level, 704 documents were reviewed. The opinions and recommendations after social criticism were highly appreciated by the drafting agencies, organizations and units; they were accepted, explained and responded to. The activities of organizing meetings with voters and collecting opinions and recommendations from voters and people to reflect to the Party and State have been increasingly innovated. The Fronts at all levels have promoted their core role in propagating and mobilizing people to practice democracy at the grassroots level, participating in discussions, decisions and supervision of works, projects, social welfare activities, using the Fund for the Poor, and building Great Unity Houses.
The People's Inspectorate and the Community Investment Supervision Board at the grassroots level continued to promote their effectiveness. The Fatherland Front at all levels organized 2,305 supervisions, of which the People's Inspectorate conducted 719 supervisions and the Community Investment Supervision Board conducted 1,596. This has contributed to promptly handling and correcting shortcomings and limitations.
Reporter of CAND Newspaper: How effective is the promotion of the people's role as masters and self-management spirit, comrade?
Comrade Ha Anh Dung: The movement "All people unite to build new rural areas and civilized urban areas" continues to affirm its core role, becoming a movement with widespread influence, contributing to changing the appearance of urban and rural areas, improving people's lives. In 2024 - 2025, the quality of cultural titles will be maintained and improved, with 98.87% of local residential areas achieving the title of Cultural Residential Area; 98.15% of households achieving the title of Cultural Family; 97 residential areas achieving the title of Model Residential Area.
Responding to the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses", the Vietnam Fatherland Front at all levels identified this as a key task, implemented it resolutely, and achieved breakthrough results. In the past 2 years, the whole province has mobilized resources to build and repair 2,575 houses for poor and near-poor households, policy families and disadvantaged people. Social security work continues to be a bright spot, clearly demonstrating the central role of the Front in mobilizing and coordinating social resources.
Responding to the movement "For the poor - no one left behind", every year, the Fatherland Front at all levels presides over the Peak Month for the poor, mobilizing resources to care for the poor and the disadvantaged. In the period of 2024 - 2025, the whole province mobilized more than 1,315 billion VND for social security work; the Fund for the poor alone reached more than 124 billion VND. Many typical social security care models are maintained and replicated.
The Provincial Vietnam Fatherland Front Committee has demonstrated its central role in uniting, orienting, organizing and mobilizing people to build "Solidarity, prosperity and happiness", which is a key movement to promote democracy at the grassroots level, strengthen solidarity and improve community life. The propaganda and mobilization work to promote people's mastery in association with building "Solidarity, prosperity and happiness" has achieved many outstanding results. Every year, 94% of residential areas build village covenants and conventions; 97 model residential areas have become bright spots in the whole province.
Cultural institutions at the commune level in the whole province reached 100%, the rate of cultural houses in villages, hamlets and neighborhoods operating effectively reached over 98%. Cultural institutions at the commune, village, hamlet and neighborhood levels are often places to organize activities, meetings, cultural, artistic, physical education, sports, propaganda and agitation activities on the occasion of major national holidays, important events of the country and serve the political and social tasks of the locality, contributing to improving the quality of cultural and spiritual life for people in residential areas.
