The year 2025 marked many positive changes in Party building and the implementation of political tasks at the Social Insurance Agency of Ha Tinh province. The Party Committee of the Social Insurance Agency of Ha Tinh province focused on leading and directing the thorough study and implementation of resolutions and directives from the Central Committee, the Provincial Party Committee, and the Vietnam Social Insurance Agency; linking the study and emulation of Ho Chi Minh's ideology, ethics, and style with the responsibility of setting an example for cadres and Party members, especially those in leadership positions.
Personnel management has been implemented rigorously, and the organizational structure has been gradually streamlined to suit the new organizational model. The quality of Party branch meetings has improved, creating an important foundation for the successful implementation of professional tasks. According to Comrade Phan Hoan, Secretary of the Health Insurance System Party Branch, during Party branch meetings, Party members consistently demonstrate a sense of responsibility, seriously studying, participating in discussions, and contributing opinions on tasks and solutions for implementing professional work. This has fostered high levels of unity and cohesion within the Party organization.
Under the leadership of the Party Committee, in 2025, the Social Insurance Agency of Ha Tinh province achieved many outstanding results in various fields. Total revenue from social insurance, health insurance, and unemployment insurance reached 4,698 billion VND, an increase of 20% compared to 2024; the percentage of the workforce participating in social insurance and the health insurance coverage rate both met and exceeded the targets set by the Provincial People's Council. The payment of social insurance and unemployment insurance benefits was carried out fully and promptly, with a total amount of 5,271 billion VND, an increase of 6% compared to the previous year.
Health insurance-covered medical examinations and treatments continued to be ensured at 39 medical facilities in the area, with over 2.1 million visits, an increase of nearly 124,000 visits compared to 2024. The total amount of health insurance-covered medical examinations and treatments is expected to be settled at 1,974.4 billion VND, exceeding the budget by 1.98%.
Administrative reform, digital transformation, and the implementation of Project 06 continue to be highlights of the Social Insurance sector in Ha Tinh province. The rate of data synchronization between social insurance and health insurance participants and the national population database reached over 99.96%, consistently ranking among the top in the country for many months. The satisfaction level of citizens and businesses with the services provided by the Social Insurance agency reached 96.6%, clearly reflecting the improvement in service spirit and the quality of administrative procedures.
2026 marks the first year of implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam and the Resolution of the 20th Provincial Party Congress, with the goal of achieving universal health insurance coverage by 2030 and a 36.2% participation rate of the working-age labor force in social insurance. Based on this, the Provincial Social Insurance Party Committee has identified its central and overarching task as building a clean and strong Party organization; enhancing the leadership capacity and fighting strength of the Party organization and the quality of its cadres and Party members to meet the demands of the new situation.
Along with that, the task of developing participation and ensuring the rights of beneficiaries of social insurance, health insurance, and unemployment insurance schemes is identified as a central and continuous focus. The Party Committee directs specialized units to closely adhere to assigned targets and plans; assign specific tasks, strengthen inspection, supervision, and progress evaluation, striving to complete and exceed targets from the very first months and quarters of the year. The work of disseminating information and mobilizing people to participate in social insurance and health insurance continues to be innovated in a flexible manner, suitable for each target group; at the same time, resolutely handling acts of evasion, misappropriation of contributions, abuse, and profiteering from the fund, protecting the legitimate rights of workers.
Social insurance and health insurance are important pillars of the social security system. With strong political determination and a spirit of innovation, the Party Committee of the Social Insurance Department of Ha Tinh province will lead the unit in implementing comprehensive solutions, gradually concretizing the goals and tasks for 2026, creating a solid foundation for a new phase of development for the sector and the locality.
