Developing preschool education in the new era

On the morning of November 28, the Central Propaganda and Mass Mobilization Commission coordinated with the Ministry of Education and Training and a number of agencies to organize a scientific conference on "Developing preschool education in the new era".

Identify “bottlenecks”

Sharing about the context of implementing tasks for preschool education , Mr. Nguyen Thanh De - Director of the Department of Preschool Education (Ministry of Education and Training) mentioned important guiding documents: Resolution No. 71-NQ/TW on breakthrough in education and training development; Resolution 218/2025/QH15 dated June 26, 2025 of the National Assembly on universalizing preschool education for children aged 3-5; Decree No. 277/2025/ND-CP of the Government detailing the implementation of Resolution No. 218/2025/QH15; Law on Teachers; Education Strategy to 2030, vision to 2045.

Along with that is the country's goal of becoming a high-income country by 2045; digital transformation in education is a globalization trend, an inevitable trend, happening very quickly; the explosion of technology platforms IoT, Big Data, AI, SMAC... is forming a digital education infrastructure; the 2018 General Education Program has been implemented from grade 1 to grade 12; preschool education is considered the foundation level, playing a strategic role.

Emphasizing the importance of identifying the “bottlenecks” of the system, Mr. Nguyen Thanh De said: Preschool education is currently expanding in scale and has good support policies. However, the limitations that must be recognized are that industrial zones, ethnic minority areas, remote areas still face many difficulties. Some policies are not suitable for the specific characteristics of regions, urban areas, and industrial zones.

The preschool education program is a framework program, open in nature, creating opportunities to meet the diversity of regions and young people, aiming at the comprehensive development of children; ensuring close connection between nursery and kindergarten ages, basically connecting with the content of the general education program.

The advantage of the Program is that it is child-centered, learning through play, and learning through play. However, the limitation is that it has not clearly demonstrated the perspective of international integration such as: life skills education for children, digital technology , environmental protection education, response to climate change/epidemics...

Regarding staff, preschool education will lack about 34,612 teachers by 2030. The national teacher/class ratio is 1.86, lower than the norm (2.2 teachers/class); the work is high pressure but the salary is still low...

The current state of physical facilities is also facing many difficulties. Currently, preschool education lacks about 28,000 classrooms; there are still temporary classrooms and classrooms in disadvantaged areas. The rate of solidification of schools and classrooms is 88.3% (in disadvantaged areas it is only 61.5%); the minimum equipment is only 49.65% of the demand; the average number of students per class or group of classes is 25.9 children.

4 groups of breakthrough solutions

Sharing about solutions in the coming time, Mr. Nguyen Thanh De emphasized 4 groups of breakthrough solutions: Perfecting institutions and policies; innovating the preschool education program; developing a sustainable team; investing in fair and modern facilities. Specifically as follows:

Firstly, the Ministry of Education and Training strives to review and perfect institutions to ensure effective implementation of issued policies and completely resolve bottlenecks in preschool education before 2030. At the same time, synchronously implement the Law on Teachers; Resolution 218/2025/QH15; Decree No. 277/2025/ND-CP...

Second, build a Preschool Education Program in a framework and open direction. This is a national framework program, ensuring flexible application, suitable for the diversity of regions and young people; more clearly demonstrating the comprehensive and integrated educational perspective, the preschool education motto "playing to learn, learning through playing"; rights-based approach, international conventions and treaties on children's rights and the formation and development of psychophysiological functions, basic capacities and qualities; integrating digital technology, AI, life skills, multiculturalism, children's rights; universal connectivity, international integration.

Third, develop the team with flexible staffing solutions, special recruitment; support for upgrading standards, special treatment; continuous retraining and vocational development training; strongly innovate the training program, foster preschool teachers in a modern, integrated direction, integrating 21st century competencies, digital competencies and AI applications.

Fourth, investing in infrastructure; prioritizing solidification of classrooms, AI/STEM equipment, public housing, narrowing regional gaps and implementing the National Target Program for the period 2026-2035 (focusing on Project 1 on solidifying classrooms, building additional classrooms, building additional subject classrooms, purchasing additional minimum teaching equipment and Project 4 on improving capacity for teachers and students).

From practice, the Ministry of Education and Training recommends that the Government and the Prime Minister institutionalize the Law on Teachers by issuing detailed instructions on the implementation of the Law on wages, allowances, and early retirement regimes, ensuring that these policies take effect synchronously from January 1, 2026.

At the same time, the shortage of staff must be completely resolved. The Government must issue a flexible mechanism for allocating teacher staff based on the actual number of children and regional characteristics, replacing the imposition of mechanical reduction targets; and implement a mechanism for ordering preschool teacher training. At the same time, attention must be paid to increasing investment in facilities and ensuring funding for major programs and projects.

People's Committees of provinces/cities pay attention to policies to attract students beyond the framework, prioritize land funds, budgets, etc. Training institutions for teachers and managers of preschools proactively innovate programs in the direction of integrating practical activities and regular internships into theoretical modules, integrating digital capacity, AI and essential soft skills. Develop a team of lecturers with specialized capacity, foreign language capacity, and gradually apply the mechanism of accreditation of training and fostering programs.

6 important tasks that need to be unified in implementation

At the workshop, delegates from the Departments of Education and Training, leaders of teacher training schools, and experts focused on analyzing and evaluating the current mechanisms and policies for preschool education development, especially the difficulties, obstacles, and shortcomings in organizing and implementing the Party and State's policies; thereby recommending solutions to perfect institutions, mechanisms, and breakthrough policies for preschool education development in the new period.

The opinions simultaneously identify, evaluate the current situation, and recommend solutions on the content, programs, and methods of caring for and educating preschool children; training, fostering, and coaching to improve the capacity of teachers and preschool education managers; mechanisms, policies, and incentives for organizations and businesses to invest and mobilize social resources to develop preschool education; and coordination between families, schools, and society in caring for and educating preschool children...

Concluding the workshop, Mr. Vu Thanh Mai - Deputy Head of the Central Propaganda and Mass Mobilization Commission agreed on 6 key tasks and solutions. In particular, he first emphasized the need to fully grasp the Party's viewpoints and orientations in Resolution No. 29-NQ/TW, Conclusion No. 91-KL/TW, especially Resolution No. 71-NQ/TW; in which preschool education is one of the top priority areas.

At the same time, effectively organize and implement the task of universalizing preschool education for children from 3 to 5 years old according to the principle of no child being left behind; issue a new preschool education program, linked with the 2018 general education program; promote international cooperation in applying technology and digital transformation.

Along with that, focus on perfecting the policy mechanism for developing the teaching staff to ensure sufficient quantity, correct structure, and achievement of qualification standards; strongly innovate training, fostering, and professional standards; build a team of preschool teachers with qualities and capacity to meet the requirements of the digital age and innovation requirements in the spirit of Resolution No. 71-NQ/TW.

Finally, increase investment resources and promote socialization to solidify and modernize schools, build a safe and friendly educational environment; encourage organizations and businesses to invest in developing high-quality preschool education; create conditions for the development of non-public preschool facilities, especially in industrial parks, export processing zones, and densely populated urban areas; mobilize close coordination between schools, families and the whole society...
