Analyzing the pressure from population aging, delegate Tran Thi Hien (Ninh Binh delegation) said that since 2011, Vietnam's population has entered the aging stage, and it is forecasted that by 2036 it will enter the aging population stage and by 2049 it will enter the "super-aging" population stage, which will create great pressure on the state budget and social resources for health care issues and ensuring social security for the elderly.

According to the delegate, in the context of limited public investment resources, promoting socialization, attracting private resources, and developing elderly care services are urgent and strategic objective requirements. However, the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care, and improvement of people's health has almost no breakthrough policies that pay attention to handling bottlenecks for effective implementation of policies on encouraging the development of elderly care facilities, strongly promoting the participation of the private economic sector, and mobilizing social resources in people's health care.

However, in order to unleash social resources and develop non-public nursing facilities, it is necessary to thoroughly consider and handle bottlenecks.
Firstly, currently, nursing homes that provide long-term care and functional services for the elderly are not considered medical facilities to enjoy preferential policies on land and premises. If local planning does not have clean, convenient land funds in residential communities for the development of nursing homes, it will be difficult to attract investment.
Second, professional nursing homes require large and long-term investments, but the return on investment is slow, and they require expensive specialized equipment.

From the above facts, delegate Tran Thi Hien proposed having truly breakthrough mechanisms and policies to attract socialized resources to develop elderly care facilities in the coming time.
Specifically, nursing homes providing medical examination, treatment, rehabilitation, and long-term care services for the elderly should enjoy land, tax, and financial policies similar to those for medical facilities as stipulated in the draft resolution.
